OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: August 3, 2018 PROJECT NAME/NUMBER: PR18-00373 Sam's Club / LUA18-000542 PROJECT LOCATION: 901 S Grady Way, Renton, WA 98057 APPLICANT/PROJECT CONTACT PERSON: Russell Morgan, NRC Envirionmental Services / rmorgan@nrcc.com / 9520 10th Ave S, Ste. 150, Seattle, WA 98108 LOCATION WHERE APPLICATION MAY BE REVIEWED: Applicant documents are available online through the City of Renton Document Center website. See also https://bit.ly/2OEAw9O PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for the removal of three 20,000 gallon underground storage tanks (USTs), the fuel canopy and kiosk building associated with the gas station at Sam's Club. The project site is located within the Commercial Arterial (CA) zoning designation and Urban Design District D. The USTs were pumped down to approximately one inch of residual product remaining in the bottom of the tanks. A seismic hazard area and protected slopes are mapped on the project site. An o ff-site wetland is mapped off-site to the southwest of the project site. All proposed work would occur within existing paved developed areas, no impacts to critical areas or buffers are anticipated. DATE OF APPLICATION: August 2, 2018 NOTICE OF COMPLETE APPLICATION: August 3, 2018 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review OTHER PERMITS WHICH MAY BE REQUIRED: Building Permit, Fire Permit REQUESTED STUDIES: None CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Mixed Use (COMP-CMU) on the City of Renton Comprehensive Land Use Map and Commercial Arterial (CA) and Auto Mall Area B Overlay (AUTOMALL-B) on the City’s Zoning Map. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting. Comments on the above application must be submitted in writing to Jill Ding, Senior Planner, CED – Planning Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on August 17, 2018.
