DESCRIPTION:The applicant is requesting a Tier 2 Temporary Use Permit and Environmental
(SEPA) Review (Exhibits 1-6) for the change of use of the north portion of an
existing 47,421 square foot distribution warehouse that is currently vacant to
an indoor recreational facility. The indoor recreational facility would provide a
membership based badminton club with 12 playing courts and an accessory
office space and pro shop within the 24,976 square foot north portion of the
existing warehouse. The project site totals 1.34 acres and is located within the
Medium Industrial (IM) zoning classification and Employment Area (EA) land
use designation. Indoor recreational facilities are not currently permitted in the
IM zone therefore the applicant has requested the Tier 2 Temporary Use
Permit. No exterior building or site construction is proposed at this time.
Proposed improvements would be to the existing building's interior. The
existing asphalt parking and loading area is proposed to be striped with 77
parking spaces. Two existing driveways on the site with access to Lind Ave
SW would remain unaltered. A seismic hazard area is mapped on the project
site. The applicant has withdrawn their request for a parking modification. The
applicant has passed the City's Traffic Concurrency Test (Exhibit 7).
The Temporary Use Permit is hereby Approved with Conditions * and subject to the following conditions:
*CONDITIONS OF APPROVAL:
1. Within 12 months of the approval of this Temporary Use Permit , the applicant shall submit a docket item
request to the Long Range Planning Division for a text amendment to the City's Development Regulations
to allow new indoor recreational facilities within the IM zone. The Temporary Use Permit shall expire five (5)
years from the date of this approval; or one (1) year following the date of a Renton City Council action on a
text amendment regarding indoor recreational facilities within the IM zone, whichever occurs first.

2. The applicant shall submit a revised site plan with the building permit application that complies with
parking quantity regulations which are a minimum and maximum of one (1) space per occupant based
upon 50 percent of the maximum occupant load as established by the adopted Building and Fire Codes. As
the maximum occupant load is 135 occupants, the applicants revised site plan shall provide 68 parking
spaces. The revised site plan shall be reviewed and approved by the Current Planning Project Manager
prior to building permit issuance.
3. A City of Renton Business license must be obtained prior to operation.
4. The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the
temporary use upon completion of removal of the use, or when the operation of the use ceases to exist.
5. The site occupied by the temporary use shall be restored to the original condition when the use ceases to
exist including restoration of site elements such as, but not limited to, landscaping vegetation and parking
stall striping.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation or
fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend
the original decision, there will be no further extension of the appeal period. Any person wishing to take
further action must file a formal appeal within the 14-day appeal time frame.
APPEALS: Appeals of the permit issuance must be filed in writing on or before 5:00 p.m. on October 05,
2018. Appeals must be filed in writing together with the required fee with Hearing Examiner, c/o City
Clerk, City of Renton, 1055 South Grady Way, Renton, WA, 98057. Appeals to the Examiner are
governed by City of Renton Municipal Code Section 4-8-110. Additional information regarding the appeal
process may be obtained from the Renton City Clerk's Office, 425-430-6510.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit ,
unless the Community & Economic Development Administrator or designee establishes a shorter time
frame or an applicant can request that a permit be valid beyond the one year expiration, for up to five
years at the time of application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior
to permit expiration to the Department of Community & Economic Development Administrator .
