Chair, AI Dieckman, called the May 1Z, 2010, meeting to order at 4:35 p.m. Rall cali
was taken; Board Member Larry Reymann was absen#. Mike 0'Donin made a mation
seconded by Cynthia Burns to excuse �arry's absence. All were in fauor, motion
carried.
II. APPROVAL OF AGENDA
A motion was made and seconded to apprave the agenda as �resented. All were in
favor, motion carried,the May 2010 agenda was approved.
Ill. APPROVAL OF MINUTES
Mike O`Donin made a motion seconded by Cynthia Burns to appro��the April minutes
as written. All were in favor, mo#ion carried, minutes approved.
1V. RUBlIC COMMENT
Gary N�wton, 210z Dayton Avenue NE, introduced himself and stated he was present
to�oice his concerns regarding bicyclists on the trail following the unfortunate
incident wh�re a walker died of injuries after being hit by a cyclist . He has walked the
trail for years and is concerned that n�thing has been done to resolve the on-going
prohlem. The problem is much worse on weekends and Gary feels that Bike Clubs are

large�y at fau�t and do not fo�low the rules, There are numerous close calls and many
of the bikers exceed the speed limit. Terry Higashiyama, Admini5trator,t�ar+ked Mr.
Newtor� for h�s comments and attendance and noted we would be diswssing this
tapic late� in the mee�kin� and encouraged him ta stay for the meeting and d�scussion.
Jim McClaflin, Renton Sailing Club, was also present to express his apPreciation from
the Club and introduce himself. Currently the Club has classes at Gene Coulon
Memorial Beach Park three times a week. Jim loaks forward to working with the Staff
and Board.
V. APPROVAL OF MINUT�S
A motion was made by M�ke O'Donin and seconded by Larry Reymann to a}�pra�e the
March minutes as w�itten, all w��e in favor, motion carried. The March 2010 minutes
were appro�ed as submitted.
BOARD COMMUNICATI�N
Ar�ar Day Earth Dov
Bonnie Rerecith noted we had approximately 140 community volunteers incl�ding 10-
12 groups in addition to ind��idual citizens. Parks did a great job. May 15th witl be our
next event "Green and Clean" at 9:00 a.m. at the Highlands Library. Cynthia Burns
commented how people attending Earth Day came from as far away as Covington. AI
Dieckman noted how well organized the e�ent was with stations to move participants
efficiently.
Mike D'Donin asked why Liberty Park bal�field is closed sometimes, Be�ng aware of the
high demand and need for practice fields he felt if a game isn`t scheduled the fields
5hould be open for anyone to play/practice. Kel�y Beymer said she would check on it.
VI. CONSENT
5pec�a!Events Ordinance
Bonnie Rerecich and Ann Nielsen, City Attorney'sOoffice, re�iewed the Special E�ent
Ordinance. Bonnie noted the goals were to accommadate special events held within
the City with awareness to pro�iding quality customer serv�ce. Pre��ously the City
issued permits far certain aspects of event�with little or not cross departmental
communication. This ordinance will pro�ide the#oa�s to initiate a cohesi�e�rocess to
review all special e�ent activities. Th�s w�ll establish a 5pecial Event Committee and
centra#ize the process. Initiation of fees will help recoup costs associa�ed with the
event and administration of the permit process.
The Speciaf Events Committee will be camprised �f repre5entati�e from City
departments and/or agencies affected by the event. Th�committee will re�iew

applicatians to discern if a permit is needed and establisi� terms and conditions of
permits.
A pre-application meeting is encouraged and a $5D fee is due 90 days prior to event.
Applications will be available an line and at permi#ting counter as well as recreation
facilities. The City's web si#e will provide infarmation and frequently asked questions
in addition to resources for the e�ent's organizers.
Foilowing the event the organizer will be invited ta review wi#h#he 5pecial E�en#s
Commi#tee their experience and any ci�anges#hat may be needecf in the future.
Tim Searing made a motion to recommend to the City Council passage of the Special
E�ents Ordinance. The motion was seconded by Cynthia Burns, all were in favor,
motion carried.
VII. DISCUSSION/AGTION ITEMS
Troil Usape
Kelly Beymer discussed the unfortunate incident that occurred on the trait, an
accident between a biker and walker, resulting in the walker sustaining injuries
resulting in her death. Cur�ently our trail standards are above standards set, but this
accident warrants change. Staff discussians har►e inciuded a yellow dashed line for
bikers, new signage and educatir�g all users this is a multi-u5e traiR. Dismount zones
will be expanded to include the area between Che library and senior center, and speed
limits will be reduced fram 15 mph ta 10 mph. There is an enforcemer�t problem due
to allocation af police and there may be a need to engage the community or use
cadets to assist with this. We also intend to in�olve bike groups ta be part of the
solution. We must encourage the pubEic to report infractions, this will be an
educational process as many people fee} dialing 911 is for emergencies anly.
Teen Musical
Kris Stimpson reported that staff had warked hard to partner with Renton Ci�ic
Theater to co-sponsor the teen musical this year. We had lost funding during the
budget procEss late 2009. Renton Ci�ic Theater will absorb all the costs in turn for the
City wai�ing fees for u5e of Carca Theatre for the production. Andy O'Brien,
VJ Orduna and Kris worked c�osely to make th�s happen.
VII1. ADMINISTRATOR'S REPOR'�
Spring6rook Trai! WRPA 5potlight Trails Award
The WRPA annaunced the Springbrook TrailS Boardwalk Project was selected as the
ZD10 Class II award winner and was recvgn�zed at the WRPA annual awards banquet
on Thursday, April 15, ZO10.

The Gene Coulon Memorial Beach Park Plant Species Identification Walk Brochure was
chosen to be honored with a Citation of Mefit trom the WRPA.

Next Month's Meeting
At ne�ct month's meeting we will discuss dogs at Gene Coulon Park and the Special
E�ents Ordinance. We alsa a�e filing a letter of intent to apply for funds from the
MEAL(Healthy Eating Active Li�ing) putting preventio€� to work.
X. INFORMATION
Terry announced the formation of the KCLS library boarcf and currently fi�e positions
are available. She encauraged the Board to let any potential candidates know abou#
the�acancies and the application process. Additionally a summer picn,Ac schedule was
distributed and a letter of intent was submitted to participate in a grant promating
heal#�ier eating in communities.
