MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday,October 13th 2014.The meeting was held at the A.J.Ladner Administration
Building,2900 NE le St..Renton,Washington.Chairperson Anderson called the meeting to
order at 9:06 am.
1. COMMISSIONERS PRESENT:Gerry Marsh,Sally Eastey,Mema Wheeler,and Maxine
Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of
Finance and Accounting,and Kaelene Nobis,Executive Associate.Tom Tasa has art excused
absence.
2. CONSIDERATION OF MINUTES
MOTION by Commissioner Wheeler and a second by Commissioner Eastey to approve
the minutes of the 916th board meeting on September 8th 2014.
Ayes:All Nays:None Motion Carried
3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.
4. CONSENT AGENDA
4.1. Local Government Investment Pool—September 2014
No change at the investment pool.
4.2. Checks Issued Report—September 2014
MOTION by Commissioner Eastey and a second by Commissioner Wheeler to approve
the Consent Agenda.
Ayes:All Nays:None Motion Carried
5. FINANCIAL
5.1 Financial Statements as of August 2014.
RHA operated at a surplus of$878k through the end of August.The LIPII properties
generated a$30k surplus.The senior properties generated a$187k surplus.The market
rate properties operated at a$529k surplus and the Section 8 program created a$132k
surplus.
Net Assets totaled$32.9M at the end of August with$7.9M classified as unrestricted.
RHA held$10.4M in cash and liquid investments at the end of August.The Rolling
Hills/Banner Bank loan of$1.95M closed in August increasing RHA's cash balance
temporarily until the funds are used to pay down the JPMorgan/Chase line of credit.
MOTION by Commissioner Marsh and a second by Commissioner East y to approve
the Financials.

5.2 Section 8 Utilization Update—September 2014
Section 8 program is more dynamic then it has ever been for the Housing Authority.
There are 415 vouchers,and many families are out shopping and finding units.RHA is
at 90%expenditure rate,opposed to last month's 79%.45 families are shopping for units
compared to last month's 57.Our disabled vouchers(not elderly but disabled)for
GP/CRT are low.There are 52 vouchers for those who are disabled utilization is
currently at 43,should go back to 52 in the next month or so,to be able to fully utilize
that program.Section 8 vouchers in RHA owned units went up to 49 due to relocation

from Sunset Terrace,those people are moving to places like CP/Highland House.Only
25 people left in Sunset Terrace.
6. OLD BUSINESS
6.1. SAO audit,submissions and exit items follow up
This year,the audit was done early and the REAC submission was done 3 weeks ahead
of time.RHA is one month ahead of schedule.
6.2. Sunset Redevelopment Update
Letter of Intent:Serves to codify the complete deal for the entire Sunset Redevelopment.
LOI is to transact node to the city and to lump into park.The city needed this level of
assurance that the Housing Authority would sell to them that portion of the node,so they
requested a promissory letter.Structured parking for library is starting construction this
week.Looking into CM grant and Housing Trust Fund for future construction.Other
options,Low Income Housing Tax Credit,capitalize the project with the cash and issue
bonds for the balance.You have to issue 50%of the value in a bond with the Housing
Authorities names on it.Good momentum.
6.3.Potential Choice Neighborhood Implementation Grant Co-applicant status:
RHA had approached Seattle Housing Authority(SHA) about becoming a partner for
the application.SHA was honored to be asked,however the offer was declined due to
the lack of capacity.Not enough of a benefit to the Seattle housing in the meantime to be
the lead applicant.Couldn't justify.Then RHA approached KCHA as what it might look
like for them to be the main role.Seola gardens,Green Bridge,and other developments
that show KCHA capacity.Serendipity of possibly having a former associate from
KCHA as the head writer for the Grant application.A lot of synergy with KCHA.
Looking for a unique partnership.Should provide to be a great partnership even if the
grant is not awarded.
6.4.Kirkland Ave Townhomes update/Housing WA Tour
Possibly building by building occupancy;landscaping that needs to take place,as well as
road way reconstruction that RHA needs to repair.Benchmark survey,Northwest asphalt
(the company doing Cedar park Asphalt)will be helping with that.Many lessons learned
through this process.

7. NEW BUSINESS
7.1. Resolution#2470-2014:Authorizing the Executive Director to execute the Phase II
Sunset Terrace"Park and Regional Storm water Facilities Site"Purchase&Sales
Agreement in accordance with the HUD disposition authorization and as sanctioned by
the Renton City Council.2.64 million dollars does not include the value of the node
property.Seeking Authorization.
MOTION by Commissioner Wheeler and a second by commissioner Eastey to affirm
authorizing the Executive Director to execute the Phase II Sunset Terrace"Park and
Regional Storm water Facilities Site"Purchase&Sales Agreement in accordance with
the HUD disposition authorization and as sanctioned by the Renton City Council.
Chairperson Anderson called for the vote.

RESOLUTION#2470-2014
THERE FORE,BE IT RESOLVED by the Commissioners of the Housing Authority
of the City of Renton. WA to affirm the authorization of the Executive Director to
execute the Phase II Sunset Terrace "Park and Regional Storm water Facilities Site"
Purchase&Sales Agreement in accordance with the HUD disposition authorization and
as sanctioned by the Renton City Council.

7.2.Real Estate Acquisitions Summary(Exhibit)
Closed on real estate acquisitions/got deeds of trust.All three properties under control.
Sent out a general notice,about redevelopment to these new tenants.Well received by
occupants.
7.3. Banner Bank Signature Cards.Tabled until Next month.
7.4. Executive Director seeking approval for conference,participation,travel,and lodging for
2015 PHADA Commissioner's conference.January 25th-Janurary 28th 2015.St Petes
Beach Florida. National Conference.Motion made by Salley Eastey to send four
commissioners plus Executive Director. Mark,Maxine,Possibly Mema or Gerald.

7.5.Resolution#2471-2014:Whereas,RHA annually prepares an updated 5-Year Agency
Plan,Action Plan,and Capital Fund Program Budget,and Whereas,July 24,2014,after
draft publication notice on July 1,a resident meeting on the subject plans was held,and
Whereas,in the open meeting and in information sent to residents RHA plans were
discussed for the 2015 CFP budget and a summary of the Sunset redevelopment efforts
to date and plans for the future,and Whereas staff explained the recent changes to the
income increase and subsequent recertification of income and rent calculation under the
Section 8 Administrative Plan,and Whereas,no written or verbalized contest of these
plans were made known to the RHA executive or Board, Therefore,let it be resolved
that executive director Mark Gropper is authorized to submit to HUD the Plan and
accompanying forms HUD-50070,HUD-50071,HUD-50075,HUD-50075.2,HUD-
50075.1 (years 2011—2014),HUD-50077-SL,CR Standard Form LLL Violence
Against Women Act,having received the declaration of this PIan's consistency with the
Consolidated Plan as certified by King County.

7.6.Resolution#2472-2014:Whereas,the Cedar Park asphalt parking lot is in a serious state
of decomposition,and whereas the zones of tree root upheaval and broken curbs create a
trip hazard,and whereas the existing condition will be exacerbated by another winter
season,and whereas petroleum-based asphalt material prices are going up$2.00 per
asphalt ton at the first of the year,whereas an open bidding process in accordance with
public procurement policy determined that Northwest Asphalt,Inc.is the lowest
