Narrative for Case 26-5599
This incident was captured on my body worn camera. This report is a summary of the events that
occurred and is not an exact sequencing of events;statements have been paraphrased and
summarized.
On 07/17/2026 at 2126 hours I was dispatched to a vehicle that collided with the center
curb/median in the 4200 block of NE 4th St in the City of Renton, County of King, State of
Washington.When I arrived, I observed a black Mercedes (WA CWV1882) stopped in the middle
of the parking lot of the Shell Station at 4102 NE 4th St. There was damage to the front passenger
side of the Mercedes, and both passenger side tires were flat.The front tire had a large tear
along the side.
A white male, later positively identified by his WADL as Andrey P Kolesnikov(12/05/1990), was
standing by the passenger door of the Mercedes. The vehicle was still running so I asked and
was granted permission to turn it off.
During my brief interaction with Kolesnikov, he admitted to consuming intoxicating liquor; 2 8%
White Claws and stated he was too intoxicated to drive. As Kolesnikov spoke, I smelled the odor
of intoxicants emanating from his breath.
I contacted the two witnesses to the collision, Brian 1 Decato (09/10/1956) and Samantha S
Phillips (07/20/2004). Both stated Kolesnikovwas traveling westbound on NE 4th St and collided
with the center median. Phillips provided a more detailed account stating Kolesnikov was
traveling at a high rate of speed. As he passed through Whitman Ct NE, he moved into the center
turn Lane.After the intersection (to the west),the center turn-Lane ends and there is a median.
Kolesnikov drove directly into the median, which caused the damage to his vehicle. Kolesnikov
pulled into the Shell station along with both witnesses.
Phillips positively identified Kolesnikov as the driver of the Mercedes and stated he did not
consume any beverages from the time of the collision to the time he was contacted by the
police.
This incident occurred in the sCity of Renton,King County,Washington State.
