A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for September 1, 2026 at 11:00 AM before the Renton Hearing Examiner
by means of the Zoom video conferencing web application which includes a phone-in option to consider the following petition. The public is highly encouraged to attend the meeting by
using one of the methods listed below.

PROJECT DESCRIPTION: The applicant, WSDOT, is requesting a noise variance in order to exceed the nighttime (between the hours of 10:00 p.m. and 7:00 a.m.) noise limits in Renton Municipal
Code (RMC) 8-7, Noise Level Regulations. The applicant is seeking the ability to operate equipment on two (2) state highways (SR 169 and SR 900) that exceeds maximum noise limits for
nighttime work in the Class A Environmental Designations for Noise Abatement (EDNA) noise zone, including parcels of land developed with residential uses. The nighttime noise limit for
noise reaching properties in the Class A EDNA zone is 45 dBA. Equipment that may be used includes backhoe/excavator, backup and movement alarm, chip spreader, ground compactor, air compressor,
flatbed truck, generator, joint sealer, light tower, asphalt paver, dump truck, material transfer vehicle (MTV), air hose, roller, vacuum street sweeper, and traffic control equipment
such as truck mounted attenuators and portable changeable message signs. The equipment used would result in sounds levels up to 93 dBA when measured 50 feet away from the source. The
purpose of this project is to provide crack sealing and asphalt patching on highways within Area 4, Area 5, and ramps along I-90. Within the City of Renton, work will occur along SR
169 from MP 24.84 to 25.23 and SR 900 from MP 12.50 to 13.00. The applicant is proposing to work at night when traffic volumes are low enough to handle lane closures with minimal traffic
delays and reduce danger to workers. According to the applicant, construction would take approximately seven (7) nonconsecutive days and occur between March 1, 2027 and December 31,
2027.
