penalties, expenses, attorney’s or attorneys’ fees, costs, and/or litigation expenses to or
by any and all persons or entities, arising from, resulting from, or related to the negligent
acts, errors or omissions of the Consultant in its performance of this Agreement or a
breach of this Agreement by Consultant, except for that portion of the claims caused by

RE: PROPOSAL TO PROVIDE HYDROGRAPHIC SERVICES AT THE CITY OF RENTON SEAPLANE
BASE
Dear William:
Attached is our updated proposal to provide surveying services for the above project. We will do our best
to perform our services in a timely manner to help ensure a successful project for all parties involved.
We look forward to working with you on this project. AKS is ready to schedule work upon receiving your
authorization. If you have any questions, please contact me at (503) 563-6151 or magalenj@aks-eng.com.
Sincerely,

EXHIBIT A
!
SCOPE OF WORK
AKS proposes to complete a combined high-resolution multi-beam echosounder (MBES) and single-beam
echosounder (SBES) elevation survey. The project location is in proximity to the Renton Seaplane Base on
the south shore of Lake Washington. The survey area and high-level illustration of survey activities is
illustrated in Figure 1.
Figure 1. Survey areas (pink outlines). Previous (2025) MBES-only survey results shown as sun-illuminated,
colored DEM, for reference.
TASK 1–MBESAND SBESSURVEY
MULTI-BEAM ECHOSOUNDER (MBES)
Multi-beam bathymetric data will be acquired from our 24-ft aluminum survey vessel (Figure 2). This
vessel is ideally-suited for this project site as it has a very small draft and is easy to maneuver in small
quarters, allowing for transit in and around the shoreline and potential submerged hazards.
Our MBES is an R2Sonic 2024 and will be operated at a frequency of 400 kHz with a restricted swath width
of 110 degrees or less to improve data accuracy at outer angles. We typically operate the MBES at 400
kHz which results inindividual beam widths of 0.45º by 0.9º. This translates into finer resolution final data
products than MBES systems with larger beam widths.
During MBES survey operations, soundings will be collected to as shallow and/or as near the shoreline as
can be safely completed(generally this means to water depths of approximately 4-6 feet below the sonar).
MBES survey locations are expected to be, approximately, where shown in rainbow color in Figure 1.
MBES
survey area
SBES survey
areas
!
Per AKS’ standard operating procedures, we will conclude our surveys by electronically rotating the sonar
beams toward the side of the vessel which will provide for additional high-resolution coverage into the
shallow waters to the extents feasible. This allows us to measure into inaccessible locations (e.g., debris
areas) and waters too shallow for safe navigation.
Figure 2. AKS’ 24’ aluminum survey vessel with MBES on side pole-mount.
MBES horizontal and vertical positioning will be provided with an Applanix POS/MV WaveMaster II inertial
navigation system. The WaveMaster II is an RTK-GNSS augmented system that provides accurate position,
heading and attitude for the survey vessel. The WaveMaster II provides inertially-derived positions
throughout any areas of signal loss for continuous and accurate vessel positioning.
SINGLE-BEAM ECHOSOUNDER (SBES)
Following MBES data collection, AKS will acquire SBES data in all areas shallower than 4-6 feet water
depth, where navigable. The SBES unit will be a CEE Hydrosystems CEE ECHO with 200 kHz survey grade
transducer. It will be mounted on the same vessel and will be paired with the Applanix POS/MV for high-
accuracy positioning in real-time. Data will be acquired along, approximately, 25 ft shore-perpendicular
transects in areas not covered by MBES data.
Where not feasible to capture SBES data from a crewed vessel, AKS will use an uncrewed survey vessel
(USV) operated from the survey boat or from land. For example, at the boat house, AKS crew will operate
the USV from along the shoreline and boathouse walkway. Similarly the USV may be operated from the
seaplane base dock. If needed, AKS will have a kayak that can be used to rescue the USV should it become
hung up on woody debris.
SBES survey locations are expected to be within the pink outlines shown in Figure 1, but external to the
rainbow colored image.
MANUAL DEPTH MEASUREMENTS
Manual measurements may be needed where sonar is ineffective (e.g., presence of submerged aquatic
vegetation). In such a situation, AKS will collect manual measurements via leadlines (weighted tape
measures) and/or telescoping survey rods.
!
Manual survey locations are expected to be along the shoreline(s) and near the seaplane base dock
(due to the presence of vegetation)
EQUIPMENT LIST
A complete list of the equipment planned to be used during this effort is listed here:
x 24 ft aluminum survey vessel (MBES/SBES)
x R2Sonic 2024 MBES, 400 kHz, 256 beams
x CEE Hydrosystems CEE ECHO, 200 kHz; CEE Hydrosystems USV
x Applanix POS/MV Wavemaster II V5, RTK-enabled
x Trimble R10/R12 RTK-GNSS base/rover
x HPB450 Radio modems
x YSI Castaway Sound Velocity Profiler
x QPS Qinsy and Qimera (data acquisition and post-processing software)
x POSPAC MMS V 7.2 (post-processing software)
x HYPACK 2024 (data acquisition and post-processing software)
PROJECT SURVEY CONTROL
Unless otherwise requested by the client, the horizontal datum for this survey will use be based on
previously used realizations, e.g., the NAD83 (1991), State Plane Coordinate System, Washington North
Zone, with units in U.S. Survey Feet. The vertical datum will be NAVD88, with units also in feet, unless
otherwise directed.
AKS assumes that previously-used project survey control still exists near the project site (described in 2016
Terrasond and 2012 Hydrographix technical memorandums). We plan to setup our RTK GNSS base station
on Point 1000 and complete a QC check shot on Point 158 in agreement with the previous surveys.
Successful check-ins will indicate establishment of survey control. In absence of nearby survey control,
AKS will establish our own temporary survey control.
COST
The following lists the costs associated with completing the survey and producing deliverables:
Task Task Description COST
1 Hydrographic Surveying $22,552.00
DELIVERABLES
AKS proposes to prepare and submit the following deliverables:
x ASCII XYZ text files (e.g,. CSV) of the processed, cleaned and interpolated data from each
location
x Volumetric estimates of the change in sediment bed elevations within each location when
compared to the March 2025 survey
x If preferred, a CAD/PDF basemap of the final merged DEMs with contours and hill-shaded
GeoTiff
x Other file formats as requested
!
ASSUMPTIONS
x Single mobilization (2 days to survey)
x An RTK-GNSS base station will be setup on the Renton airport property just as it was in 2025. This
will require coordination with airport security personnel to allow access to setup on the point
again
x Access to airport property (either via boat or vehicle) will be possible through coordination with
airport personnel
o This will allow for setup and operation of the AKS GNSS base station throughout the days
o This will allow for measurement of water depths along the shorelines
o This will allow for operation of the USV from shore and/or the boathouse walkway
o This will allow for manual sounding measurements at the seaplane base ramp if needed
due to aquatic vegetation.
x Submerged aquatic vegetation may act to attenuate the acoustic signal of the MBES and/or SBES.
o AKS will make all efforts to collect quality data regardless if this situation arises, including,
but not limited to, collecting overlapping and redundant sonar data and/or manually-
collected leadline measurements.
x No additional safety orientation, badging, or documentation is necessary to gain access to the
airport property
!
