MINUTES
The Board of Commissioners of the Renton Housing Authority met for the monthly board
meeting on Monday May 12th 2014. The meeting was held at the A.J.Ladner Administration
Building,2900 NE 10th St.Renton,Washington.Chairperson Marsh called the meeting to order
at 9:04 am.
1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Merna
Wheeler,and Maxine Anderson.Also present:Mark Gropper,Executive Director,Owen
Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Admin.Technician.
2. CONSIDERATION OF MINUTES
MOTION by Commissioner Tasa and a second by Commissioner Eastey to approve the
minutes of the meeting on April 14th 2014.Chairperson Marsh called for the vote.
Ayes:All Nays:None Motion Carried
3. AUDIENCE COMMENT
(Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience
comment period is limited to one-half hour.A second audience comment period later in the agenda allows five
(5)minutes for each person,for a total comment period limited to the time constraints of the board.
4. CONSENT AGENDA
4.1.Local Government Investment Pool—April 2014
4.7 million dollars.Opened TVI account after board resolution last month.
4.2.Checks Issued Report—April 2014
MOTION:by Commissioner Tasa and a second by Commissioner Eastey to approve the
consent agenda.Chairperson Marsh called for the vote.
Ayes:All Nays:None Motion Carried
5. FINANCIAL
5.1. Financial Statements as of—April 2014
RHA operated at a surplus of$178k for the first three months of 2014.The LIPH
properties had a slight loss of$5k.The senior properties had a slight surplus of$8k after
accounting for the floor replacement job at Houser Terrace.The market rate properties
earned a surplus of$188k and the section 8 program operated at a loss of$13k.
Net Assets totaled$32.2M with$7.7M classified as unrestricted.RHA held$8M in cash
and liquid investments at the end of March
5.2.Section 8 Utilization Update—March 2014
RHA is at 96%Utilization HAP budget.There are now 19 vouchers on the shelf for
KAT.RHA has received the total award of 85 replacement vouchers to be given to RHA
in installments.First priority is the PHASE 1 family who moved out and relieved
vouchers.If they would like to move back to KAT those vouchers will put into the pot.
After the relocation effort is complete,ideally there will be vouchers left over to service
the waitlist.
5.3.Resolution#2460-2014:Request resolution from the Board of Commissioners to
reclassify previous contribution from CRT to the Section 8 program in the amount of
$100,000 from inter-program debt to equity.This reclassification will provide sufficient
Admin Fee reserves to cover the insufficient Admin Fee funding to date from HUD. No
cash is requested with this resolution,only the financial presentation of the funds.

THEREFORE,BE IT RESOLVED by the Commissioners of the Housing Authority

6.1.WA011 2012 CFP and OED Extension for Relocation(Sunset Terrace disposition)
6.2. ED Performance Appraisal 12 May 2014 changes adopted Second Reading.
Motion by Commissioner Tasa to approve the ED appraisal and a second by
Commissioner Wheeler.
6.3. Sunset Redevelopment Update.
Have changed the names of the sunset redevelopment properties to Building 5 to Sunset
Terrace apartments.The Node to Sunset Park Townhomes West and Piha to Sunset park
Townhomes East.KAT video from the Weezer Idaho Plant Tour.

94/100.Considered a high score
7.2. SEMAP Score
96/100.Our performance indicator is high
7.3. Resolution#2461-2014:Board affirms the decision to choose Pacific Office
Automation to provide copier equipment and services in the best interest of the agency
in accordance with the procurement policy.
MOTION by Commissioner Tasa and a second by Commissioner Eastev to affirm the
decision to choose Pacific Office Automation to provide copier equipment and services
in the best interest of the agency in accordance with the procurement policy.

RESOLUTION#2461-2014
THEREFORE,BE IT RESOLVED by the Commissioners of the Housing Authority
of the City of Renton.WA to affirm the decision to choose Pacific Office Automation to
