A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting Administrative Site Plan Review, Environmental
Threshold Determination (SEPA), and one modification to the development regulations to construct a new 4,195 square
foot fast food restaurant with two (2) vehicle drive through lanes and 42 surface parking spaces located at 361 Rainier
Ave S. The existing building (formerly Diamond Lil’s Casino) would be removed. The subject property is comprised of
three (3) lots totaling 0.96 acres and is located in the Commercial Mixed Use Comprehensive Plan land use designation
and Commercial Arterial (CA) zoning classification. Vehicle access to the subject property would be provided on Rainier
Ave S and within an existing easement with the abutting Renton Center Shopping Center. The applicant has requested a
modification to the parking requirements to exceed the maximum number of allowed parking spaces. Additional site
improvements include landscaping and stormwater infrastructure that would provide conveyance, flow control via
bioretention, and water quality treatment. The applicant proposes to retain one (1) of the subject property’s five (5)
existing trees. The City’s mapping system indicates the site is within a High Seismic Hazard Area. Studies and reports
submitted with the master application include transportation impact analysis, stormwater technical information report,
geotechnical report, and arborist report.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-
Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14 -
day appeal period will follow the issuance of the DNS-M.

CONSISTENCY OVERVIEW:
Zoning/Land Use: The subject site is designated Commercial & Mixed Use (CMU) on the City of
Renton Comprehensive Land Use Map and Commercial Arterial (CA) on the
City’s Zoning Map.

For Project Mitigation:
The project will be subject to the City’s SEPA ordinance, RMC Title 4 Chapters
2-4, 6, 8, and 9, and other applicable codes and regulations as appropriate.
Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed
project. These recommended Mitigation Measures address project impacts
not covered by existing codes and regulations as cited above.
1. Compliance with the recommendations of the geotechnical report, which include additional foundation
support for the building to mitigate seismic induced settlement.
2. Implementation of a vehicle queuing plan, funded by the applicant, that will assist in directing traffic to the
restaurant’s drive-through and parking lot resulting in no queues onto abutting streets. The queuing plan shall
be reviewed and approved by the City prior to building permit approval.
Comments on the above application must be submitted in writing to Matt Herrera, Senior Planner, CED – Planning
Division, 1055 South Grady Way, Renton, WA 98057, by 5:00 PM on September 28, 2018. If you have questions about
this proposal, or wish to be made a party of record and receive additional notification by mail, contact the Project
Manager. Anyone who submits written comments will automatically become a party of record and will be notified of any
decision on this project. A copy of the subsequent threshold determination is available upon request.
