2018 Street Patch & Overlay with Curb Ramps Project

Dear Jennifer Henning,
October 2, 2018
The City of Renton is proposing refurbishing seven sections of roadway. All project locations are
within the City of Renton in King County. One project location is adjacent to the Cedar River.
This project location is within Township 23 North, Range 5 East, and Section 17. See attached
neighborhood detail map and site plan. Project activities for this particular section will include
roadway grinding, roadway repaving, utility vault adjustments specifically to water valves, and
storm drain replacement. The project area is —1.47 acres within legal right-of-way (ROW).
The Cedar River runs adjacent to the northeastern project terminus. The project area is —15.2 feet
from the ordinary high-water mark (OHWM) of the Cedar River. The project occurs All work
will be limited to the existing wearing surface of Mill Ave S, S 2nd St, and Bronson Way S.
There will be no net increase in the area of impervious surface within the project area. No in -
water or over -water work will occur during this project, therefore the project is not anticipated to
have any aquatic impacts. No excavation or fill will occur for this project. Sediment and erosion
best management practices (BMPs) will be put in place to insure the aquatic environment is not
impacted. BMPs will include but are not limited to: silt fence installation and compost sock
installation. According to the United States Department of Agriculture (USDA) Web Soil
Survey, the project area is classified as 100% urban land. A stormwater conveyance system
currently treats stormwater drainage within the project area. The existing shoreline has both
natural elements as well as sections supported with rip -rap.
We believe that this project should be exempt from the shoreline substantial development permit.
Although the project is adjacent to the Cedar River, which is designated as a high intensity
shoreline, no in -water or over -water work will occur for this project. Project activities as
described above will be accompanied with the appropriate erosion control BMPs to make sure
the aquatic environment is not harmed. The project is exempt from further shoreline permits as it
meets the requirements of Section 4-9-190 (C)(3) of the City of Renton Municipal Code:
(3) Maintenance and Repair: Normal maintenance or repair of existing structures or
developments, including damage by accident, fire or elements.
(a) "Normal maintenance " includes those usual acts to prevent a decline, lapse, or
cessation from a lawfully established condition.
(b) "Normal repair" means to restore a development to a state comparable to its
original condition, including but not limited to its size, shape, configuration, location
and external appearance, within a reasonable period after decay or partial
destruction, except where repair causes substantial adverse effects to the shoreline
resource or environment.
(c) Replacement of a structure or development may be authorized as repair where such
replacement is the common method of repair for the type of structure or development
and the replacement structure or development is comparable to the original structure
or development inchiding, but not limited to, its size, shape, configuration, location
and external appearance and the replacement does not cause substantial adverse
effects to shoreline resources or environment.
