The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, Development Services Director, Development Engineering Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available online at https://www.codepublishing.com/WA/Renton. Project Proposal: The subject property is located at 500 SW 16th St (APN 3340404035) and is zoned Commercial Arterial (CA). The project site totals 139,425 square feet (3.20 acres) with four existing structures, one warehouse and three open air storage structures, which in total is 14,620 square feet. The current use of the property is Construction/Contractor’s Office, a legally nonconforming use from when the site was zoned for industrial use. The pre-application materials indicate that the proposal is for a change of use to Outdoor Storage with a modification to the site to add a covered wash pad near the rear of the property. The site is intended to be a facility that specializes in renting construction covers (metal plates) and trench stabilization which requires the metal pipes to use with the metal plates. According to the City of Renton (COR) maps, the site is within the 100 year floodplain and has a high seismic hazard. Current Use: The site currently has storage one warehouse and three open air storage structures. The warehouse was constructed in 1963. The site is currently occupied by United Rentals. 1. Zoning/Land Use Designation, and Overlays: The subject properties are located within the Commercial Arterial (CA) zoning classification, Urban Design District D and Employment Area (EA) land use designation. The project sites are within the Valley Community Planning Area. The purpose of the Commercial Arterial Zone (CA) is to evolve from “strip commercial” linear business districts to business areas characterized by enhanced site planning and pedestrian orientation, incorporating efficient parking lot design, coordinated access, amenities and boulevard treatment with greater densities. The CA Zone provides for a wide variety of retail sales, services, and other commercial activities along high- volume traffic corridors. Residential uses may be integrated into the zone through mixed-use buildings. The zone includes the designated Automall District. United Rentals Wash Bay Addition Page 2 of 7 July 23, 2026 CityofRenton\Department Folders\Community and Economic Development (CED)\Current Planning\Pre- Applications\2026\PRE26-000208 New Outdoor Storage is a permitted use in the CA zone given it complies with the following parameters: it is limited to storage in association with rental services; an Administrative Conditional Use Permit is required within twelve hundred feet (1,200') of NE 4th Street; use is prohibited within twelve hundred feet (1,200') of Sunset Boulevard. Per RMC 4-11-190, outdoor storage is defined as the outdoor accumulation of material or equipment for the purpose of sale, rental, use on site, or shipping to other locations. This definition excludes bulk storage, hazardous material storage, warehousing and distribution, vehicle storage, and outdoor retail sales. The proposal is compliant with all of the conditions. 2. Development Standards: The project would be subject to Renton Municipal Code (RMC 4-2-120A, “Development Standards for Commercial Zoning Designations (CN, CV, CA & UC)” (noted as “CA standards” herein). Minimum Lot Size, Width and Depth – The minimum lot size in the CV zone is 5,000 square feet. There are no minimum lot width or depth requirements. The existing lot totals 139,425 square feet and would exceed the minimum lot size requirements for the CV zone. No changes are proposed to the existing lot size, width or depth. Setbacks – The CA zone requires a 15-foot (15’) minimum front/secondary front yard setback and a 20- foot (20’) maximum front/secondary front yard setback, with no rear or side setbacks unless the site abuts a residential zone, in which case a 15-foot (15’) setback is required. For properties abutting a freeway, ten feet (10') of landscaping from the right-of-way line is required. No exterior changes or additions are proposed to the existing structures. The wash pad addition is fifty feet by thirty six feet (50’x 36’) and is proposed near the north west portion of the property. A cover structure would be required and must also comply with setbacks. Setbacks will be verified at time of permit review. Since the proposal involves retaining the existing building, the applicant should verify that any changes to the site layout or additions comply with these setback requirements. Submitted plans would need to show the existing structures and any future structures or additions to the existing building must comply with the required setbacks at the time of formal land use application. Building Height and Impervious Surface Coverage –The maximum permitted building height in the CA zone is 50 feet except 70 feet for vertically mixed-use buildings (commercial and residential). Heights may exceed the Zone’s maximum height with a Conditional Use Permit. The maximum impervious surface coverage is 65% of the lot area, or 75% if parking is provided within a building or an on-site parking garage. No changes are proposed to the existing structure. The proposed or existing impervious surface was not provided. The site is currently paved with asphalt with an addition of a 50’x 36’ wash pad and cover proposed. Compliance with the impervious surface would be verified at time of permit submittal. 3. Refuse and Recycling Areas: Refuse and recycling areas need to meet the requirements of RMC 4-4- 090, “Refuse and Recyclables Standards.” Refuse and recyclables deposit areas and collection points may be allocated to a centralized area, or dispersed throughout the site, in easily accessible areas for both users and hauling trucks. For manufacturing and other non-residential developments, a minimum of three (3) square feet per every 1,000 square feet of building gross floor area shall be provided for recyclable deposit areas and a minimum of six (6) square feet per 1,000 square feet of building gross floor area shall be provided for refuse deposit areas. The location and size of the refuse and recyclable area could not be verified with the pre-application materials. The applicant will be required to demonstrate compliance with the Refuse and Recycling Standards, as part of a formal building permit application. Landscaping: Compliance with landscape regulations is required when, additions to existing buildings that increase the gross square footage of the building by greater than one third or other changes in the use of a property or remodel of a structure that requires improvements equal to or greater than fifty percent (50%) of the assessed property valuation. Parking lot landscaping would be required when changes are proposed to a parking lot. If the proposal requires landscaping, the plans will need to comply with the landscaping requirements for all portions of the development area not covered by structures, required parking, access, circulation or service areas, must be landscaped with native, drought-resistant vegetative cover. The minimum on- site landscape width required along street frontages is 10 feet, except where reduced through the site plan development review process. Surface parking lots with more than fourteen (14) stalls shall be landscaped as follows: Total Number of Parking Stalls Minimum Landscape Area 15 to 50 15 sf/parking space 51 to 99 25 sf/parking space 100 or more 35 sf/parking space Please refer to landscape regulations (RMC 4-4-070) for additional general and specific landscape requirements. A conceptual landscape plan and landscape analysis meeting the requirements in RMC 4-8-120D.12, may be required at the time of building permit application. 5. Significant Tree Retention: When significant trees (greater than 6-inch caliper or 8-caliper inches for alders and cottonwoods) are proposed to be removed, a tree inventory and a tree retention plan along with an arborist report, tree retention plan and tree retention worksheet shall be provided with the formal land use application as defined in RMC 4-8-120. The tree retention plan must show preservation of at least 30% of significant trees. Please refer to RMC 4-4-130, Tree Retention and Land Clearing Regulations for further general and specific tree retention and land clearing requirements. In addition to retaining a minimum of 30% of existing significant trees, each new lot would be required to provide a minimum tree credits of 30 tree credits per net acre. Tree credits encourage retention of existing significant trees with larger trees being worth more tree credits. Priority Two: Healthy tree groupings whose associated undergrowth can be preserved; other significant native evergreen or deciduous trees; and other significant non-native trees. Priority Three: Alders and cottonwoods shall be retained when all other trees have been evaluated for retention and are not able to be retained, unless the alders and/ or cottonwoods are used as part of an approved enhancement project within a critical area or its buffer. The Administrator may require independent review of any land use application that involves tree removal and land clearing at the City's discretion. The Administrator may authorize the planting of replacement trees on the site if it can be demonstrated to the Administrator's satisfaction that replacement requirements in RMC 4-4-130H.1.e can be met. The applicant does not propose any tree removals at this time. 6. Screening: Screening is required for all surface-mounted and rooftop utility and mechanical equipment as per RMC 4-4-095, Screening and Storage Height/Location Limitations. The proposal should include elevations and details of the methods used for screening any equipment if applicable. Screening measures should address visual impact reduction for areas where vehicles or contractor equipment may be stored. 7. Fences/Retaining Walls: If the project includes fencing or retaining walls, their locations must be clearly shown on the landscape plan and grading plan, including top of wall and bottom of wall elevations. Any retaining wall that is four feet (4’) or taller (measured from the footing to the top of the wall) will require a building permit. The maximum allowable height for fences and retaining walls is 72 inches, subject to additional height restrictions in setbacks and clear vision areas, as noted in RMC 4-4- 040D. United Rentals Wash Bay Addition Page 5 of 7 July 23, 2026 CityofRenton\Department Folders\Community and Economic Development (CED)\Current Planning\Pre- Applications\2026\PRE26-000208 If the proposal includes a fence on top of a retaining wall, ensure that the total combined height does not exceed the height limit for a standalone fence. The plans should also consider screening requirements for any fenced yard areas and ensure an adequate visual buffer. 8. Parking: The following ratios would be applicable to the site: Use Required Spaces Outdoor storage area: A minimum and maximum of 0.5 per 1,000 square feet of area. • Per RMC 4-4-080, the applicant must provide detailed parking information with the formal land use application, including stall dimensions, drive aisle measurements, and total parking calculations based on the actual square footage used for the proposed use. • Surface parking stalls have minimum dimensions of 8 feet x 20 feet, with compact stalls measuring 8½ feet x 16 feet. • Compact spaces do not exceed 30% of the total spaces in surface parking areas. • ADA-accessible stalls meet the required dimensions of 8 feet in width by 20 feet in length, with an adjacent 8-foot-wide access aisle for van-accessible spaces. The number of ADA stalls must align with the total parking provided. The existing onsite ADA parking and landings will also be reviewed. Additional parking spaces, restriping and ramps may be required. • Bicycle parking shall be provided for all non-residential developments that exceed four thousand (4,000) gross square feet in size. When there are two (2) or more separate uses on a site, the required bicycle parking for the site shall be the sum of the required parking for the individual uses. Compliance with the Parking and Loading Regulations would be reviewed as part of a formal building permit application. 9. Access/Driveways: Within the CA zone, parking, loading, and driveway regulations specified in RMC 4- 4-080 will apply, particularly if the project involves modifications to the existing buildings or new construction. The primary access point is from NE Sunset Blvd. There shall be a minimum of forty feet (40') between driveway curb returns where there is more than one (1) driveway on property under unified ownership or control and used as one (1) premises. Driveway width (aggregate width if more than one (1) driveway exists) shall not exceed forty percent (40%) of the street frontage. There shall be no more than two (2) driveways for each three hundred thirty feet (330') of street frontage serving any one (1) property or among abutting properties under unified ownership or control. For each additional one hundred sixty- five feet (165') of street frontage an additional driveway may be allowed. The formal land use review will verify compliance with access standards, including the adequacy of the driveways for fire access, loading areas, and general circulation. 10. Urban Design Regulations: Compliance with Urban Design Regulations, District ‘D’, is required. The land use application shall provide a written narrative to identify how the project meets each applicable urban design regulation. Please refer the standards in their entirety at RMC 4-3-100. The following bullets are some, but not all, of the guidelines and standards outlined in the regulations. Please refer the standards in their entirety at RMC 4-3-100. Design District D standards likely apply to the exterior design of the business only. This could include façade treatments (materials, colors, windows), landscaping and buffering requirements, parking lot standards. These standards ensure compatibility with the commercial character of the area and address the visual impact of the use. Per RMC 4-3-100B.1, United Rentals Wash Bay Addition Page 6 of 7 July 23, 2026 CityofRenton\Department Folders\Community and Economic Development (CED)\Current Planning\Pre- Applications\2026\PRE26-000208 applicability – the following development activities shall be required to comply with the provisions of this Section: • All new structures; • Re-use of a nonconforming structure, for any purpose, that has been vacant for more than one year; • Exterior modifications such as façade changes, windows, awnings, signage, etc., shall comply with the design requirements for the new portion of the structure, sign, or site improvement. 11. Critical Areas: According to City of Renton (COR) Maps, the site contains high seismic hazard areas and special flood hazard areas (100-year flood) FEMA Zone – AE. Development proposals and other alterations shall not reduce the effective base flood storage volume of the floodplain. If grading or other activity will reduce the effective storage volume, compensatory storage shall be created on the site or off the site if legal arrangements can be made to assure that the effective compensatory storage volume will be preserved over time. Compensatory storage shall be configured so as not to trap or strand salmonids after flood waters recede and may be configured to provide salmonid habitat or high flow refuge whenever suitable site conditions exist and the configuration does not adversely affect bank stability or existing habitat. Effective base flood storage volume shall be based on the elevations shown in the flood hazard areas map, identified in subsection E3 of this Section or as determined through a study where no base flood evaluation information exists. If a project alters the base flood elevation (BFE) or boundaries of the special flood hazard area, then the project proponent shall provide the community with engineering documentation and analysis regarding the proposed change. If the change to the BFE or boundaries of the special flood hazard area would normally require a FEMA Letter of Map Change, then the project proponent shall initiate, and receive approval of, a FEMA Conditional Letter of Map Revision (CLOMR) prior to approval of the development permit. The project shall be constructed in a manner consistent with the approved CLOMR. If a CLOMR application is made, then the project proponent shall also supply the full CLOMR documentation package to the Floodplain Administrator to be attached to the floodplain development permit, including all required property owner notifications. The applicant must provide Flood Hazard information with the SEPA checklist since the proposed wash pad is near the flood hazard. 12. Environmental Review: Due to the critical areas on site and a change of use of a building larger than 4,000 square feet, Environmental (SEPA) Review is required in accordance with WAC 197-11-800. An environmental checklist must be submitted with the land use application. An environmental determination will be made by the Renton Environmental Review Committee. 13. Permit Requirements: The proposal will require SEPA environmental review. Environmental Review applications are reviewed in an estimated time frame of 6-8 weeks once a complete application is accepted. The 2026 application fee for SEPA review is $1,914.00. Each modification request is $308.00. All fees are subject to change. There is an additional 5% technology fee at the time of land use application. Building Permits – Any modifications to existing structures or new construction will require building permits. If the project includes retaining walls, fences, or outdoor storage areas, separate permits may also be needed. United Rentals Wash Bay Addition Page 7 of 7 July 23, 2026 CityofRenton\Department Folders\Community and Economic Development (CED)\Current Planning\Pre- Applications\2026\PRE26-000208 Other Permits/Approvals – Additional permits may be required based on specific site improvements, such as sign permit, grading permits for significant site work, or right-of-way permits if street improvements are needed. The applicant should ensure that all application materials and required plans are submitted according to the City’s submittal requirements, and compliance with permit conditions and mitigation measures will be verified during the formal review process. Detailed information regarding the land use application submittal requirements can be found on the Environmental (SEPA) Review Submittal Requirements handout. Other informational applications and handouts can be found on the City’s Digital Records Library. The City requires electronic plan submittal for all applications. Please refer to the City’s Electronic File Standards. 14. Waivers of Submittal Requirements: The submittal checklist is not an exhaustive list of submittal requirements and may be modified in cases where additional information is required to complete the review of an application. In addition, non-applicable submittal requirements may be waived. The applicant should contact the assigned Project Manager if there are any questions regarding submittal requirements. 15. Impact Fees: In addition to standard building and construction fees, impact fees will be required for the proposed redevelopment. These fees are subject to change, and the rates in effect at the time of building permit issuance will apply. For informational purposes, the 2026 impact fees are as follows: • A transportation impact fee would be assessed. Net new PM peak hour person vehicle trips is $8,031.94. Next Steps: When the formal application materials are complete, the applicant shall have the materials pre-screened prior to submitting the complete application package. This step ensures that all required documents are in order and meet the City's submission standards. I have completed a preliminary review for the above-referenced proposal located at parcel # 3340404035. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. WATER AND TRANSPORTATION COMMENTS Based on the review of project information submitted for the pre-application meeting, there is no anticipated impact on Water or Transportation based on the proposed scope of work. SURFACE WATER AND SEWER COMMENTS 1. Drainage plans and a drainage report complying with the adopted 2022 Renton Surface Water Design Manual (RSWDM) will be required. Refer to Figure 1.1.2.A – Flow Chart in the 2022 RSWDM to determine what type of drainage review is required for this site. 2. Based on the proposed scope work, this project is anticipated to trigger Targeted Drainage Review since the project contains and adjacent to a Special Flood Hazard Areas (100-year flood). Per Table 1.1.2.A of the RSWDM, Core Requirement #5 and Special Requirements #2, #4, and #5 are required. • Core Requirement #5 (Construction Stormwater Pollution Prevention): A detailed erosion control plan per RSWDM shall be provided and will be reviewed as part of the building permit application. • Special Requirement #2 (Flood Hazard Area Delineation): Since the project contains and adjacent to a Special Flood Hazard Areas (100-year flood), the 100- PRE26-000208 Page 2 of 2 July 23, 2026 2 year floodplain, and applicable floodway, shall be determined and their boundaries shall be delineated on the site improvement plans for the proposed project. Once the floodway boundaries are determined, adjustment on the proposed wash pad location away from the flood area is required. • Special Requirement #4 (Source Controls): Water quality source control BMPs per A-13 in the King County Stormwater Pollution Prevention Manual (KCSPPM) shall be applied to Vehicle Washing. Commercial and fleet car washing and detailing must be conducted in a contained area where all water is collected and either recycled or discharged to the sanitary sewer: i. If discharging to the sanitary sewer system is proposed, an oil-water separator meeting the standards [no visible sheen or less than 10 mg/L total petroleum hydrocarbons (TPH)] shall be provided prior to discharge to the sanitary sewer system. The wash pad area must be covered with a roof to ensure no stormwater is discharged to the sewer system. ii. The water from the wash bay area shall not be discharged to the storm system. • Special Requirement #5 (Oil Control): The project must treat runoff from the high- use portion of the site using oil control treatment options from Section 6.1.5 of the RSWDM. GENERAL COMMENTS 1. Additional Building Permit Applications will be required for the following: a. Any retaining walls that exceed 4 feet in height, as defined by RMC 4-4-040. b. Detention vaults for storm water flow control. c. Demo of any existing structures on the project site(s). 2. Fees quoted in this document reflect the fees applicable in the year 2026 only and will be assessed based on the fee that is current at the time of the permit application or issuance, as applicable to the permit type.
