MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday December 8th,2014.The meeting was held at the A.J.Ladner
Administration Building,2900 NE 10th St.Renton,Washington.Chairperson Anderson called
the meeting to order at 9:01 am.
1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Merna Wheeler,and Maxine
Anderson.Sally Eastey has an excused absence.Also present:Mark Gropper,Executive
Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,
Executive Associate.
2. CONSIDERATION OF MINUTES
MOTION by Commissioner Marsh and a second by Commissioner Tasa to approve the
minutes of the 918th board meeting on November 14th 2014.
Ayes:All Nays:None Motion Carried
3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.
4. CONSENT AGENDA
4.1.Local Government Investment Pool—November 2014
361.70 more than last month,earning.0928%interest.
4.2. Checks Issued Report—November 2014
MOTION by Commissioner Tasa and a second by Commissioner Wheeler to approve
the Consent Agenda.

5. FINANCIAL
5.1 Financial Statements as of October 2014.
RHA operated at a surplus of$847k through October.The LIPH properties generated a
surplus of$8.6k.The senior properties generated a surplus of$251k.The Market-Rate
properties generated a surplus of$421 k and the Section 8 program generated a surplus of
$164k.
Net Assets totaled$32.9M at the end of October with$7.2M classified as unrestricted.
RHA held$9.9M in cash and investments with$4.7 of that amount invested in the WA
State Pool.
MOTION by Commissioner Tasa and a second by Commissioner Wheeler to approve

5.2 Section 8 Utilization Update-November 2014
Utilization is steadily climbing.RHA has 415 vouchers,and 331 are under contract in
Renton including 41 project based vouchers.There are 348 under lease.RHA has issued
43 vouchers to those on the waitlist,or from Sunset Relocation.That leaves 8 vouchers.
Our average HAP is 768 per household per month,is we are fully utilized we would be
at 103%of the budget allocation.Then would tap into 284k reserves.This will cover
2015,but if HUD budget does not increase by 2016 we could be in a shortfall position.
We will be keeping a close eye on that.RHA is at 90%of fair market rent.Would like to
bring it up to 100%but not possible in 2015.

clients, service providers and other groups, we will responsibly increase and enhance our housing

6. OLD BUSINESS
6.1. Sunset Redevelopment Update:(Exhibits)
Contract with Deborah Gooden and a powerful team to complete the application for CNI
that is due on Feb 9th.Conference call last Friday with the team,to have all parties on
board for the CNI.—5 projects that could be supercharged by CNI.PIHA,NODE,
Building 5,EDMONDS,SUNSET COURT PARK.It would revolutionize the Renton
Highlands.
6.2. Kirkland Avenue Townhomes Update:Grand Opening Celebration
Went well,had about 75 people come.City officials and staff as well as members of the
public.
7. NEW BUSINESS
7.1. Resolution#2477-2014:Resolution requesting adoption of the 2015 RHA operating
budget to include a 2.5%COLA as recommended by staff in accordance with the same
increase implemented at the City of Renton for 2015.(Exhibit)
Annual process to put a budget before the board looking to recommend a COLA,and
many other recommendations.It was the first time putting together the budget that the

terrace to other properties(Glenwood and Kirkland);Removed all utilities and
maintenance materials,all those items from Sunset are gone.Replacement housing CFP

unit;increase CP rent slightly;Reduced expenses for Houser(since they got carpet this
year)Housing authority will earn developer fee for KAT.At the end of the day the 2014
forecast for cash flow is 1.5 million,and next year is also similar taking all those items
into account.
MOTION by Commissioner Wheeler and a second by commissioner Tasa to affirm the
Resolution requesting adoption of the 2015 RHA operating budget to include a 2.5%
COLA as recommended by staff in accordance with the same increase implemented at
the City of Renton for 2015. Chairperson Anderson called for the vote.

7.2.Resolution#2478-2014:Resolution authorizing staff to create a local preference for
public housing eligible residents living within the Planned Action EIS Sunset Area to
receive a waitlist and placement preference priority in housing developed through a
Choice Neighborhood Implementation grant.
Anticipates CNI grant being awarded.Part of the application is to show that we
demonstrate an agency policy,the local preference would not go into effect unless CNI:
creating a pending policy.Those would still need to fit the other criteria,like under 40 or
50%.

7.4.Resolution#2480-2014:Resolution requesting Board affirmation of$50,000 draw on
Chase Line of Credit and corresponding wire to RLI Insurance Company collateralizing
a permit bond to the City of Renton for future roadwork to be performed at the Kirkland
Avenue Townhomes.The funds are held as a deposit at RLI Insurance to be refunded to
RHA when the required roadwork is complete.
The city required a BOND for the STREET on KAT,that RI-IA will complete the work
in the spring time.Part of the contract with the bonding agency was that RHA would put
of the collateral.RHA will receive it back after work is completed.
MOTION by Commissioner Tasa and a second by commissioner Marsh to affirm the
Resolution requesting Board affirmation of$50,000 draw on Chase Line of Credit and
corresponding wire to RLI Insurance Company collateralizing a permit bond to the City

7.5.Resolution#2481-2014:Resolution asking that the Renton Housing Authority support
legislation which ensures King County can use lodging tax revenue.WHEREAS:Our
vision is all people live with dignity in safe,healthy and affordable homes within
communities of opportunity,AND WHEREAS:More than 109,000 King County
households earning 80%Area Median Income and below are paying more than half their
income for housing costs making it difficult to afford basic necessities like food and
medicine and leaving those households very vulnerable to falling into homelessness;
AND WHEREAS:In order to afford the Fair Market Rent for a two-bedroom apartment
in Washington State of$970,a person would need to either earn$18.65 an hour or work
80 hours per week,52 weeks per year if earning the state minimum wage;AND
WHEREAS:The Washington State Office of the Superintendent of Public Instruction
reported that during the 2012—13 school year,6,188 students in King County schools
were identified as homeless;AND WHEREAS:Increasing access to safe,healthy,
affordable housing is a key strategy for improving educational outcomes for students;
AND WHEREAS:Increasing access to safe,healthy,affordable housing is a key
strategy for improving health outcomes across Washington State;AND WHEREAS:
Businesses across King County report that affordable housing is critical for employee
retention and recruitment;AND WHEREAS:Employees in the travel/tourism industry,
including cooks,wait staff and hotel housekeepers,struggle to afford housing near their
jobs;AND WHEREAS:Creating and preserving affordable homes near transit is a key
strategy for ensuring that Washington's transit investments and growth are both
equitable for communities and are successful in reducing congestion and protecting the
environment;AND WHEREAS:Land near the Othello Station rose 585%over 5 years
of construction on Central Link Light Rail,and Sound Transit plans to open nearly 20
additional stations in the next 10 years;NOW THEREFORE BE IT RESOLVED:That
our organization supports legislation which ensures King County can use lodging tax
revenues to fund affordable homes near transit NOW and not wait until 2021.

There is a belief that revenue needs to increase due to taxes for housing.Pacific
Northwest is growing at over 100,000 people per year.
