MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday,November 10th 2014.The meeting was held at the A.J.Ladner
Administration Building,2900 NE 10th St.Renton,Washington.Chairperson Anderson called
the meeting to order at 9:00 am.
1. COMMISSIONERS PRESENT:Gerry Marsh,Sally Eastey,Tom Tasa and Maxine
Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of
Finance and Accounting,and Kaelene Nobis,Executive Associate.Mema Wheeler has an
excused absence.
2. CONSIDERATION OF MINUTES
MOTION by Commissioner Marsh and a second by Commissioner Eastey to approve
the minutes of the 917th board meeting on October 13th 2014.

3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.
4. CONSENT AGENDA
4.1.Local Government Investment Pool—October 2014
No change at the investment pool.
4.2. Checks Issued Report—October 2014
MOTION by Commissioner Tasa and a second by Commissioner Easter to approve the
Consent Agenda.

5. FINANCIAL
5.1 Financial Statements as of September 2014.
RHA operated at a surplus of$843k through September.The LIPH properties had a
surplus of$27k.The Senior Properties had a surplus of$225k.The market-rate
properties had a surplus of$479k and the S8 program had a surplus of$110k.
Net Assets totaled$32.9M at the end of September with$7.4M classified as unrestricted.
RHA held$10.1M in cash and liquid investments at the end of September with$4.73M
of that amount in the WA State Pool.
MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the
Financials.

5.2 Section 8 Utilization Update—September 2014
There are 36 vouchers on the street shopping that have not yet requested lease approval.
There are about 21 vouchers left over after all relocation and Kirkland Avenue
townhomes,and staff is orienting the top 21 off of the waitlist.Come Jan 2015 the goal
is to have all vouchers under lease.Today HAP is$751.42.With full utilization of all
415 vouchers and have a budget allocation of$298,754 the total at 100%expenditure we
would be spending 104.38%.Due to this,RHA is not looking to increase the voucher
payment standard.

6. OLD BUSINESS
6.1.Sunset Redevelopment Update
RHA is in negations with Colpitts for a Purchase and Sales Agreements for the next
portion of Sunset Terrace.Conditions of purchase and sale include Demo of Phase 1,
completion of a redevelopment plan in accordance with a joint master plan.
Engaging Deborah Gooden and King County Housing Authority:She has been engaged
through the city and RHA as the point person on the Community Needs Implementation
Grant Application.She has hit the ground running.If we receive that it would
supercharge the Renton Housing Redevelopment.Due date for the application is
February 8th.The City of Renton will contract with Deborah Gooden,the Housing
Authority will use its capital fund program dollars for the portion of the work that
Deborah will be doing as it relates to the Sunset Terrace Redevelopment.Planning and
relationships that are being built by this process will really help the Sunset Area come to
Maturity.3 Grants awarded Nationwide.6.1 A master application;Serves to codify the
redevelopment of Sunset Terrace.
6.2.Agency Plan Follow up
Approval of the five year and Annual Plan and CFP budget.
6.3.Kirkland Avenue Townhomes Construction and Occupancy Updates
Bond for the Road Reconstruction:NW asphalt came and determined the asphalt and the
underbase,and have given a budget that the city has accepted.To pull up asphalt and lay
down new road in accordance with the city of Renton's Building code.Erect to have
temporary certificate of occupancy for building 1 and 2,by November 13 .Inspection
will be done with HQS inspections by King County Housing Authority.Building 3 on
the 21 st,Families can begin moving in after approval.Ideally this weekend.
6.4. Capital Projects Update:Cedar Park and Brickshire Apartments
Cedar Park Asphalt;some trees are being removed to replace parking asphalt.The
hallways at Cedar Park are being painted and new light fixtures are being installed.
Brickshire Apartments: 1 and 12 will finish being rehabbed next week.RHA is also
sprucing up 4 Plex with a new coat of exterior paint and a new fence.
7. NEW BUSINESS
7.1.Resolution 2474-2014:Resolution to adopt an agency wide fraud policy in accordance
with recent recommendations from the State auditor's guidelines.This policy would
establish controls to aid in the prevention and detection of fraud,theft,waste,or abuse
against the RHA.This policy is supported and supplemented by a variety of existing
policies and procedures,including the Employee Handbook,federal Consolidated
Annual Contributions Contract(s),Enterprise Income Verification(EIV),Administrative
Plans and various accounting and reporting procedures.These policies and procedures
further provide a framework to support compliance with this policy.

adoption and implementation of an agency wide fraud policy in accordance with recent

THERE FORE,BE IT RESOLVED by the Commissioners of the Housing Authority

7.3.Renton Housing Authority and consideration of membership to the Washington Low
Income Housing Alliance.(Exhibit)
Interested in joining,but at the 450 dollar level.Motion by Tom Tasa and a second by
Sally Fastey to join the Washington Low Income Housing Alliance.Motion Approved.
7.4.Resolution 2476-2014:Resolution 2476-2014 Requests approval from the Board of
Commissioners for the following employee Benefits coverage for 2015:The overall
renewal rates presented by Wells Fargo to remain with similar health insurance coverage
increased RHA's benefit expense by over 21%for 2015. In an effort to mitigate the
cost,management is seeking approval to offer two plans with Group Health Cooperative
that will save money and provide a choice to employees depending on their particular
needs.
The first GHC plan will be similar to the current plan except the deductible will increase
from$500 to$1,250.The coinsurance will increase from 20%to 30%and the maximum
out of pocket cost per employee will increase from$2,500 to$6,350.This plan allows
employees to choose providers outside the GHC network if necessary as well as inside
the network.This flexibility is appreciated by some RHA staff members.The second
GHC plan will have a$2,650 deductible,40%coinsurance,and a maximum out of
pocket cost of$6,350 and only applies to GHC network providers.(doctors)This plan,
however,would include an HRA contribution of$3,000 that the employee could use to
offset deductibles or any out of pocket costs.The HRA contribution would be paid by
the Renton Housing Authority effectively reimbursing the employee for the first$3k in
expenses incurred.This option effectively reduces the maximum out of pocket to$3,350
and would only apply to expenses greater than$3,000.RHA would only reimburse
qualified expenses after they are incurred by the employee. The cost to RHA in either
case will be no greater than current rates even if all employees use the maximum$3k
HRA reimbursement.There could be significant savings to RHA if employees to not
need the full$3K HRA contribution.
Management also requests a change in dental carriers from UCCI to MetLife.There is an
increased benefit at a lower cost.Life/Disability will remain with Lincoln Life. Vision
insurance will remain with VSP.There is no increase in costs for 2015.
Renewal for employee benefits package.Our plan date starts in Dec,starting with new
rules on Dec 1.Because we are smaller than 50 employees we cannot cross carriers.
MOTION by Commissioner Eastey and a second by Commissioner Marsh to approve
the renewal for the Employee Benefits Package as presented.
