• Summer continues at Legacy Square Saturday, August 1 with Beatle Concert taking the stage at
7 p.m. Join us for live music, food trucks, a beer garden, and plenty of room to dance. The
event is free and all ages are welcome.
• Tuesday, August 4 is National Night Out! Remember to register your neighborhood’s event with
the Renton Police Department. That evening, between 5:30-8:30 p.m., police and other public
safety professionals can visit your neighborhood, have conversations, provide resources, and
bring some swag. You may register your event by visiting www.rentonwa.gov/nno.
• Pick up a copy of "The Current,” Renton's new quarterly city magazine. Get an overview
of the projects, initiatives and upcoming events from the city. You can find copies of
the city magazine at events, city locations, around town, or read a digital copy in our
newsroom at www.rentonwa.gov/news.
• Information about preventative street maintenance, traffic impact projects, and road closures
happening this week can be found at http://rentonwa.gov/traffic. All projects are weather
permitting and unless otherwise noted, streets will always remain open.

3. PROCLAMATION
a) Parks and Recreation Month – July 2026:
A proclamation was read by Mayor Pavone declaring July 2026 as Parks &
Recreation Month in the City of Renton and encouraging all residents to join in this
special observance. Recreation Director Jennifer Spencer introduced Golf Course
Manager Steve Meyers and Golf Professional Kirk Gleason. Mr. Gleason explained
the Golf Course’s new PGA Junior League program and introduced the junior golfers
who were in attendance. Mr. Meyers accepted the proclamation with appreciation.

4) PUBLIC HEARING
a) Petition for St. Anthony’s School Release of Easement:
This being the date set and proper notices having been published and posted,
Mayor Pavone opened the Public Hearing to consider the Petition for Release of
Easement submitted by the Corporation of the Catholic Archbishopship of Seatle
(owner of St. Anthony’s School).
Property Services Specialist Stephanie Rary reported the property burdened by the
existing easement is St. Anthony’s School at 336 Shattuck Ave S and the St.
Anthony’s Parish Ministry Center at 314 S 4th St. She stated that there is an existing
eight (8) inch wastewater main in the easement area and the petitioner has
constructed a new sewer main in an alley north of Parcel No. 784100035 and
granted it to the city at no cost. She noted that the new sewer main replaces the
wastewater main in the easement area.
Concluding, Ms. Rary reported that the petitioner stated the new location will
improve the city’s access to the utilities and enhance maintenance well into the
future. She stated that the staff recommendation is to approve the petition and
adopt the ordinance declaring the easement surplus to the city’s needs and
authorizing the Administration to execute and record the release of easement with
King County.
Mayor Pavone called for public comments.
• Corey Baker, Renton, stated that the presentation clarified the matter and
he no longer needed to provide comments.

5. ADMINISTRATIVE REPORT
Deputy CAO Kristi Rowland reviewed a written administrative report summarizing
the City’s recent progress towards goals and work programs adopted as part of its
business plan for 2026 and beyond. Noted items were:
• It’s finally here! Renton River Days 40th Anniversary takes place this
weekend, July 24-26, at various locations around the city. Enjoy music a
drone show, pickleball, parade, food, arts, crafts, and more. All events are
free and sure to entertain any age group all weekend. For a full list of hours,
events, and activities visit www.rentonwa.gov/riverdays.
• In May, Public Works partnered with the Renton Municipal Arts Commission
to invite residents to leave their creative mark on the city by submitting
original designs for storm drain or “manhole” covers. The project committee
has selected five standout designs and needs your help selecting your
favorite. Vote for your top two favorite designs by July 31 at
www.rentonwa.gov/stormdrainart.
• Mark your calendar for Tuesday, August 4 to celebrate National Night Out
2026. National Night Out is an annual community-building event that brings
neighbors together, strengthens community partnerships, and promotes
neighborhood safety. Residents are encouraged to gather with neighbors to
host a neighborhood event and recruit volunteers to help organize the
gathering. Register your event by visiting www.rentonwa.gov/nno so police
and other public safety professionals can visit your neighborhood, have
conversations, provide resources, and bring some swag between 5:30-8:30
p.m.

6. AUDIENCE COMMENTS
• Brandon Conley, Renton, requested the FLOCK ALPR camera contract be cancelled and
the equipment removed from city rights-of-way.
• Tom Curtis, Renton, expressed opposition to the use of FLOCK ALPR cameras and
noted that the Los Angeles Police Department and several Washington agencies have
ended their contracts.
• Amy (unknown), Renton, expressed opposition to the use of FLOCK ALPR cameras and
noted that FLOCK has recently updated language about data sharing that benefits the
company not residents.
• Andrew Lopreiato, Renton, stated that the rentonwa.gov/ALPR webpage misinforms
residents about the system and requested the contract with FLOCK Safety be
cancelled.
• Dennis Robertson, Tukwila, stated that the issue of safety versus privacy is a real one

and for that reason the cameras should remain off until better legislation or a new
administration is in office at the federal level.
• Ellie Robertshaw, Renton, expressed opposition to the use of the FLOCK ALPR cameras
and requested the contract be cancelled.
• Jonathan Pincus, Bellevue, spoke about his background in IT and urged officials to end
the contract with FLOCK Safety.
• Leah Salerno, Seattle, spoke about her background as a lawyer and urged officials to
turn the cameras off permanently.
• Wyatt Fitzpatrick, Renton, read portions of an American Civil Liberties Union article
about FLOCK Safety and urged officials to cancel the contract with the organization.
• Patty Kravey, Renton, urged officials to keep the ALPR cameras off.
• Derek Arnold, Renton, stated that the millions of images captured by the FLOCK ALPR
cameras can be hacked and altered using Artificial Intelligence. He urged officials to
end the contract with FLOCK Safety.
• Sheryl Friesz, Renton, spoke about the Equity Commission’s recent vote to re-visit the
issue of the cameras after speaking to members of the community. She stated the
negatives far outweigh any benefits the cameras offer the community.
• Bob Baker, unincorporated King County, spoke in opposition to the use of the ALPR
cameras and urged officials to end the contract with FLOCK Safety.
• Philip Sherwood, unincorporated King County, stated that keeping the cameras off
preserves resident’s Fourth Amendment rights under the Constitution. He urged
officials to keep the system off.
• Jennifer Roman, Renton, stated she is opposed to mass surveillance and spoke about
how the ALPR system can track any individual’s movements, not just criminal activities.
• Marisa Chong, Renton, urged Council to end the contract with FLOCK Safety because
Immigration, Customs, and Enforcement agents are using the system to harm
residents.
• Adam Honne, Renton, stated that the ALPR camera system obstructs everyone’s right to
the pursuit of liberty because it stands in opposition to the Fifth and Fourteenth
Amendments of the Constitution and the Washington State Constitution.
• Jeanne DeMund, Renton, expressed concerns about the ALPR system’s ability to track
everyone’s movement. She urged officials to end the contract with FLOCK Safety.
• Carolyn Collins, Renton, noted the Supreme Court recently ruled that geolocation data
from cell phones is protected by the Fourth Amendment. She urged officials to provide
complete disclosures about data collected on residents before renewing a contract
with FLOCK Safety.
• Leslie Jensen, Renton, urged officials to turn off the cameras permanently.
• Gabriel Dias, Renton, spoke about an anti-FLOCK website and urged officials to turn the
system off permanently.
• Alexander Smith, Kent, stated that it is clear the FLOCK system is unpopular with
residents and urged officials to end the contract with FLOCK Safety.
• Julian Kinberg, Renton, spoke about privacy issues with the FLOCK ALPR systems and
the use of drones in the city.
• Trestan Kochen, Renton, urged officials to turn the FLOCK ALPR cameras off
permanently.
• Sam Saeger, Renton, stated opposition to turning the FLOCK ALPR cameras on again.
• Gabrielle Weidling, Renton, thanked officials for setting up cooling stations around the

city and urged officials to keep the FLOCK ALPR cameras turned off.
• Dyland Mayo, unincorporated King County, noted that several Washington cities have
shut down their FLOCK ALPR camera systems and urged officials to do the same in
Renton.
• Jon Bridoux, unincorporated King County, stated the trade off of privacy over security is
too great and urged officials to keep the ALPR system off permanently and end the
contract with FLOCK Safety.
7. CONSENT AGENDA
a) Approval of Council Minutes of July 13, 2026. Council Concur
b) Community & Economic Development Department – Economic Development
Division requested final approval of the Renton School District No. 403 Street
Vacation: S Tillicum St and Alley, from Shattuck Ave S to Logan Ave S; and S Tobin
St from Shattuck Ave S to Logan Ave (VAC-26-002); and requested acceptance of
the appraisal, setting additional cash compensation at zero dollars ($0), and
adoption of an ordinance vacating the requested street and alley. Refer to
Transportation (Aviation) Committee
c) Community & Economic Development Department – Planning Division requested
approval to commence formal negotiations with the owners of Vertical World for
redevelopment of the Transit Street property, historically known as the city’s Transit
Center. Refer to Planning & Development Committee
d) Executive Services Department recommended execution of an amendment to the
agreement with Valley Defenders, PLLC, in the amount of $130,000 per month for
cases exceeding the annual contracted allotment and extends the agreement for
indigent defense services through August 31, 2027. Refer to Finance Committee
e) Parks & Recreation Department – Parks & Trails Division recommended execution
of a Grant Agreement with Washington State Department of Commerce to accept
non-matching grant funds totaling $485,000 to support continuous work related to
the Sam Chastain Trail project; and authorize adjusting appropriations to account
for the grant. Refer to Finance Committee
f) Public Works Department – Admin recommended execution of an interagency
agreement with King County for 2026-27 Local Hazardous Waste Management
Program Grant, to accept non-matching grant funds in the amount of $66,970.19,
to establish an Aircraft Preflight Test Fuel Disposal program; and authorize
adjusting appropriations to account for the grant. Refer to Finance Committee
g) Public Works Department – Facilities Division recommended execution of a
Professional Services Agreement with Mackenzie Engineering, Inc., in the amount
of $283,181 for design, construction management, and other services required to
implement the City Hall First Floor Remodel project. Refer to Finance Committee
h) Public Works Department – Transportation Systems Division recommended
adoption of a resolution authorizing the following local road closure: Closure of

Houser Way N between Lake Washington Blvd N and Lowe’s business delivery
access for one full week to occur between August 7 and October 12, 2026, for the
purpose of removing an obstruction beneath the BNSF railroad tracks needed to
construct storm drainage facilities supporting the I-405, Renton to Bellevue,
Widening and Express Toll Lanes project. Refer to Transportation (Aviation)
Committee
i) Public Works Department – Utility Systems Division recommended execution of an
interagency agreement with King Conservation District Member Jurisdiction Grant,
to accept non-matching grant funds in the amount of $250,000 for organics
technical assistance and food recovery outreach. Refer to Finance Committee

a) Transportation Committee: Chair Rivera presented a report recommending
concurrence in the staff recommendation to adopt a resolution authorizing a one
full weekend closure of Ripley Lane N from the Virginia Mason Athletic Center north
driveway to the Eastrail Trail Trestle Undercrossing to occur between July 24, 2026,
and October 5, 2026, for the purpose of constructing a fish passage culvert
supporting the I-405 Renton to Bellevue Widening and Express Toll Lanes project.

COMMITTEE RECOMMENDATION. CARRIED.
b) Transportation Committee: Chair Rivera presented a report recommending
concurrence in the staff recommendation to authorize the Mayor and City Clerk to
execute Maintenance Agreement GMC 1059, with the Washington State
Department of Transportation (WSDOT), for Sunset Blvd NE and I-405 Northbound
On Ramp intersection project.

COMMITTEE RECOMMENDATION. CARRIED.
c) Utilities Committee: Chair Vaҽn presented a report recommending concurrence in
the staff recommendation to adopt an ordinance declaring a utility easement,
reserved by Ordinance No. 4883, located in the vicinity of the alley located north of
S 4th St and between Whitworth Ave S and Shattuck Ave S, surplus. The Committee
further recommends authorization for the Mayor and City Clerk to execute a record
with King County a release of said easement.

position and classification changes; amending the 2026 salary table to
reflect the September 1, 2026 salary grade adjustments agreed to in the
May 20, 2026 Memorandum of Understanding between the City of
Renton and AFSCME; placing authorization of series position
placements and payment of lateral officer incentives in the salary table;
providing for severability; and establishing an effective date.

The total cost to the City of Renton including grant matching funds will be $1,952,777 and will be
funded by the Airport CIP account 422.725114 Taxiway Alpha Rehab. The total project has an adjusted
2026 balance of $2,884,330.
Through the State Capital Improvement Program, WSDOT has awarded the City of Renton one more
grant to construct the Taxiway Alpha Rehabilitation project at the Renton Municipal Airport.
Additionally, the FAA through the Airport Improvement Program has awarded the City of Renton two
grants to construct the Taxiway Alpha Rehabilitation project at the Renton Municipal Airport and two
more are anticipated in 2026. The project calls for the rehabilitation of Taxiway Alpha due to its
excessive rutting and cracking and it will be built to withstand the weight of the new Boeing aircraft
utilizing the taxiway.
PW/Airport notes that the construction began in Q4 of 2025 and continue until Q4 of 2027.
Authorize the Mayor and city clerk to execute two grant agreements with WSDOT not to exceed
$196,121.41 for the Taxiway A Rehabilitation Project.

public from the accomplishment of the project and the operation and maintenance of the airport as herein provided, the State
hereby agrees to pay as its allowable costs incurred in accomplishing the project.
The terms and conditions of this grant agreement are as follows:

The Public Entity shall:
1. Deposit in an Aviation Fund for said airport, at least $ __ _____ to match the State's participation in

3. In connection with the acquisition of real property for the project, the Public Entity shall secure at least two written

and shall not pay in excess of the highest appraisal without the written consent of the state except as otherwise directed
by a court of competent jurisdiction after contested trial and judgment not resulting from an agreement between the
parties.

4. No state funds will be paid to the Public Entity in any case until it certifies in writing that it has Aviation Funds for
said airport in an amount equal to the state's participation, or the amount designated in paragraph (1) above, which
deposited amount will be used solely for the purpose in question.
5. The Public Entity agrees to hold said airport open to the flying public during the useful life of the facilities
developed under this project; that no exclusive operating or use agreements shall be granted to any person, company,
or corporation; that failure to abide by such agreement shall automatically obligate the immediate and full return of all
State of Washington money expended in behalf of the project to the State of Washington with reasonable interest.
Further, the Public Entity agrees to keep the facility open during the useful life of the project or for a stated term of
years, whichever is longer, as determined by the Aviation Division.
6. The Public Entity will make no charge to the State or its agencies for a limited, but reasonable, amount of state
agency use or for state activity in search and rescue. And, further, RCW 47.68 is followed to best serve the public.
The allowable cost of the project shall not include any cost determined by the State to be ineligible for consideration as to
allowability.
The State reserves the right to amend or withdraw this offer at any time prior to its acceptance by the Public Entity.
This offer shall expire and the State shall not be obligated to pay any part of the costs of the project unless this agreement
has been accepted by the Public Entity on such subsequent date as are prescribed in writing by the State, in the approval
letter for each project.
Except for those projects receiving both state and federal aid, the following inspection scheduled, and reporting system will be
required:
A. Inspection Schedule and Reporting system will vary for each project. Basically, the inspection schedule will be
placed on a quarterly basis. On project taking less than three (3) months, the Public Entity will be required to make
reports and be inspected on the following schedule:
1. Public Entity project commencement date.
2. Public Entity report project completion date and request final inspection.
3. State will make final inspection and sign-off project as completed.
4. State will arrange for audit of account in accordance with regularly scheduled audit program.
B. Projects taking over three (3) months will be set up on a quarterly inspection and progress report system. The
Public Entity will be required to make reports and be inspected on the following schedule:
1. Report project commencement date.
2. Public Entity will make a three (3) months progress report. This will be a letter report giving percentage of
project completed, fund expenditures to date, and short narrative of the project progress, problems encountered
and plans for project completion.
3. State will make quarterly project inspections and prepare the report of inspection. A copy of the report will
be delivered to the Public Entity.
4. Public Entity will make report of completion of project and request final inspection.
5. State will make final inspection and sign-off as completed.
6. State will arrange for audit of account in accordance with regularly scheduled audit program.
It should be made clear that a violation of any of the terms of the Grant Agreement will leave the State free to choose among
one or more of the following remedies:
A. The withholding of any future airport aid, and/or
B. The return of grant funds awarded as an action for specific performance, and/or
C. Enforcement of the commitment made by the applicant.

The Public Entity's acceptance of this offer and ratification and adoption of the project application incorporated herein shall be
evidenced by execution of this instrument by the Public Entity, as hereafter provided, and said offer and acceptance shall
comprise allocation agreement, constituting the obligation and rights of the State and the Public Entity with respect to the
accomplishment of the project and the operation and maintenance of the airport. Such allocation agreement shall become
effective upon the Public Entity's acceptance of this offer and shall remain in full force and effect throughout the useful life of
the facilities developed under the project but in any event not to exceed twenty (20) years from the date of acceptance.

Dear Martin,
Each year Washington State Department of Transportation (WSDOT) Aviation’s Airport
Aid Program provides crucial financial assistance to many of Washington State’s public-
use airports to address pavement, safety, planning, maintenance, runway safety and
security needs. We would like to take this opportunity to congratulate the City of Renton
(herein called the “Sponsor”) on your Airport Aid grant award.
WHEREAS, the Sponsor has submitted to WSDOT Aviation an Airport Aid Application
(herein called the “Application”) dated March 5, 2026, for a grant of state funds for a
project at or associated with Renton Municipal Airport (herein called the “Airport”) which
Application, as approved by WSDOT Aviation, is hereby incorporated herein and made a
part hereof; and
WHEREAS, WSDOT Aviation has approved a project for the Airport (herein called the
“Project”) consisting of the following:
Taxiway A Rehabilitation & Associated Improvements - Phase 2, including eligible
items as of May 15, 2026; all as more particularly described in the Application.
NOW THEREFORE, pursuant to and for the purpose of carrying out the provisions of
RCW 47.68.090, Aid to municipalities, Indian tribes, persons, and in consideration of (a)
the Sponsor’s adoption and ratification of the representations and assurances contained in
said Application and its acceptance of this Offer as hereinafter provided, and (b) the
benefits to accrue to Washington State and the public from the accomplishment of the
Project and compliance with the assurances and conditions as herein provided, WSDOT
Aviation, for and on behalf of the State of Washington, hereby offers and agrees to pay,
as the state’s share of the allowable costs incurred in accomplishing the Project, two and
a half (2.5) percent of all allowable Project costs, up to a maximum amount of
$196,121.41.

This Offer is made on and subject to the following terms and conditions:
1) The maximum obligation of the State of Washington payable under this Offer shall be
One Hundred and Ninety-Six Thousand One Hundred and Twenty Dollars and Forty-
One Cents ($196,121.41).
2) The allowable costs of the project shall not include any costs determined by WSDOT
Aviation to be ineligible.
3) Payment of the state’s share of the allowable project costs will be made pursuant to
and in accordance with the provisions of such regulations and procedures as the
Secretary shall prescribe.
4) The Sponsor shall carry out and complete the Project without undue delay and in
accordance with the terms hereof, and such regulations and procedures as the
Secretary shall prescribe and agrees to comply with the assurances which were made
part of the Application.
5) WSDOT Aviation reserves the right to amend or withdraw this Offer at any time prior
to its acceptance by the Sponsor.
6) This offer shall expire, and State of Washington shall not be obligated to pay any part
of the costs of the Project unless this Offer has been accepted by the Sponsor on or
before Friday, July 12, 2026, or such subsequent date as may be prescribed in writing
by WSDOT Aviation.
7) The State of Washington shall not be responsible or liable for damage to property or
injury which may arise from, or be incident to, compliance with the grant agreement.
8) WSDOT Aviation reserves the right to terminate the agreement at any time because
of legal matters detrimental to the state or the local government, insufficient funds
held by WSDOT Aviation to complete the Project, or by mutual consent between the
City of Renton and WSDOT Aviation. WSDOT Aviation will be responsible only for
the state’s proportionate share of the actual Project costs incurred at the time of any
such termination and reserves the right to adjust the Grant amount through a
supplemental agreement if the final engineer’s cost estimate differs from the original
cost estimate used to establish the Grant award.
9) This Offer is intended to supplement, and is conditioned on, the Sponsor’s receipt of
Federal funds for the Taxiway A Rehabilitation & Associated Improvements - Phase
2 and eligible items, under AIP 3-53-0053-034/ -035/-036. The withdrawal or
termination of these Federal funds may result in the withholding of future airport aid
under this Offer, or the return of State funds issued as a match to withdrawn or
terminated Federal funds, as appropriate in WSDOT’s sole discretion.
If you accept this allocation, you will be required to supply WSDOT Aviation with
monthly copies of billings and costs for this Project. Failure to supply these copies may
slow down and possibly jeopardize your reimbursement. WSDOT Aviation must be able
to review your records on this Project at any time for future audit purposes.

WSDOT Aviation expects the project to be completed by the date indicated on the
submitted project schedule. Any modifications to the schedule will need to be submitted
to WSDOT Aviation with an explanation and schedule revision. All modifications must
be approved by WSDOT Aviation in writing prior to making any changes. The
Washington State Legislature has appropriated funding for WSDOT’s Airport Aid
Program for the 2025 – 2027 biennium ending on June 30, 2027. Any airport’s failure to
complete a project in a timely manner potentially affects funding of the entire
Washington State aviation system.
The airport must remain open for the expected life of Twenty (20) years, otherwise 100%
of the grant funding must be returned within Thirty (30) days of closure, sale or
discontinuance of service.
The Sponsor’s acceptance of this Offer and ratification and adoption of the Application
incorporated herein shall be evidenced by execution of this instrument by the Sponsor, as
hereafter provided, and this Offer and Acceptance shall comprise an agreement with
respect to the accomplishment of the Project and compliance with the assurances and
conditions as provided herein. If you accept this grant offer, subject to the conditions
stated, please complete the following steps:

SURPLUS TO THE CITY’S NEEDS; AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AND RECORD WITH KING COUNTY A RELEASE OF

WHEREAS, on December 18, 2000, City Council passed Ordinance No. 4883,
recorded under King County Recording No. 20010117001672, vacating an alley located
north of S 4th St and between Whitworth Ave S and Shattuck Ave S, subject to a utility
easement reserved in favor of the City (the “Easement”), the legal description of which is
attached hereto and incorporated by this reference as Exhibit A; and
WHEREAS, City Council elected to charge a fee of $27,500 for the alley vacation; and
WHEREAS, the Easement encumbers seven (7) parcels, King County Parcel Nos.
7841300035, 7841300080, 7841300090, 7841300100, 7841300105, 7841300120 and
7841300125. The Corporation of the Catholic Archbishopship of Seattle, a Washington
corporation sole (“Petitioner-Owner”) is the owner of said parcels; and
WHEREAS, Petitioner-Owner has relocated the existing wastewater main and
constructed a sewer main in the City’s right-of-way; and
WHEREAS, the new sewer main in the City’s right-of-way will completely replace the
wastewater main in the Easement area; and
WHEREAS, pursuant to requirements of Chapter 9-1 of the Renton Municipal Code
(“RMC”), on March 3, 2026, Petitioner-Owner filed a petition for release of the Easement

(“Petition”) which was signed by owners of more than two-thirds (2/3) of the property
affected by the Easement; and
WHEREAS, the Community and Economic Development Department (“CED”), in
coordination with other City Departments and in compliance with the City’s Policy &
Procedure #100-12 related to Surplus Real Property, has identified the Easement as surplus
to the City’s needs; and
WHEREAS, the City, after a news release and publication of a public notice for public
hearing, did hold on July 20, 2026, a public hearing in accordance with RCW 35.94.040 to
consider declaring the Easement surplus to the City’s needs, and those members of the
public who wished to testify were duly allowed to testify and the testimony was considered
by the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON,
DO ORDAIN AS FOLLOWS:
SECTION I. The facts and background of the Recitals are found to be accurate and
true for the purposes of this Ordinance.
SECTION II. Pursuant to RMC 9-1-4 the Easement is a Class B easement due to the
City’s expenditures to place and maintain a wastewater main.
SECTION III. Pursuant to RMC 9-1-2.B Council hereby waives compensation for its
release as the City has previously been compensated and affirms that the processing fee
identified in the City Fee Schedule is required.
SECTION IV. The Easement is hereby declared surplus to the needs of the City, and
it is in the best interests of the public to release the Easement.

SECTION V. The Mayor and City Clerk are authorized to execute and record with King
