This information is also helpful to determine if available avoidance, minimization, or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. Instructions for applicants This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use “not applicable” or “does not apply” only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision - making process. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. Instructions for lead agencies Please adjust the format of this template as needed. Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold determination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. Use of checklist for nonproject proposals For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable parts of sections A and B, plus the Supplemental Sheet for Nonproject Actions (Part D). Please completely answer all questions that apply and note that the words "project," "applicant," and "property or site" should be read as "proposal," "proponent," and "affected geographic area," respectively. Do you have any plans for future additions, expansion, or further activity related to or connected with this proposal? If yes, explain. No further expansion or development activity is planned at this time. 8. List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. A conceptual plan, traffic study and utilities impact study have been prepared and are included in the submittal package. No additional government approvals are needed for these code amendments. 11. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (lead agencies may modify this form to include additional specific information on project description.) The subject site is zoned R-10. The Comprehensive Plan designation for the project site is Residential High Density. Property to the north is zoned CA, property to the east is zoned R-8 (Cemetery use) , and property to the west and south is zoned IL. The subject site has been used as an upland fill and reclamation site since 1982. It was used as a permitted sand/gravel pit from 1962 to 1982 under the name, “Upper Balch Pit.” The property currently has a valid Grade and Fill permit (LUA18-000703) which allows the pit to be filled to an elevation of 325 feet. There is a chain-link fence around the perimeter of the property and a partially paved road leading into the pit. Also contained within a powerline easement on the subject site is the City of Renton’s stormwater infiltration facility completed in 2025. This stormwater facility was designed and sized to receive stormwater directly from a future development on the subject site once the pit was filled. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The Upper Balch Pit (subject site) is located within the City of Renton at 301 Monroe Avenue NE. More generally the site is located in the NE ¼ of the NW ¼ of Section 16 of Township 23 North, Range 5 East, in King County, Washington. The total project site consists of one parcel (KC tax parcel no. 1623059059) with an area of approximately 14.4 acres. SEPA Environmental checklist (WAC197-11-960) September 2023 pg. 4 B. Environmental Elements 1. Earth Find help answering background questions3 a. General description of the site: The subject site has been used as an upland fill and reclamation site since 1982. Circle of Highlight One: Flat, Rolling, Hilly, Steep Slopes, Mountainous, Other b. What is the steepest slope on the site (approximate percent slope?) This rezone request is a non-project action. The site temporarily contains steep slopes and rolling parts until it is filled, then it will be flat. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them, and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. Originally the site was a gravel pit. It has now been a receiving site for clean fill for many decades. The existing fill permit contains language about preparing the site for eventual development including compaction requirements etc. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. The existing fill permit provides a complete overview of this information request. f. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt of buildings?) This request is for a non-development project related zone change. The site will remain 100% pervious with exception of the city’s access road to their stormwater infiltration facility. g. Proposed measures to reduce or control erosion, or other impacts to the earth, if any. There is no land use application submitted or associated with this request for zone change. 2. Air Find help answering air questions4 a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities known. This is a non-project action. Although slight increased density could eventually occur on a future project due to the zone change, it is unclear if such density increase would result in an increase in emissions from cars or other sources. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No c. Proposed measures to reduce or control emissions or other impacts to air, if any: Higher density allowed by the requested zone change could result in higher transit ridership as compared to an R-10 project, thus auto emissions could be reduced. There are no waters of the state within 200 feet of the site. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No fill is proposed with this non-project zone change request. 4) Will the proposal require surface water withdrawals or diversions? Give a general description, purpose, and approximate quantities if known. No surface water withdrawals or diversions will occur with the proposed zone change. 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No, not with this zone change. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (domestic sewage; industrial, containing the following chemicals…; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No waste material will be discharged associated with this zone change. Eventual development will discharge waste to City sanitary and storm facilities. c. Water Runoff (Including Stormwater): 1) Describe the source of runoff (Including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. No runoff will be generated from the zone change. Eventually project development on the site will generate stormwater runoff which was accounted for in the design and construction of the city’s stormwater infiltration facility on-site. 2) Could waste materials enter ground or surface waters? List any birds and other animals that have been observed on or near the site or are known to be on or near the site. No mammals and no aquatic species are present. b. List any threatened and endangered species known to be on or near the site. There are no known endangered species associated with this site. c. Is the site part of a migration route? If so, explain. Many birds migrate through the city and may fly by this site. d. Proposed measures to preserve or enhance wildlife, if any. The proposed zone change does nothing to change the current undeveloped status of this site. e. List any invasive animal species known to be on or near the site. No invasive animal species is known on site or near it. 6. Energy and Natural Resources Find help answering energy and natural resource questions9 a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. This is a non-project zone change request. The types of energy to be used for a future project is likely the same for R-14 vs R-10 projects. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. This is a zone change application. 7. Energy and Natural Resources Health Find help with answering environmental health questions10 a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur because of this proposal? If so, describe. This is a non-project, rezone request. There is no possibility for direct environmental health risk from the zone change. 1) Describe any known or possible contamination at the site from present or past uses. None. Fill in the pit has been individually certified as clean by a geologist or engineer prior to disposal on-site. 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. None. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project . None. This is a non-project related zone change. 4) Describe special emergency services that might be required. No special emergency services are required as a result of the proposed zone change. 5) Proposed measures to reduce or control environmental health hazards, if any. Noise: 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Renton has noise from traffic, industrial sites, a municipal airport, and other urban sources. All land use applications will be reviewed for site- specific noise at the time of application. No proposed development is associated with this zone change request. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site)? The zone change request does not have anticipated noise creation. All land use applications will be reviewed for site-specific noise at the time of application. 3) Proposed measures to reduce or control noise impacts, if any: All future land use applications will be reviewed for necessary noise mitigation at the time of application. 8. Land and Shoreline Use Find help answering land and shoreline use questions11 a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. The current use of the site is a fill pit as described above. To the north of the site the CA zoned property contains retail commercial uses (i.e. Chevron station/McDonalds, body shop, U-Haul dealer, tire store). To the east the R-8 zoned property is a cemetery. To the south and west in the IL zoned property are King County and City of Renton office and maintenance facilities. The proposed zone change from R-10 to R-14 will not impact any of these uses significantly. When an eventual project occurs, the additional density possible (i.e. a max of 56 more units) may create slightly more traffic impact and slightly more use/demand of available public utilities and services. Reports summarizing both of these potential impacts have been submitted with the zone change application. b. Has the project site been used as working farmlands or working forest lands? If so, describe. If so, specify. No. i. Approximately how many people would reside or work in the completed project? This is a non-project action zone change request. The request, if approved, could result in 56 additional residential units on site over that allowed by the existing R-10 designation. j. Proposed measures to avoid or reduce displacement impacts, if any. None. l. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any. Both R-14 and R-10 are listed under the RHD Comprehensive plan designation as appropriate zoning designations. The primary difference between the two zone designations is slightly higher density. m. Proposed measures to reduce or control impacts to agricultural and forest lands of long-term commercial significance, if any. There are no resource lands adjacent to the site so there is no impact. 9. Housing Find help answering housing questions12 a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low-income housing. This is a non-project action with no housing projections. However, the difference in total density possible is 144 with R-10 and 200 with R-14. Whether or not this density can or will be reached by a future development is not established by this rezone request. b. Approximately how many units, if any, would be eliminated? Indicated whether high, middle, or low-income housing. This is a non-project action with no housing projections. It is premature to answer this question. c. This is a non-project zone change application. 11. Light and Glare Find help answering light and glare questions14 a. What type of light or glare will the proposal produce? What time of day would it mainly occur? This is a non-project zone change application. Future development should have similar light and glare issues, if any, whether this site is R-10 or R-14. b. Could light or glare from the finished project be a safety hazard or interfere with views? This is a non-project rezone request. When development does proceed, the city has development standards to address light and glare from future projects which should adequately address this concern. c. What existing off-site sources of light or glare might affect your proposal? None. d. Proposed measures to reduce or control light and glare impacts, if any: This is a non-project rezone request. Measures to mitigate light and glare issues will be proposed at the time of future development. 12. Recreation Find help answering recreation questions a. This particular property also has use of the top of the City’s stormwater infiltration facility to essentially function as a private park for the development occurring there. b. Would the proposed project displace any existing recreational uses? If so, describe. No. c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project applicant, if any: Future land use applications will be reviewed for site-specific impacts on recreation at the time of application. 13. Historic and Cultural Preservation Find help answering historic and cultural preservation questions15 a. Are there any buildings, structures, or sites, located on or near the site that are over 45 years old listed in or eligible for listing in national, state, or local preservation registers? If so, specifically describe. No. b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation? This may include human burials or old cemeteries. Are there any material evidence, artifacts, or areas of cultural importance on or near the site? Please list any professional studies conducted at the site to identify such resources. None. The cemetery containing the grave of Jimi Hendrix is next door to the east and is visited by fans of his music. This zone change proposal will have no impact on that continued interest. c. Describe the methods used to assess the potential impacts to cultural and historic resources on or near the project site. Example include consultation with tribes and the department of archeology and historic preservation, archeological surveys, historic maps, GIS data, etc. This is a former gravel pit now fill site. Proposed measures to avoid, minimize, or compensate for loss, changes to, and disturbance to resources. Please include plans for the above and any permits that may be required. There are no cultural resources on site. 14. Transportation Find help with answering transportation questions16 a. Identify public streets and highways serving the site or affected geographic area and describe proposed access to the existing street system. Show on site plans, if any. The subject site is fronted by Monroe Avenue to the east, a designated minor collector status roadway acting as primary access into the City and County buildings to the south of the site. Monroe does not connect through to other streets and is not expected to in the future according to the City’s transportation plan. It is essentially a driveway to City/County facilities. On the west side of the site is Jefferson Street, a King County owned private road providing access to the County’s maintenance facilities and the transfer station. Access is off 4th avenue to both these roads. 4th Avenue is a major collector status roadway with transit, moving vehicles from the Renton highlands to and from I-405 and the valley floor. b. There is a transit stop at the intersection of Monroe Avenue and 4th Avenue, less than ¼ mile away from the subject site. c. Monroe Avenue may be required to be widened, but the applicant is requesting that the City review such potential widening and improvement as Monroe does not really function as a minor collector facility. It provides in and out access to the City and County facilities to the south of the site and does not carry minor collector status daily or pm peak hour trips, thus it should not be necessary to widen Monrow to full minor collector status. There will be no increase in hazardous or toxic substance associated with the zone change. • Proposed measures to avoid or reduce such increases are: Mitigation, if necessary, will be determined project-by-project. 2) How would the proposal be likely to affect plants, animals, fish, or marine life? The proposed zone change will have very limited impacts on plants, animals, fish or marine life. The site is a former gravel pit that is now being filled. There are no fish or marine impacts possible as those resources don’t exist onsite. Some plant disturbance will occur as the pit is filled to its ultimate elevation, but those impacts have already been evaluated and approved through the existing fill permit. • Proposed measures to protect or conserve plants, animals, fish, or marine life are: All land use applications will be reviewed for critical areas compliance and mitigation provided if necessary, at the time of application. 3) How would the proposal be likely to deplete energy or natural resources? The proposed rezone itself won’t have impact on energy resources. Allowing for more density/intensity of development on the site could lead to more overall energy usage as compared to a development under the existing R-10 zone. Ultimately it depends on the type of project/residential units proposed to answer this question more completely. • Proposed measures to protect or conserve energy and natural resources are: All land use applications will be reviewed for mitigation at the time of application. There are no environmentally sensitive resources on or near the site and the applicant is unaware of any such studies underway on any such environmentally sensitive resource. This site was formerly in the critical groundwater recharge zone but was removed when re-mapping of that zone showed that the subject site was no longer in the critical groundwater recharge mapped area. • Proposed measures to protect such resources or to avoid or reduce impacts are: All land use applications will be reviewed for mitigation at the time of application. 5) How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The proposed rezone from R-10 to R-14 should have little to no impact on existing land use. Both of these zones are included under the Residential High Density (RHD) comprehensive Plan designation as appropriate in this land use mapping area. Ther are no waters of the state on -site or nearby so there is no shoreline impact. • Proposed measures to avoid or reduce shoreline and land use impacts are: All projects will be required to comply with and meet standards for critical areas and shorelines. 6) How would the proposal be likely to increase demands on transportation or public services and utilities? The proposed rezone to R-14 could allow up to 56 more residential units on this site. The existing zone allows for 144 potential units. At approximately 7 trips per day for a town house or apartment project unit, the approximate increase in 24-hour trips could be 392. PM peak hour trip increases would be approximately 10% of that number or an increase of 39.2 PM peak hour trips over what is already allowed by the R-10 zone. This is not a significant impact at a signalized intersection of a major collector and minor collector roadway. A similar increase in public sewer and water use could be associated with the potential increase in density. This increased consumption can be planned for and designed when an eventual project occurs and should be insignificant.
