Due to technical issues evidence was submitted under 26-5629.
On 7/18/26 at 1959 hours, I was dispatched to a vehicle collision at 1053 Lake Washington Blvd N, in the City
of Renton, County of King, Washington.
At the time of this call, I was working as Officer J. Wilson's Field Training Officer.The following reflects what I
directly observed during his investigation and what the subjects involved stated to Officer J. Wilson.
Dispatch advised that a vehicle (WA-A9470804) struck a pedestrian (Gary L. Baker 11/22/54,verified by WADL)
with their passenger side mirror.
Upon arrival Baker stated the following to Officer Wilson:
He was crossing Lake Washington Blvd N, south to north, making his way towards the front entrance
of the Hyatt Hotel. When the vehicle (WA-A9470804)struck the back of his left bicep.The driver then
pulled into the Hyatt and exchanged words with the driver ultimately apologizing but also stated he
had to go to an appointment.
The driver wrote down his name and phone number on a piece of paper, and the front passenger who
is the registered owner of the vehicle allowed Baker's friend,Adia Trinity Randall (08/30/1985,verified
by WADL)to take a picture of her ID.
During the interview Baker stated he thought the driver was drunk, when asked why he thought that
he stated the driver said he was drunk.
Baker described the driver as a 6' white male, with a mustache.
The piece of paper that the driver had written on was waxy, and the last name had been smudged and
unreadable.Thus, only showing the name of"Chris"with the area code of(360)416-2347. 1 called the number
and left a voicemail.The passenger provided the ID of Stephanie Parr Mowery(12/29/1978).
The Renton Fire Authority medically evaluated Baker on scene. I observed no obvious injuries.
Officer Wilson spoke to Hyatt Security Officer Ali who provided access to surveillance footage of the incident:

The only usable angle was from the front entrance to the hotel and was a substantial distance from
the incident location.
At approximately 1948 hours, Baker had crossed the eastbound lane of travel but continued to walk
partly in the westbound lane toward the hotel entrance not utilizing the pedestrian sidewalk.The
vehicle came from behind Baker and was clearly trying to go around him without interfering with
eastbound traffic when he struck Baker. It appeared the vehicle was moving slowly during the
incident.
The driver of the vehicle immediately got out of the vehicle in the middle of the road and spoke with
Baker.The driver then moved the vehicle out of the road and got out to talk with Baker and Randall.
They talked for almost 10 minutes before the vehicle left the scene.
Baker was provided with a written statement form and a medical release form which he preferred to complete
at a later date.
Pictures and security footage were uploaded into Axon.
There is no probable cause for hit-and-run because information was reasonably exchanged between the driver
and Baker,this report is informational only.
