CALL TO ORDER
Tim Searmg, Chair, called the March mee#ing to order at 4:30 p.m.
APPROVAL OF MlNUTES
Ron Regis made a motian seconded by Michael O'Donin to approve the minu#es as written. All were in
fa�or, motion appro�ed.
AUDIENCE COMMENT
Gary Bagnell, Renton Sailing Club, in#roduced hEmself to the Board explaining his affiliation with the
sailing club.
ANNOUNCEMENTS
The u�coming Seattle Symphony being held on March 10�'' and the City Winter conc�rt on March 11 and
the Renton Youth Day on April 11�h were annou�ced.
CONSENT
Renton Christian Schools r�quested use of Liberty Park for their fieid day acti�ities and use o# field #1
on Friday, June 4t" and �1 th and waiver of the fees. This annual eve�t has been held at Liberty Park for
a number of years now. Marge Richter made a motion seconded by Cynthia Burns to appro�e the
request. Afl were in favor, motion carried. �
Robert Higbee representing the American Bass Association requested ta hold three bass tournaments
at Gene Coulon Memarial Beach Park. The thre� da#es were May 15, 1999; August 28, 1999; and July
31, i 999. The Board concurred with staff recommendation and a roved #hose re uests.

Ms. Barfield Lucas was present to represent her graup hosting a picnic/family reunion in August. This
e�ent was planned for two days, one at Gene Coulon Memarial Beach Pa�k and the other at Liberty
Park. They requested $7,000.00 in funding assistance, wai�er of fees and a park to �E named after a
famiEy member, �endors to sell coffee & yogurt, etc. 5taff discussed the need to coordinate this size of
event with staff and discuss each of these items. It was explained the monetary request was not a
budgeted city expenditure and could not be considered. The naming of a park would be considered
separately and brought back to the Board when the policy was finafized.
Ms, Barfi�ld explained this was the 25t� year�f this picnic and participants would be attending from �8
different states. She understood ha�ing an inflatable toy for the children would require insurance and
withdrew that request. Staff further explained that amplified music is not allow�d in the park. Jerry
Rerecich, Recreation Manager, suggested a date be set for a meeting with the recreation and parks staff
�nd Ms. Barfield to discuss these requests and come back to the Board in April with a more specific list.
This request was tabled until the next meeting.
The National Rsfle Association requested to a hold a banquedauction at the Renton Community Center
at last month's meeting. The Board requested further details prior to �oting on this request. Jerry
Rerecich explained that no guns would be exchanged that e�ening, as the 3-day wai#ing period would
still be en€orced. Additionally there would be a heavy nyion zip tie placed on #he trigger to prEvent
accid�ntal discharge. Secur;ty personnel would be in place, Ron Regis made a motion seconded by
Michael �'Donin to appro�e the request. One person was opposed. Motion carried request appro�ed.

OLD BUSINESS
Glenn Kast gave an update on the status �f the Highlands Neighbori�ood Center reconstruction project.
He explained the architect had been hired after a re�iew w�th staff to come up wi#h the preferred floor
plan. The Higt�lands Neighborhood Association requested a larger gymnasium. However, council did
no# authorize additional funds to co�er this expense. it is anticipated to start construc#ion in June with
the apening rn January.
OTHER
There was discussion and questions regarding the proposed Performing Arts Center at the high school
and the city's �nvalvement.
