Grady Way Renton, WA 98057 RE: Kaiser Permanente Renton Medical Center Site Upgrades 275 Bronson Way NE, Renton, WA 98056 JRJ Project No. 202207-04A To Whom It May Concern, I respectfully request a waiver for modification of the off-street parking requirements pursuant to Renton Municipal Code (RMC) 4-9-250. The Kaiser Renton Medical Center site currently contains 122 parking stalls, which will be slightly reduced to 120 stalls as part of the proposed improvements. Under strict application of the current code, approximately 210 parking stalls would be required, resulting in a deficit of 90 spaces; however, observed parking demand does not meet this requirement. Based on daily utilization observations, only approximately 55% of the existing parking supply is used on a typical day, equating to roughly 67 occupied stalls. This demonstrates that the existing parking supply is significantly underutilized and that the proposed reduction will continue to provide more than adequate parking to serve the site. The requested modification is therefore consistent with the intent of RMC 4-9-250, which allows flexibility where the required number of parking spaces exceeds actual demand and where a reduction would not create adverse impacts. In addition, the proposed parking count is consistent with the forthcoming regulatory changes. I have coordinated with Angelea Weihs of the City of Renton, who confirmed that the city is actively working to revise its parking standards to comply with current Washington State requirements that will take effect in January 2027, reducing allowable minimum parking ratios to approximately 2 stalls per 1,000 square feet. This represents a significant decrease from the current standard of approximately 5 stalls per 1,000 square feet and further supports the fact that the existing requirement of 210 stalls is excessive. The proposed provision of 120 stalls is therefore more aligned with both current demonstrated demand and future code direction. Based on the substantial evidence of underutilization, the minimal reduction in stall count, and alignment with the code updates, I believe the requested parking waiver would be reasonable and justified. The modified parking supply will continue to meet user needs while avoiding unnecessary excess paving, consistent with the purpose and intent of the City’s parking regulations.
