In brief, staff proposes to allow mobile food vendors as outright permitted uses (with conditions) in the IL, IM, CA, CV, and CD Zones without the requirement of a Tier 1 Temporary Use Permit (TUP), and to permit mobile food vendors within the CN, CO, COR, and UC Zones with a Tier 1 TUP, rather than the current requirement of a Tier 2 TUP. In addition, staff proposes to allow mobile food vendors within the public right -of-way, in the Downtown Business District, with a ROW Use Permit. Mobile food vendors would still need a Tier 2 TUP to operate in a residential zone. Townhouse Review: This docket item examines townhouse development in the city of Renton. Staff conducted a two part analysis that included review of each commercial and residential zone to determine in which zones townhouses are appropriate and the applicability of mixed use standards when townhouse development is proposed on commercially zoned land. Parking Standards: Staff completed an analysis of existing parking standards for attached dwellings in the R-10, R-14, and RMF zones. The analysis found that an increase in parking complaints may be caused by a variety of factors including housing affordability in the region, management of existing developments, and the current parking code. Staff recommends amending the requirements for guest parking, tandem parking, assigned parking, and parking for townhomes. Service and Social Organizations: Staff reviewed “Service and Social Organizations” for its definition and land use. Staff recommends amending code so that “Service and Social Organizations” are defined separately and become separate, distinct uses in the land use table. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
