PROJECT DESCRIPTION:The applicant, King County Flood Control District, is requesting a Shoreline Exemption
and Critical Areas Exemption for geotechnical exploration at the Black River Pump
Station (BRPS), which would be classified as research and site investigative work.
BRPS is located at 550 Monster Road SW (APN 3779200090) in the Resource
Conservation (RC) zoning district. The 6.46 acre site is located within a high seismic
hazard area, a 100-year flood hazard area (FEMA Zone – AE), and the Natural
Environment Overlay District within Reach A of the Black River/Springbrook Creek
(BRSC-A). The existing BRPS is a surface water pump station that lifts all flow from the
Springbrook Creek system to the level of the Green/Duwamish River in the remaining
Black River channel. The pump station is a part of the Green River levee system that
protects the City of Renton and surrounding area from flood damage. Two (2) drilled
excavations in the existing cleared pump station yard are proposed to support
engineering analysis of seismic vulnerabilities at the station and planning/design of
remedial structural work as may be appropriate to improve resilience of the pump station
facility. Truck-mounted drill equipment would be used to complete the drilled exploration
of the strata beneath the pump station (roughly 100 feet below ground surface), one on
each bank adjacent to the pump house. Both sites are within the buffers of the Black
River channel and identified Black River Riparian Wetland Buffer located to the north of
the pump station. All proposed work would occur landward of the Ordinary High Water
Mark and no trees or other vegetation would be disturbed. The drilling is anticipated to be
completed in early November of 2018.

EXEMPTION JUSTIFICATION: An exemption from a Shoreline Management Substantial Development Permit is hereby
Approved on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System' and for the
following reasons:
Activities Necessary for Permit Application: Site exploration and investigation activities that are prerequisites to
preparation of an application for development authorization under the Shoreline Master Program.
The proposed development is:
Consistent with the policies of the Shoreline Management Act.
Not Applicable to the guidelines of the Department of Ecology where no Master Program has been finally approved or
adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.

RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if
the approval body finds sufficient evidence to amend the original decision , there will be no further extension of the appeal
period. Any person wishing to take further action must file a formal appeal within the 14 day appeal time frame.
APPEALS: The administrative land use decision will become final if not appealed in writing together with the required fee
to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on November
19, 2018 (RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City Hall, 7th Floor,
(425) 430-6510.
