HomeMy WebLinkAbout09/08/2014 - Minutes lame *ape THE 916th MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,September 8th,2014 AT 9:00AM 2900 NE 10TH ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on September 8th 2014.The meeting was held at the A.J.I adner Administration Building,2900 NE 10th St.Renton,Washington.Chairperson Marsh called the meeting to order at 9:00 am. 1. COMMISSIONERS PRESENT:Thomas Tasa,Gerald Marsh,Sally Eastey,Merna Wheeler,and Maxine Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Executive Associate. 2. CONSIDERATION OF MINUTES MOTION by Commissioner Eastey and a second by Commissioner Tasa to approve the minutes of the 915th board meeting on August l lth 2014. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. STATEAUDITORS EXIT CONFERENCE 9:15-9:45 Results FY 13,accountability and fiscal for FY12 FY13,Only 3 exit items,lowest level of reporting. Ist of 3 parts of the audit:Safeguarding of public resources and legal compliance, no findings.Unmodified opinion,fairly present,no misstatements or deficiencies,no issues of noncompliance. Federal grant;Public and Indian housing,and HOME investment Partners Program LOW RISK(no federal findings in at least two years) REAC submissions,$1,336,within 2-3 days,auditors will receive documents for REAC filing. Exit items:lowest level of reporting, 1)Recommending:fraud policy is developed,if any suspicion of misappropriation.Tenant losses are a fraud that the authority should report.If tenants go without paying rent,those types of things should be reported,quarterly basis. Developing a fraud policy,will check for future for fraud policies or from other HA if they have such a policy.If there are no losses,you do not need to report anything.Would be helpful way to submit a report with the SOA on the website.2.)Outstanding checks: Recommend that authority void the checks that have not been cashed,after one year of issuance,and remove reconciling items from the cash balance,and rend report to Department of revenue as unclaimed property,284 checks,totaling 48,876k.3.)Statement of intent to pay prevailing wages:ensure that the prevailing wage requirements are met prior to paying contractors and subcontractors. Can we add,void after one year on the checks? No findings'or management letters. New website and can get audit reports,2013 is higher cost than 2012 is higher.And the rate in 2015 for the auditors goes up 5 dollars an hour. Financial condition,accountability audit,federal grant compliance audit.Next year will be an audit for 2014,financial statement,federal programs,and REAC filing,estimated future cost $28,674 depends on the grant audits.Owen gets a customer survey and to fill that out. 5. CONSENT AGENDA . 5.1. Local Government Investment Pool—August 2014 378 more dollars than last month,with accumulated interest.No notable activity. The mission of the Renton Housing Authority is to provide decent,quality,affordable housing in a safe environment to people with low incomes who make Renton their home. Through partnerships with our clients, service providers and other groups, we will responsibly increase and enhance our housing programs while providing opportunities for those we serve to become self-sufficient. 5.2. Checks Issued Report—July 2014 MOTION by Commissioner Tasa and a second by Commissioner Wheeler to approve the Consent Agenda. Chairperson Marsh calls the question. Ayes:All Nays:None Motion Carried 6. FINANCIAL 6.1. Financial Statements as of June 2014. RHA operated at a surplus of$807k thru July.The LIPH properties generated a surplus of$45k.The Senior properties generated a surplus of$157k.The Market-Rate properties generated a surplus of$536k and the Section 8 program had a surplus of$69k. Net Assets totaled$32.8M at the end of July with$8.0M classifies as unrestricted.RHA held$8.6M in cash and liquid investments at the end of July. The SAO issued an unmodified opinion on the 2013 financial statements with no findings.RHA was deemed to be in compliance with the major programs audited by the SAO. MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the Financials. Chairperson Marsh calls the question. Ayes:All Nays:None Motion Carried 6.2. Section 8 Utilization Update-August 2014 RHA has an increased leased,have some port outs.Accounting for families relocating out of sunset terrace.We are spending less than 80%of our budget allocations.That is because we are accounting for all of the vouchers.Recommendation to increase our VPS,from new market rate rents,to remain in compliance with HUD.We will be spending a little more of that budget authority.There are 57 vouchers on the street looking for housing.79%expenditure rate will increase in the next couple of months. RHA can project that the cost,that the rate of expenditure will increase to 90-95%,with the new voucher payment standard.Do not see expenditures going over 100%.Gives RHA some wiggle room to reassess for 2015.FMR is going up.741-753 families, including the port ins.Have yet to receive budget authority for 2015.HUD recaptures the underutilization in HAP. 7. OLD BUSINESS 7.1.Sunset Redevelopment All families within regional storm water facility have been relocated.We can now deliver that site,under utility easement to the city.They can begin with the storm water facility. This includes the shop space,which will be relocated to evergreen,hillcrest,and one of the Chantelle apartments.Have submitted purchase and sale agreement to city,will be brought to the board for resolution,will transfer ownership of the site,for the park,then a separate sale agreement,for the road on the node,(transfer of resources upfront,or part up front and rest over 3 years)2.64M the better figure for the minutes,noting the separate transaction of the Node property is above and beyond this amount. 7.2. Kirkland Ave townhomes Update New windows have been installed,and new building wrap,and new installation,below grade work,by siding firm.Siding should be going up shortly. Some contest to rejection of the windows.But this is Pavilion and Champions obligation.The cost should not fall to the Housing Authority,the failure to catch the window issue,early on,should not be a financial cost to the HA,we are already behind schedule.OCTOBER 15th.Take a tour after next meeting so board TOUR of KAT on October 13`s.Took out the doors to fix the threshold:and there are now railings to the second floor. Champion,had Plygym windows declare that the windows were responsibly installed, however,Pavilion and Schemata,stated explicitly that they should be rejected. Champion agreed that the flooring was their responsibility.Railing and newlpost item, was their expectation that they would deliver without them installed and install in field on site,responsibility of Champion or Pavilion,Champion,did credit Pavilion in part. Schemata will welcome discussion of partial cost liability.Lessons learned. 7.3.Rolling Hills Permanent Financing Banner Bank,closed two weeks ago. 1.59 million dollars in laundry account.It's a done deal.Required phase 1 environmental,appraisals(4k increase)interested in future loans as well.APR 4.125%Basic loan.
