HomeMy WebLinkAbout01/13/2014 - Minutes Fcn *4100 Iwo THE 908Tn MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,JANUARY 13T",20li AT 9:00AM 2900 NE 10TH ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on Monday January 13th 2014.The meeting was held at the A.J.Ladner Administration Building,2900 NE 10th St.Renton,Washington.Chairperson Marsh called the meeting to order at 9:03 am. 1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Mema Wheeler,Also present:Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Admin.Technician.Excused absence Commissioner Maxine Anderson,and Executive Director Mark Gropper at the PHADA conference. 2. CONSIDERATION OF MINUTES MOTION:by Commissioner Tasa and a second by Commissioner Eastey to approve the minutes of the meeting on December 9th 2013.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. CONSENT AGENDA 4.1.Local Government Investment Pool—December 2013 Time Value Investment(TVI):with Board endorsement could happen in the next couple months. 4.2. Checks Issued Report—December 2013 MOTION:by Commissioner Tasa and a second by Commissioner Wheeler to approve the consent agenda.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 5. FINANCIAL 5.1. Financial Statements as of November 2013. RHA operated at a surplus of$1.2M through October which includes a gain from the sale of Phase I of Sunset Terrace.The LIPH properties generated a gain of$910k(including the gain on sale).The Senior Properties generated a surplus of$278k.The Market Rate properties generated a surplus of$295k and the Section 8 program operated at a loss of $267k.Net Assets amounted to$32M at the end of November with$7.5 categorized as unrestricted.RHA held$8.9M in cash and liquid investments including the restricted proceeds from the Sunset Terrace sale in the amount of$987k.These restricted proceeds will be used to help finance the construction of the Kirkland Avenue Townhomes now underway.RHA also opened a new line of credit with JP Morgan/Chase and retired the existing line of credit with US Bank.The outstanding balance owed to JP Morgan/Chase at the end of November was$2.9M.The total available credit is$5M. 5.2. Section 8 Utilization Update Not experiencing lack of payment from other HA with lack of funding.At 102.68% 5.2.1. January HAP disbursement Disbursement of hcvp renewal funds.Letter from HUD saying they have not yet approved budget.Jan funding was$244,963. OLD BUSINESS 6.1. Sunset Terrace Update Two weeks out for inventory removal:for the rest of Sunset Terrace:Goal was Jan 22"d Declining our participation in the storm water facility:no funding due to cost. RHA would need to share the cost between$194,000 and$269,750 for expansion necessary to connect future development of the PIHA site to the regional facility.We do not yet know what will go on with PIRA so not a good idea to put money into it yet. 7. NEW BUSINESS 7.1. KAT field report.(Exhibit) Kirkland avenue townhomes,progress report. 7.2.Resolution 2449-2014:Resolution to submit one"Inventory Removal Application"to the U.S.Department of housing and urban development seeking permission to dispose of the remaining 84 public housing units at sunset terrace. Resolution 2450-2014:RHA staffs recommend that the Board of Commissioners sanction disposition of the following list of decommissioned and obsolete cell phones by donating them for appropriate recycling to a local nonprofit agency.These cell phones are on an old service carrier that RHA no longer uses and thus are of no further use to RHA.
