Registration for Audience Comment: Registration will be open at all times, but speakers

who registers after 5 p.m. on the day of the Council meeting will not be called upon to
speak and will be required to re-register for the next Council meeting if they wish to speak
at that next meeting.

NOTICE to all participants: Pursuant to state law, RCW 29B.45.010, campaigning for
or against any ballot measure or candidate in City Hall and/or during any portion of
the council meeting, including the audience comment portion of the meeting, is

7. CONSENT AGENDA
The following items are distributed to Councilmembers in advance for study and review, and
the recommended actions will be accepted in a single motion. Any item may be removed for
further discussion if requested by a Councilmember.
a) Approval of Council Minutes of July 13, 2026. Council Concur
b) Community & Ecomonic Development Department – Economic Development
Division requests final approval of the Renton School District No. 403 Street
Vacation: S Tillicum St and Alley, from Shattuck Ave S to Logan Ave S; and S
Tobin St from Shattuck Ave S to Logan Ave (VAC-26-002); and requests
acceptance of the appraisal, setting additional cash compensation at zero dollars
($0), and adoption of an ordinance vacating the requested street and alley.

c) Community & Economic Development Department – Planning Division requests
approval to commence formal negotiations with the owners of Vertical World for
redevelopment of the Transit Street property, historically known as the city’s
Transit Center. Refer to Planning & Development Committee
d) Executive Services Department recommends execution of an amendment to the
agreement with Valley Defenders, PLLC , in the amount of $130,000 per
month for cases exceeding the annual contracted allotment, and extends the
agreement for indigent defense services through August 31, 2027. Refer to
Finance Committee
e) Parks & Recreation Department – Parks & Trails Division recommends
execution of a Grant Agreement with Washington State Department of
Commerce to accept non-matching grant funds totaling $485,000 to support
continuous work related to the Sam Chastain Trail project; and authorize
adjusting appropriations to account for the grant. Refer to Finance Committee
f) Public Works Department – Admin recommends execution of an interagency
agreement with King County for 2026-27 Local Hazardous Waste Management
Program Grant, to accept non-matching grant funds in the amount of
$66,970.19, to establish an Aircraft Preflight Test Fuel Disposal program; and
authorize adjusting appropriations to account for the grant. Refer to Finance
Committee
g) Public Works Department – Facilities Division recommends execution of a
Professional Services Agreement with Mackenzie Engineering, Inc., in the
amount of $283,181 for design, construction management, and other services
required to implement the City Hall First Floor Remodel project. Refer to
Finance Committee
h) Public Works Department – Transportation Systems Division recommends
adoption of a resolution authorizing the following local road closure: Closure of
Houser Way N between Lake Washington Blvd N and Lowe’s business delivery
access for one full week to occur between August 7 and October 12, 2026, for
the purpose of removing an obstruction beneath the BNSF railroad tracks
needed to construct storm drainage facilities supporting the I-405, Renton to
Bellevue, Widening and Express Toll Lanes project. Refer to Transporation
(Aviation) Committee
i) Public Works Department – Utility Systems Division recommends execution of
an interagency agreement with King Conservation District Member Jurisdiction
Grant, to accept non-matching grant funds in the amount of $250,000 for
organics technical assistance and food recovery outreach. Refer to Finance
Committee

a) Transportation Committee: 1) I-405 Renton to Bellevue: Full Weekend Closure of

9. LEGISLATION
Resolution:
a) Resolution No. 4590: A Resolution of the City of Renton, Washington,
authorizing Temporary Full Street Closure of Ripley Lane North
between the Virginia Mason Athletic Center North Driveway and
Eastrail Trail Trestle. (See Item 8.a)
Ordinance for first reading:
b) Ordinance No. 6196: An Ordinance of the City of Renton, Washington,
declaring an existing Utility Easement reserved by Ordinance No. 4883
surplus to the City’s needs; Authorizing the Mayor and City Clerk to execute
and record with King County a Release of said Easement; providing for
severability; and establishing an effective date.

Ordinance for second and final reading:
c) Ordinance No. 6195: An Ordinance of the City Of Renton, Washington,
Amending the City of Renton fiscal years 2025/2026 biennial budget;
increasing the budgeted revenues and expenditures by $7,130,175 and
$10,365,650 respectively; amending the 2026 salary table to reflect position
and classification changes; amending the 2026 salary table to reflect the
September 1, 2026 salary grade adjustments agreed to in the May 20, 2026
Memorandum of Understanding between the City of Renton and AFSCME;
placing authorization of series position placements and payment of lateral
officer incentives in the salary table; providing for severability; and
establishing an effective date. (First Reading 7/13/2026)
