This concept is based on a rezone from the current R-10 zoning in the City of Renton to a proposed zoning of R-14 for the 14.42+/- acre project site. The northern portion of the site was developed as a regional stormwater facility as part of the City’s Project No. SWP-27-4080. Below is a general summary of anticipated utility services for the development. Water The project is within the City of Renton’s water service area in the Highlands 565 Pressure Zone, and the static water pressure is approximately 98 psi at ground elevation of 338-feet. There is an existing 16-inch City water main located in Monroe Ave NE on eastern frontage of the property that can deliver a maximum capacity of 5500 gallons per minute per City correspondence – (see Water Plan No. W-045801). There is an existing 1-inch water meter on the south end of the property. It is anticipated that on-site water improvements will be extended on- site to serve for fire and domestic water supply to the new single-family development. The existing main within Monroe Ave NE has adequate capacity based on prior pre-application notes from the City of Renton. Sanitary Sewer The site is within the City of Renton’s sewer service area. There is an existing 12-inch sanitary sewer main located in Monroe Ave NE (see City Plan No. S-151002). New 8-inch sanitary sewer main and manholes will be required to be extended on-site to serve the proposed development. It is understood that the project will be subject to East Renton Interceptor SAD fee, and the development is subject to applicable sewer system development charges based on the size of the new domestic water to serve the project. Utility Review Memorandum June 1, 2026 Page 2 of 2 Storm Drainage The site falls within the Flow Control Duration Standard area which matches forested site conditions and is within the Lower Cedar Drainage basin. There is an existing 36-inch stormwater main located in Monroe Ave NE, east of the property, which flows into the north side of the site through another 36-inch stormwater main. The 36-inch stormwater line connects to existing water quality treatment and infiltration facilities in the northern portion of the site. The existing infiltration and treatment facilities were constructed in 2025 with City Project No. SWP-27- 4080. After reviewing the design, it appears that the existing storm facilities were designed assuming 40% impervious coverage for the site, or 5.78 acres of impervious. The conceptual site plan was measured to be approximately 46% impervious, or 6.64 AC of impervious area due to the increased density allowed by a potential rezone. In addition, it should be noted that the current proposed unit count could be increased slightly which would also increase the impervious coverage slightly. The existing storm facilities located on-site were sized for future build out of the site assuming R-10 zoning and storm runoff could be conveyed directly to the existing facilities. However, it is anticipated that the increased 0.86 AC of impervious area would require an additional on-site facility for flow control and water quality treatment unless other considerations were made by the City.
