Lighting Impingement Response
Dear Mr. Clement:
I have reviewed the comments from the Muckleshoot Indian Tribe Fisheries Division Habitat
Program’s Karen Walter and would like to address her comments regarding cumulative light
contributions onto Lake Washington. Attached to this letter are fixture cutsheets and lighting
model calculations used in the design of the 4-87 Mitigation Hangar building.
Casne Engineering has been involved in, and performed Lighting Impingement Studies for,
several projects where lighting modifications have been made adjacent to both the Cedar
River and Lake Washington. We are familiar with the concerns that Boeing, the City of Renton,
and the Muckleshoot Indian Tribe put on minimizing light pollution on these nearby bodies of
water and the surrounding wildlife, and have prioritized this when discussing the design of
exterior lighting for the 4-87 Mitigation Hangar building.
To effectively minimize light impingement on to Lake Washington all fixtures selected to be
installed for pedestrian egress lighting on the exterior perimeter of the 4-87 building are fully
cutoff, fully shielded, IDA Dark Sky approved, and not to be installed at an elevation higher
than 12-feet above grade. These are identified in the attached lighting model as fixtures 1 and
2.
Located on the west side of the 4-87 building, four (4) floodlights are to be installed at an
elevation of approximately 80-feet above grade. These fixtures, identified as fixture 3 in the
attached lighting model, are to be aimed downward, directly at the aircraft, and designed
specifically to be pointed westward to avoid impinging light on to Lake Washington. These
fixtures will have manual controls and are not designed to automatically turn on at sunset, and
shall only be used when performing maintenance on aircraft located outside of the 4 -87
building’s hangar doors.
The attached lighting model also shows calculated, additional, light levels at the shoreline of
Lake Washington, with results averaging less than one-tenth of one foot-candle.
