3. PROCLAMATION
a) Disability Pride Month – July 2026:
A proclamation by Mayor Pavone was read declaring July 2026 to be Disability Pride
Month in the City of Renton and encouraging all residents to join in this special
observance. Bill Carson, a Kindering parent, and Kari Grimit, Kindering’s Senior
Renton Early Support Manager accepted the proclamation with appreciation.

4. ADMINISTRATIVE REPORT
Deputy CAO Kristi Rowland reviewed a written administrative report summarizing
the City’s recent progress towards goals and work programs adopted as part of its
business plan for 2026 and beyond. Noted items were:
x Free watch parties will be hosted at Legacy Square for the FIFA World Cup Third
Place and Final matches July 18 and 19. For game times and more information visit
www.rentonwa.gov/events.
x Get ready to celebrate 40 years of Renton River Days, Friday, July 24 – Sunday, July
26. For a list of hours, events, and activities visit www.rentonwa.gov/riverdays.
x Information about preventative street maintenance, traffic impact projects, and
road closures happening this week can be found at http://rentonwa.gov/traffic. All
projects are weather permitting and unless otherwise noted, streets will always
remain open.
5. AUDIENCE COMMENTS
x Brandon Conley, Renton, requested the FLOCK ALPR cameras remain turned off.
x Sheryl Friez, Renton, requested the data captured by FLOCK ALPR cameras be retained
longer than the required 21 days. She also mentioned that a police department policy
conflicts with the FLOCK use policy, and that one of the cameras might still be on.
x Ali Cohen, Renton, stated opposition to the use of FLOCK cameras because she
believes they are being used unconstitutionally.
x Amy (unknown), Renton, requested the FLOCK ALPR camera contract be terminated.
x Andrew Lopreiato, Renton, spoke about security issues with the FLOCK ALPR camera
systems and requested the contract be terminated.
x Ashley Fedan, Renton, spoke about the effects the FLOCK ALPR cameras have on
people seeking or performing abortions or gender-affirming healthcare. She requested
the cameras remain turned off.
x James Needham, Renton, spoke about FLOCK ALPR constitutional issues related to
unreasonable searches. He noted that a recent Supreme Court case noted that digital
geofencing was deemed unconstitutional because it violates the Fourth Amendment to
the Constitution.
x Jeanne DeMund, Renton, spoke in opposition to the use of FLOCK ALPR cameras
because of security issues with the camera equipment.
x Leslie Jensen, Renton, stated that the city has not provided any data showing that the
use of the FLOCK ALPR cameras helps solve crimes. She urged city officials to keep
them turned off.
x Ron Bensley, Renton, spoke about audio issues he encountered while streaming older
Council meetings on social media sites. He also spoke in opposition to the use of
FLOCK ALPR Cameras.
x Steve Jurgens, Renton, spoke in opposition to the recent change to the boat launch
hours at Gene Coulon Memorial Beach Park. He stated that the new hours do not
account for fishermen’s need to launch in the early morning hours.
x Wyatt Fitzpatrick, unincorporated King County, requested the FLOCK ALPR cameras be
turned off permanently.
x Bob Baker, unincorporated King County, spoke in opposition to the use of FLOCK ALPR
cameras and requested the Chief of Police meet with the 4 A Better Renton community
group to discuss this issue.
x Zach Moore, Renton, spoke in opposition to the use of FLOCK ALPR cameras. He also
spoke about Immigration, Customs and Enforcement agents that have killed people in
the last couple of weeks.
x Peter Goodfellow, unincorporated King County, urged city officials to keep the FLOCK
ALPR camera systems off. He stated that the system captures images and data about
people who have no criminal history.
x Tristan Kochen, Renton, requested the FLOCK ALPR cameras remain turned off, and
spoke about how the CEO of FLOCK has called “de-flock” people terrorists.
x Gabrielle Weidling, Renton, stated that a recent University of Washington study on
FLOCK cameras highlighted security concerns and mentioned Renton’s system seven
times. She also stated opposition to the Harvard Fellowship program.
x Michael Merrill, Renton, spoke in opposition to the changes to the boat launch hours at
Gene Coulon Memorial Beach Park.
x Michael Westgaard, Renton, spoke in opposition to the use of FLOCK ALPR cameras. He
also urged city officials to ban Immigration, Customs and Enforcement agents from city
property and to hold them accountable if they commit crimes in Renton.
x Gabriel Dias, Renton, spoke in opposition to the use of FLOCK ALPR cameras. He also
noted that although his phone may be tracking his movements, he has consented to
using it. He noted that residents have not consented to being tracked by FLOCK
cameras.
x Julian Kinberg, Renton, spoke in opposition to the use of FLOCK ALPR cameras. He
stated that surveilling the population is something once only talked about in dystopian
novels and books about fascism.
6. CONSENT AGENDA
a) Approval of Council Minutes of July 6, 2026. Council Concur
b) Executive Services Department – City Clerk Division submitted a quarterly report of
fully executed contracts between 4/1/2026 - 6/30/2026, and a report of agreements
expiring between 7/1/2026 – 12/31/2026. None; Information Only
c) Municipal Court recommended execution of an Interagency Agreement between
WA Administrative Office of Courts (AOC) and Renton Municipal Court, in order to
receive $110,426.16 in grant funds to support Case Manager staffing costs,
treatment options, recovery support, and other resources needed to continue the
Community Court program; and requests authorization to adjust appropriations to
account for the grant funds. Refer to Finance Committee
d) Parks and Recreation Department – Human Services Division recommends
execution of an agreement with Investments by M & J, LLC dba AAHAA Supportive
Housing, in an amount not to exceed $200,000 (funded by Opioid Settlement funds)
for the provision of temporary supportive housing services. Refer to Finance
Committee
e) Police Department recommends execution of a WA State Attorney General's Office
- SAKI Grant Award, to accept a maximum of $8,500 in grant funds for the purchase
of a refrigeration unit to store sexual assault evidence; and requests authorization
to adjust appropriations to account for the grant funds. Council Concur

7. UNFINISHED BUSINESS

a) Planning & Development Committee: Chair Prince presented a report
recommending concurrence in the staff recommendation to authorize the Mayor
and City Clerk to execute and record a quitclaim deed and real estate excise tax
affidavit to clear title to Parcel No. 7227801055 to the Renton Housing Authority

COMMITTEE RECOMMENDATION. CARRIED.
b) Finance Committee: Chair O’Halloran presented a report recommending approval
of the following payments:
1. Accounts Payable – total payment of $10,744,620.29 for vouchers 61226,
61526, 61926, 601260, 6162026, 433864, 433866-433884, 433892-434038,
434040-434186, 434189; payroll benefit withholding vouchers 7963-7972,
433865, 433885-433891; and 2 wire transfers.
2. Payroll – total payment of $2,429,372.22 for payroll vouchers that include
783 direct deposits and 75 checks. (06/01/26-06/15/26 pay period).

c) Finance Committee: Chair O’Halloran presented a report recommending
concurrence in the staff recommendation to ratify a Memorandum of
Understanding (MOU) with the Renton Police Guild that summarizes proposed
increases to incentives for lateral Police Officer recruitment, and authorization to
increase incentives per the MOU. The proposal increases the current employee
referral bonus from $5,000 to $15,000 and the lateral hire bonus from $20,000 to
$40,000.

COMMITTEE RECOMMENDATION. CARRIED.
d) Finance Committee: Chair O’Halloran presented a report recommending
concurrence in the staff recommendation to authorize the Mayor and City Clerk to
execute Change Order 11 to CAG-25-016 with Schuhart Corporation, adding WSST
in the amount of $669,830.64, for the construction of the Renton Market and
Piazza.

COMMITTEE RECOMMENDATION. CARRIED.
e) Finance Committee: Chair O’Halloran presented a report recommending
concurrence in the staff recommendation to approve the Lease Addendum 1-26 to
LAG-24-003 with Brinton Business Ventures, Inc., dba Evergreen Refreshments,
extending the lease for one-year, effective August 1, 2026, to July 31, 2027. The city
will receive $58.65 per month, plus State Leasehold Excise Tax of 12.84% in the
amount of $7.31, for a total monthly rent of $65.96 for unstaffed concession
services for Police Department personnel located on the first floor of City Hall.

f) Finance Committee: Chair O’Halloran presented a report recommending
concurrence in the staff recommendation to approve and authorize execution of
the engagement letter for the Office of Washington State Auditor to perform the
annual audit for fiscal year 2025. The estimated cost is $122,000.

g)
Finance Committee: Chair O’Halloran presented a report recommending
concurrence in the staff recommendation to adopt the ordinance amending the
2025/2026 biennial budget through a budget amendment to:
1.Increase the budgeted revenues and expenditures by $7,130,175 and
$10,365,650 respectively;
2.Amend the 2026 salary table to reflect position and classification changes;
3.Amend the 2026 salary table to reflect the September 1, 2026 salary grade
adjustments agreed to in the May 20, 2026 Memorandum of Understanding
between the City of Renton and AFSCME; and
4.Place authorization of series position placements and payment of lateral
officer incentives in the salary table.
