CONSTRUCTION MITIGATION DESCRIPTION:
The NE 38th Street Short Plat proposes 8 single family homes with improvements to NE 38th Street,
Lincoln Avenue NE and construction of a private access road to allow for emergency and road access
into the development. Construction is anticipated to begin January 1, 2019 and end by August 31, 2020.
The hours and days for construction shall within the City of Renton allowable noise ordinance codes
from Monday to Saturday and generally from 7 am to 6pm during Monday to Friday and 8am to 6pm on
Saturdays. Proposed hauling shall come from the north along NE 44th Street off of Interstate 405 Exit 7
and connect southward to Lincoln Avenue NE.
Construction mitigation shall reduce dust during the construction period by employing water trucks and
sweeping streets adjacent to the construction area. Traffic and transportation impacts shall minimize
impacts to Lincoln Avenue NE by not constructing in the right‐of‐way during the weekday or weekends
as much as possible. When construction is required along Lincoln or NE 38th Street, the trenching or
other construction activities shall be outside of peak hour traffic periods. Erosion that may be
transported from the site shall be minimized by employing silt fencing and other erosion control Best
Management Practices acceptable to the City of Renton. These proposed BMPs shall be reviewed by the
City during construction plans review. Mud shall not be transported offsite or will be reduced by
construction a rock construction entrance and street sweeping. Noise shall be minimized and abide by
the City of Renton noise ordinance code. There is not expected to be any special hours proposed for
construction or hauling for this site since traffic is anticipated to be at most reduced down to a one lane
road with certified flaggers controlling traffic flow thru the one lane road during limited in right‐of‐way
utilities improvements. These improvements include construction of a sewer crossing to the existing
sewer on the northbound side of Lincoln Avenue NE and connection to the existing water main located
on the southbound side of Lincoln Avenue NE. A preliminary traffic control plan shall be submitted for
review and approval through the City of Renton Development Services prior to construction activities
starting.
