I had my body cam activated during my contact with the below mentioned people. On 07-24-2026 at 1314 hours, I was dispatched to a 2 vehicle collision at the intersection of SW Victoria St and Rainier Ave S in the City of Renton, King County, WA State. This was phoned into 911 by the driver of one of the vehicles, Abdella Ali Idris (01-01-1965) at 1256 hours. When I arrived at 1319 hours, I found the following involved vehicles parked on SW Victoria St,just west of Rainier Ave S: Vehicle 1: Gray 2020 Toyota RAV 4, WA license CHP0371. It had fresh front right damage. This vehicle had a valid registration. Vehicle 2: Red 1997 Ford truck, HI license WWS944. It had fresh damage along its left (driver) side. This vehicle had a registration that expired on 07-31-2025. 1 identified the driver (and owner) of the RAV 4 as Abdella Ali Idris (01-01-1965) via WA DOL photo license. He had his Progressive insurance policy information on his phone. See main report for the number. I identified the driver (and new owner) of the Ford truck as Tiago J Cabral (01-22-2007) via WA DOL photo license. He said that he purchased the truck a few months ago and did not have insurance for it. Neither driver had any passengers in their respective vehicles. Idris told me that he exited the Brown Bear Car Wash (77 Rainier Ave S) to drive southbound onto Rainier Ave S. After he entered the roadway, Idris claimed that Cabral was driving too fast and struck him. Officer: Kordel, Peter #RP9676 Reviewed By: Braun, Meghan Date/Time: 07/24/2026 09:25 Collision 2026-00005792 Paqe 3 OF 5 Case Number 2026-00005792 Officer Narrative-Continued Cabral told me that he was driving in the right southbound lane of Rainier Ave S approaching the car wash when Idris pulled out onto the roadway. Idris immediately got into the left southbound lane and as Cabral was about to pass him in the right lane, Idris veered right into Cabral's lane and struck Cabral's left side. Both drivers pointed out the point of the collision as being adjacent to the intersection of Rainier Ave S and Hayes PL SW. Note, this is immediately south of the car wash. I went across the street to the Valvoline business. They allowed me to view their surveillance video. I was not allowed to download it, but they allowed me to use my work phone to videotape the video screen. I saw that Idris exited the car wash lot to drive southbound onto Rainier Ave S. Instead of turning into the immediate right southbound lane as required by RCW, Idris went over into the left southbound lane. Right after this, Cabral had caught up with Idris. Cabral was already lawfully travelling in the right southbound lane of Rainier Ave S. He did not appear to be speeding.Just as Cabral was about to pass Idris on the right (lawfully), Idris turned his vehicle to the right, into Cabral's lane and struck Cabral's truck. I showed the video to both drivers. Idris insisted that he did nothing wrong, and that Cabral was at fault for the collision. The video, as well as the damage to the vehicles did not support Idris. I found that the proximate cause of the collision was due to Idris violating RCW 46.61.140 (Improper lane usage or lane change). Cabral had the lawful right to drive unimpeded in the right southbound lane when Idris veered into his lane. A neighbor at 125 Hayes PL SW came down to the scene and contacted us. I verbally identified him as Omar E Bunkley (10-09-1986). Note: Bunkley's residence is situated above and to the west of the collision scene. Bunkley had video surveillance. He agreed to check it and come back to us. When he came back, he showed me the surveillance. It supported the above conclusion that I came to, and was even clearer than the Valvoline footage. I let both drivers view the video. Even though it was clear that Idris' actions were the proximate cause of the collision and there was no evidence that Cabral was speeding, Idris still believed that Cabral was at fault for the collision. I provided a business card to each driver with the case number. I let Idris know that I would later be issuing him a notice of infraction for the improper lane usage/lane change. I let Cabral know that I would later be issuing him a notice of infraction for the expired vehicle license and no insurance.
