Narrative
On 07/19/2026 at about 1431 hours, a non-injury, non-blocking collision occurred between two motor
vehicles in the 600 block of Rainier Ave S within the city limits of Renton, King County Washington. Both
vehicles pulled into a nearby parking lot where I contacted both drivers.
Driver 1: Phiroumroth Y. Svy; Unit 1: 2005 Kia Spectra5 with WA plate BSE7352
Driver 2: Dulce G. Garcia Barroso; Unit 2: 2022 Chevrolet Traverse with WA plate CHY3488
Phiroumroth explained that she was headed southbound on Rainier Ave S in lane 3 when she decided to
change lanes and get into lane 2. As Phiroumroth turned her vehicle into lane 2 it collided into Unit 2.
Phiroumroth said her vehicle was mostly in lane 2 when Unit 2 collided into her vehicle. Phiroumroth was not
injured. Unit 1 had damage to the front passenger side of the vehicle, but it was able to be driven from the
scene.
Dulce explained that she was in lane 2 headed southbound on Rainier Ave S when she decided to change lanes
and get into lane 3. Dulce said she saw Unit 1 with its left turn signal on while changing from lane 3 into lane
4. Lane 4 was one of the left turn lanes. Dulce began to change lanes and her vehicle was struck by Unit 1 as
Driver 1 appeared to change her mind and returned Unit 1 back into lane 3. Dulce was not injured. Unit 2 had
damage to the front driver side of the vehicle, but it was able to be driven from the scene.
No witnesses came forward and it cannot be determined who was at fault due to the conflicting statements
from both drivers. I gave both drivers an exchange of information form with the case number.
This incident occurred in the sCity of Renton,King County,Washington State.
