It may contain paraphrased conversations and may not be in the exact sequence of events. On 07/13/2026 at approximately 1407 hours, I was flagged down on Talbot Rd S near the intersection of S 23rd St, in the City of Renton, King County, Washington, for a disabled vehicle that turned into a hit and run call. A construction flagger and a citizen waved me down where I pulled over with my emergency lights on. The construction flagger described that she witnessed a hit and run occurred where the white RAM truck backed into a King County Metro bus (route 160, bus #7135) on Talbot Rd S. Upon arrival at the location, I noticed the white RAM truck (WA LIC#: D65333F) without the driver or any occupants. It was reported to me that the white RAM truck had run out of gas, which resulted in the truck rolling back into the metro bus. I contacted the parties inside the King County Metro bus (WA EXT LIC#: 89535C) which only the driver and two passengers remained. Neither stated that they were injured or needed medical aid. The bus passengers left due to work. I approached the driver, who I identified with their WADL as Yadvinder Singh (DOB: 12/25/71). Singh stated that while entering the construction zone heading northbound on Talbot Rd S before S 23rd St, the white RAM truck in front of Singh backed into him. The driver of the RAM truck collided with the bus's front bike rack with its right-rear tire, then exited out of the vehicle and went northbound on foot from the collision. Singh said there were no other occupants, but that he notified his supervisor. I ran the abandoned white RAM truck (WA LIC#: D6533317) and it came back to a registered owner, Erik O. Kirkman (DOB: 02/13/79) who happened to have an unconfirmed warrant out of the City of Kent, King County, Washington for hit and run with an injury involved. I called for tow to arrive to move the abandoned vehicle. Based on the above details, there is probable cause for hit and run attended (RCW 46.52.020). However, the suspect is unknown other than what their description and clothing. Singh described the suspect as a white male, about 511 tall, muscular build, in their 40-45s, has a shoulder-length tattoo on his left arm, dark or brown hair, wearing a red or pink baseball cap, white vest, and blue pants. An uninvolved subject was detained by another officer who matched the suspect's description. A female witness, Melissa M. Smith (DOB: 11/17/66) was willing to come back to the scene to do a one-on-one admonition. Smith provided her phone number at (253) 414-2462. She provided her description of the driver as a white male in their 40's, medium build, scruffy beard, about 6'2, dark hair, and wearing jeans heading northbound on Talbot Rd S. The result of the one-on-one was negative. Smith stated the detainee was not the subject. The detained subject was released. I completed an exchange of information and provided a copy to Singh and his supervisor on scene. placed another exchange of information on the RAM truck's driver seat. I also completed an impound form and provided it to the Gene Meyer Towing driver and placed a copy on the RAM truck's driver seat. I uploaded photos of the collision and several photos of what was in the RAM truck to my AXON Evidence.com account as referenced by the case number. During my inventory check of the RAM truck, I found nothing of significant value inside the vehicle.
