The reporting party was Chelsea L. Carbonell (DOB:02/07/1980—verified by WADOL photo). Unit: 1—Green 1999 Toyota Rav 4 (BWG0011/WA). Unit 2—Silver 2019 Toyota Highlander (BMN7850/WA). Chelsea reported the suspect vehicle (Unit 1) left the area, last seen southbound Duvall Ave NE from NE 17th St. An area check was conducted but Unit 1 was not located. I met with Chelsea at NE 17th St and Duvall Ave NE. She was told she would be recorded. Chelsea's daughter: Candace A. Carbonell (DOB:03/06/2009) was a passenger in Unit 2, sitting in the rear passenger's seat. All were wearing seatbelts and reported no injuries. Chelsea stated she was in lane #4 (left hand turn lane), approaching a red light on eastbound NE Sunset when Unit 1 veered over from lane#3, hitting the passenger's side of Unit 2. 1 observed minor damage/scrapes. Chelsea was intending to turn left on northbound Duvall Ave NE from Sunset. Photos were taken and uploaded. Chelsea had a photo of Unit 1, which confirmed the plate. Chelsea described the driver of Unit 1 to be a shorter, darker skinned female in her 30s-40s. Her hair was black and pulled back. The driver of Unit 1 made eye contact with Chelsea. Chelsea waived Unit 1 to pull over. Unit 1 followed Chelsea to NE 17th St and Duvall but then pulled a U-turn and went southbound on Duvall. Chelsea should be able to ID the driver of Unit 1 if seen again. When asked if Chelsea wanted to press charges, she only wanted Unit 1's insurance information but said if it comes down to it, she may press charges.
