1.0 PROJECT OVERVIEW
The existing site is a partially developed 0.93-acre lot located in the northwest quarter of the
southeast quarter of Section 18, Township 23 North, Range 5 East, Willamette Meridian, City of
Renton, King County, Washington. Specifically, the site is at 361 Rainier Avenue South, Parcel
No. 000720-0209. See Figure 1.2, Vicinity Map, for a graphical depiction of the exact site
location.
The existing site has a restaurant building that sits at the northeast corner of the site. There is a
former building pad on the south half of the site that is currently a grass covered area.
Surrounding the existing building and grass pad is a paved parking area. There is storm sewer
on site that collects and conveys stormwater off site to the storm sewer in the right-of-way of
Rainier Avenue. See Figure 1.6 for the Existing Conditions Map.
The proposed Chick-fil-A quick serve restaurant project proposes a 4,195-square-foot building
and associated utilities with new on-site curb, sidewalk, and asphalt pavement for parking and
maneuvering and drive-thru facilities. A stormwater system is proposed that will collect, convey,
and detain stormwater on site. See Figure 1.7 for the Proposed Site Map.
Permits associated with this project include:

The proposed improvements will require the site to implement formal flow control and water
quality treatment per the 2017 Renton Surface Water Design Manual. A Full Drainage Review is
required. See Figure 1.5 (Figure 1.1.2.A Flow Chart For Determining Type of Drainage Review
Required). This is discussed further in Section 4.0 of this report.
A Geotechnical Report has been provided for the project site by Terracon and is provided in
Section 6.0 of this report. Full infiltration is not recommended on site due to high groundwater
elevation during the winter months. This is discussed further in Section 4.0 of this report.

2.0 CONDITIONS AND REQUIREMENTS SUMMARY
Core Requirement #1: Discharge at the Natural Location:
Response: The on-site stormwater conveyance in its existing condition is connected to the
abutting City storm sewer. Because of the urbanized nature of the surrounding area of the site,
underground storm conveyance is the only outlet for stormwater generated on the subject site.
Core Requirement #2: Offsite Analysis:
Response: A Level 1 Off-Site Analysis is provided in Section 3.0 of this report that assesses
potential off-site drainage and water quality impacts associated with the development of the
project site.
Core Requirement #3: Flow Control Facilities:
Response: The subject site lies within a Peak Rate Flow Control Standard area. This means
that the site stormwater discharge will match the existing discharge. The proposed redeveloped
site will have approximately a 7% increase in impervious area. Once BMPs are implemented, as
outlined in the discussion of Core Requirement #9 and modeled against the existing condition in
WWHM, flows will pass the required parameters of the stormwater model. Per Section 1.2.3.1.A
of the 2017 Renton SWDM, an increase of up to 0.15 cfs in flow for the 100-year peak flow from
the site will be allowed.
Core Requirement #4: Conveyance System:
Response: A pipe conveyance network has been proposed for on-site stormwater collection and
will be designed to convey a minimum 25-year peak flow.
Core Requirement #5: Construction Stormwater Pollution Prevention (SWPPS):
Response: A Construction Stormwater Pollution Prevention Plan can be found in Section 8.0 of
this report.
Core Requirement #6: Maintenance and Operations:
Response: An Operations and Maintenance Manual will be provided to the owner of the
property and can be found is Section 10.0 of this report.
Core Requirement #7: Financial Guarantees and Liability:
Response: The Construction Bond will be calculated and provided by the contractor once
selected to perform the proposed site improvements.
Core Requirement #8: Water Quality Facilities:
Response: The proposed project will be a high-use site and will meet the requirements of the
high-use water quality menu. Water quality will be provided, including oil control and Enhanced
Basic Water Quality using a coalescing plate oil/water separator in series with a Modular Wetland
Proprietary facility.
Core Requirement #9: On-Site BMPs:
Response: The building roof and plaza frontage along Renton Center Way S.W. will be
conveyed to a 390± square-foot bioretention pond with an underdrain. The tributary area to the

bio-retention facility will be approximately 14% of the subject site and off-site improvements.
Special Requirement #1: Other Adopted Area-Specific Requirements:
Response: There are no additional Area-Specific Requirements.
Special Requirement #2: Flood Hazard Area Delineation:
Response: The site lies outside the 500-year floodplain per FEMA FIRM Map Panel 977 of
1725, Map number 53033C0977F, Revised May 16, 1995.
Special Requirement #3: Flood Protection Facilities:
Response: The subject site does not rely on any Flood Protection Facilities.
Special Requirement #4: Source Control:
Response: The proposed developed site will implement roof covering over the trash enclosure.
Special Requirement #5: Oil Control:
Response: The proposed developed site will be of the high-use designation. Oil Control will be
required.
Special Requirement #6: Aquifer Protection Area:
Response: The site does not fall within an Aquifer Protection Area Zone as depicted by the City
of Renton Groundwater Protection Areas Map (Reference 15-B of the City of Renton Surface
Water Design Manual).

3.0 OFF-SITE ANALYSIS
Due to the built up urban environment around the site, the adjacent lots around the subject site
are all established with building, paving and landscaping. They have stormwater infrastructure in
place. There is no off-site stormwater expected to enter the proposed site.
A Level 1 Downstream Analysis has been performed for the subject site and is described as
follows: A site visit was conducted by a Barghausen Consulting Engineers, Inc. engineer on
August 13, 2018.
Task 1: The study area consists of the subject site, surrounding sites of Fred Meyer Fuel, a strip
mall to the west, and a Firestone automotive shop to the north. It also includes the site frontages
along Rainier Avenue South to the east and Renton Center Way to the south. Storm
infrastructure carries captured stormwater north in the Rainier Avenue right-of-way. See Figure
3.1 for a Downstream Analysis Map.
Task 2: Upon Review of the site survey, performed by Barghausen Consulting Engineers, Inc.,
dated February 7, 2018, and available City of Renton GIS information and as-built drawings, a
complete study of the current on-site and surrounding area was completed. See Figure 3.1 for a
Downstream Analysis Map that shows the downstream infrastructure a quarter of a mile
downstream of the site. The final outfall of the site is the Black River Drainage Basin
approximately 2 miles downstream.
Task 3: A site visit was conducted by a Barghausen Consulting Engineers, Inc. engineer on
August 13, 2018. The weather was clear and sunny, the temperature was 88 degrees. A
thorough investigation of the downstream infrastructure was conducted due to some incorrect
information regarding downstream flow direction on the GIS information. The flow direction of
adjacent infrastructure in the right-of-way was verified.
Task 4: Upon Review of all off-site stormwater conveyance, there are no anticipated concerns
regarding the proposed site stormwater runoff contributing to the existing stormwater
conveyance. The site lies within a built-up urban environment with well-established stormwater
infrastructure. The site lies within the Peak Rate Flow Control Standard (Existing Site Conditions)
area as depicted in Reference 15-A of the City of Renton Surface Water Design Manual (included
in this report as Figure 3.2).
The proposed site improvements will include some BMP implementation such as treatment with a
bio-retention facility for a portion of the impervious areas of the site. The proposed site will create
a net increase in overall impervious area; however, implementation of the required BMPs will help
to match the previous site discharge rate. For these reasons there are no foreseeable negative
effects on the existing off-site stormwater infrastructure.
