Site Context a. The project site is located along the southern shoreline of Lake Washington where the Cedar River emptfes into Lake Washington b. The trail connectfon that this project will create has been in plans going back to the City’s 1978 Comprehensive Park and Recreatfon Plan and is in the recently adopted Parks, Recreatfon, and Open Space Plan. c. There is currently no trail connectfon to Downtown from Lake Washington d. A conceptual Master Plan was developed in 2003 e. Site Descriptfon i. Site contains a restored shoreline on DNR property 3. Project Goals a. Seeking to engage a qualified team to support a trail feasibility study and preliminary design i. Site investfgatfon and analysis ii. Inclusive community outreach and public engagement iii. Preliminary design iv. Permitting and regulatory compliance b. Feasibility Study will show the City the best path forward for the overwater trail i. Develop on-grade trails, on-grade boardwalks, over-water structures, and viewing platiorms ii. Stewardship and investment of public funds iii. To be used in seeking future grant funding iv. Balance developed recreatfon with environmental sustainability 4. Preliminary Schedule a. Clarificatfon Questfons Due - July 23, 2026, 10:00 AM i. Send as they arise and City staff will work to provide responses quickly b. Response to Questfons – July 29, 2026, 5:00 PM c. SOQ Submittal Deadline – August 10, 2026, 12:00 PM (Noon) d. SOQ Review Complete and Potentfal Interviews – week of August 24, 2026 e. Notfce of Intent to Award – Week of September 7, 2026 i. Negotfate final Scope of Work and Fee 1. Preliminary Scope of Work included in the SOQ – for consideratfon only and can be modified f. Contract Executed and Notfce to Proceed – September 2026 i. Contract requires Council approval, which can take a 4-6 weeks depending on Council calendar ii. Refer to the City’s standard professional services agreement and inform us early on if you have any questfons or concerns 5. Submittal Requirements a. Refer to RFQ for additfonal informatfon and please follow closely to assist in City’s review 6. Questions and Answers a. Was there any preliminary geotechnical work done? i. The City has a limited amount of geotechnical and soils informatfon from previous studies related to the existfng structure and the DNR restoratfon site, however, much of it is in hardcopy form and not yet fully digitfzed. A geotechnical report completed for the Boeing Apron R maintenance and repair project in 2017 is available at the following URL. Have there been conversatfons with the Muckleshoot Tribe about this project? i. The Muckleshoot Tribe, as well as other tribes, have been made aware of this project and will contfnue to be engaged as work advances. c. What are our expectatfons for engagement for this project? i. Project engagement is antfcipated to be primarily focused on informing and updatfng the public about the project; engaging with stakeholders including Boeing, tribes, Washington Department of Transportatfon, Washington Department of Natural Resources, Southport; and coordinatfng with City subject matter experts including staff from Parks and Recreatfon, Public Works, Community and Economic Development, and related Departments and Divisions. The City also maintains a web-based engagement platiorm to support general project/program-specific engagement efforts. City staff will utflize materials developed by consultants to support a project-focused engagement website on this platiorm. Examples of such web-based engagement projects are available at the following URL: https://yourvoice.rentonwa.gov/ d. What is the City’s view on safety and security for this site? i. The City is aware that the Boeing facility, a site where safety and security will be paramount and the consultant team, along with the City, will coordinate with Boeing as the project progresses to identffy any site-specific requirements that may affect project design, costs, and feasibility. ii. Other consideratfons for safety include designing with Crime Preventfon Through Environmental Design (CPTED) in mind and considering various recreatfon uses to minimize potentfal conflicts. e. Are there any contaminated soils on the site? i. The City cannot verify the presence of contaminated soil/sediment within the project site, however remedial cleanup information can be found via Department of Ecology’s Cleanup Site website for: 1. Consultants may make recommendatfons to conduct soil/sediment testfng during this feasibility study or during future project phases as necessary. f. Does Boeing turn on the engines of their planes at their plant, or just at the airport across the Cedar River? i. It is the City’s understanding that Boeing transports their aircraft to the airport without turning on their engines; additfonal informatfon can be provided during project coordinatfon with Boeing. g. How does Boeing turn their aircraft to get to the airport and will their process impact the potentfal future over-water trail? i. Wing clearance zones are shown in the Boeing trail easement documents. The selected consultant and the City will coordinate with Boeing to ensure designs comply with any easement requirements. Note that easement documents are provided at the shared files link included with the RFQ. Does the City have as-builts for the existfng overwater structure and boathouse? i. While the City has not located original as-built plans for the existfng overwater structure and boathouse, several hardcopy files from prior project-related studies, plans, and specificatfons contain relevant informatfon. All available relevant digital materials will be shared at the link included in the RFQ (also below), and the City is working to digitfze remaining hardcopy files, which will be uploaded to this link as they become available. When were the overwater structure and boathouse last inspected? i. The boathouse and pier were last inspected in 2016. Is the City planning on doing in-person interviews? i. If the City determines interviews are necessary for making a consultant selectfon, they will be conducted virtually by Microsoft Teams or Zoom. City staff will coordinate with shortlisted consultants/teams on scheduling. k. Does the budget in the RFQ include both City and Consultant Costs? i. The Sam Chastain Trail feasibility study project is entfrely funded by a grant from the Washington State Department of Commerce with no additfonal project funding currently available. The antfcipated budget of $415,000 for the preliminary consultant scope of work included in the RFQ considers a total finite project budget of $485,000, which also covers previously expended consultant (i.e., pre-grant contract cultural resources study) and miscellaneous publishing costs (e.g., DJC publishing fee) in additfon to consultfng fees for this scope of work. No additfonal project funding is currently available. l. What consultants assisted in the grant applicatfon whether it be cost estfmatfng or scope development and are they excluded from the RFQ response? If work was completed, was it solicited under an RFQ process or with a different project? i. All materials developed in support of the grant with the Washington State Department of Commerce were produced in-house by City staff. This project has been ongoing for decades, a number of consultants have been involved at various points, and no one is excluded from responding to the RFQ. m. Have agency coordinatfon meetfngs already occurred with regulatory agencies? If so, which ones? i. While the City maintains relatfonships with regulatory agencies, no recent coordinatfon meetfngs have occurred with regulatory agencies for the Sam Chastain Trail Project. The selected consultant team will be expected to lead and/or support coordinatfon meetfngs with the appropriate regulatory agencies. n. Which project partner relatfonships are already established, and which will need to be developed by the selected consultant? Sam Chastain Trail Feasibility Study RFQ – Site Visit Notes 4 of 4 i. The City has relatfonships with all identffied project partners, however the City will rely on the selected consultant to lead and/or support project partner coordinatfon and engagement. o. How involved was the City in the South Lake Washington Restoratfon Project? i. The City collaborated with all partfes involved in restoratfon efforts on DNR property including during project permitting. As a result of this coordinatfon, the associated restrictfve covenant memorializes the vision for a future trail connectfon across DNR property. Will teams be expected to build upon previous technical work or start with a fresh evaluatfon of alternatfves? i. The City is open to recommendatfons for alternatfve project approaches. However, teams may consider previous technical work to determine its relevance and feasibility under current conditfons. q. Under task 3 “Community and Stakeholder Engagement” – what is the level of assistance antfcipated? (Facilitatfon, supportfng graphics, translatfon services, etc.) i. Please refer to the City’s response included under Questfon “c”. The City will likely rely on documents developed by the consultant to support any community or stakeholder engagement, as well as partfcipatfon at key meetfngs/engagement opportunitfes. Translatfon services are not antfcipated to be a component of this scope of work. The final scope of work will be developed with the selected consultant based on City needs and consultant recommendatfons.
