Subject: Land Use Permit Modification Narrative, 6xx Lind Ave NW, Renton, WA 98057
(Parcel: 4204201081)
General.
We propose to construct a 1879 sq. ft. single family residence with 237 sq. ft. attached
garage, including site work and utility connections. The site is on public water and
sewer. The existing site vegetation is lawn and scattered trees. The area of the parcel is
4000 SF. The parcel is 40 feet wide and 100 feet deep, running east -west.
Modification.
The code section being modified is RMC4-6-060
The segment of Lind Ave NW fronting the site is a dead end residential access street
with existing right-of-way (ROVV) width of 30 feet which includes a paved width of 20
feet. There is no existing sidewalk along this dead end street. Requesting that the
existing frontage improvements, existing pavement width, and the existing right-of-way
width be allowed to remain as is.
Reason.
The modified right of way dedication is per guidance from City staff upon determining
that the existing right-of-way (ROW) dedication is appropriate for the existing road and
projected improvements. The proposed residence is at the end of a dead end street and
will have very little impact on existing residences in terms of existing safety, function
and access and requiring us to make those improvements would cause substantial
financial burden.
Justification
a. The Modification substantially meets the policy directives and objectives of the
current City's Comprehensive Plan. It is the minimum adjustment necessary to meet
projected future use requirements.
b. Similarly, the proposed right-of-way dedication will allow necessary safety, function
and maintainability for future appropriate use of the roadway.
c. The reduced dedication will not be injurious to adjacent properties.
d. The reduced dedication will still allow all projected critical improvements for future
roadway design, and thus substantially conforms to the intent of the applicable roadway
design code and specifications.
e. As noted above, the site fronts the end of a dead end residential access street. That
is a good reason. It has been determined by City staff that the existing right of way is
appropriate.
f, The reduced dedication will have no adverse effects on other properties in the vicinity.
In fact, they may be relieved that in the future the City will not take a larger portion of
their land for road improvements and upgrades.
Summary.
The modified right of way dedication will still meet City of Renton road improvements for
Lind Ave NW, will still allowing a good and reasonable new home to be constructed on
the site.
