Work will be conducted on properties identified as 4235 Williams Ave. N. (0518500260), 4229 Williams Ave. N.(0518500270), 4223 Williams Ave. N. (0518500280), and 4217 Williams Ave. N. (0518500290). The project sites are zoned Residential-10 (R-10), and are on the shoreline of Lake Washington , approximately 0.16 miles from May Creek (See Exhibit 2). The shoreline is designated as High Intensity, and is within the LW -C: Lake Washington Reaches . All properties within the work area are built with existing single family homes. Work will take place in the water work window opening July 16th, 2018 and closing December 31st, 2018. It is anticipated that work will begin in November, or December 2018. The work is necessary because the existing logs are coming loose from their anchors and could represent a hazard in the future if not maintained. The proposal would be exempt from SEPA in accordance with WAC 197-11-800(3) Repair, remodeling, maintenance activities. The applicant indicated that the fair market value for the project would be $4,000. An exemption to the need for a Shoreline Development Permit may be granted to any development of which the total cost or fair market value does not exceed five thousand dollars ($5,000.00), if such development does not materially interfere with the normal public use of the water or shorelines of the State. 2. The re.anchoring of the existing logs constitutes: “Normal repair”, meaning to restore a development to a state comparable to its original condition, including but not limited to its size, shape, configuration, location and external appearance, within a reasonable period after decay or partial destruction, except where repair causes substantial adverse effects to the shoreline resource or environment . The proposed development is: Consistent with the policies of the Shoreline Management Act . Consistent with the guidelines of the Department of Ecology where no Master Program has been finally approved or adopted by the Department. Consistent with the City of Renton Shoreline Master Program. SIGNATURE & DATE OF DECISION: DateJennifer Henning RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be reopened by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision , there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14 day appeal time frame. APPEALS: The administrative land use decision will become final if not appealed in writing together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on September 25, 2018 (RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and additional information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City Hall, 7th Floor, (425) 430-6510.
