EH24821 CASE# 26-5851 FC LNaoy L isI©�ON O 07/27/26 14:32 F cu NARRATIVE 26-5851 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 07/27/2026 at approximately 1450 hours, I was dispatched to a vehicle collision at the intersection of Park Avenue N and N 4th Street, City of Renton, County of King, Washington. I arrived on scene at 1451 and collected each involved party's information and their independent recollection of their involvement leading up to the collision. The driver of Unit#1 stated that prior to the collision they were traveling southbound on Park Ave N approaching the intersection of N 4th ST in lane 1 of 2. The driver of Unit#1 stated a Renton Police Vehicle drove past him with its lights and sirens activated which distracted him. The driver of Unit#1 stated the distraction caused him to enter the intersection against a red light. Upon entering the intersection, opposing traffic had began to proceed. Both Unit#1 and Unit#2 collided in the intersection. Due to the impact, Unit#1 had damage to the front end of the vehicle. The driver and passenger of Unit#2 both complained of minor pain from the collision. I asked them if they wanted fire to respond to the call location to evaluate their injuries but they both declined stating they did not want to wait for Renton Regional Fire Authority to arrive. The driver of Unit#2 stated he was westbound on N 4th ST approaching the intersection of Park Ave N in lane 2 of 3. The driver of Unit#2 stated he was intending to continue straight through the intersection. The driver of Unit#2 stated the traffic signal had been green for about 5 seconds as he proceeded through the intersection. Unit#2 was in the intersection when it was struck by Unit#1 causing significant damage to the passenger side of Unit#2. Based on the above statements, 1 determined that the Driver of Unit#1 (Heath) is the proximate cause for the cause of collision due to Entering an Intersection against a Steady Red Circle (Reference RCW 46.61.055(3A)). Heath violated RCW 46.61.055(3A) as vehicle operators facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection control area and shall remain standing until an indication to proceed is shown. Unit#1 was able to be driven away from the scene. Unit#2 was moved off the roadway. 1 arranged for a tow for Unit#2 at the owner's request which he intended to have towed to his home.
