Preliminary Construction Mitigation Plan 10/8/18
Proposed Construction Schedule
Subject to preliminary short plat review and civil construction permit approval, demolition and site
development is expected to begin in the first quarter of 2019 and continue through the second quarter
of 2019. House construction on the future lots would then occur in the second half of 2019.
Hours and Days of Operation
Construction activities will be limited to 7 a.m. to 8 p.m. Monday through Friday and 9 a.m. through 8
p.m. on Saturday. No work is anticipated on Sundays.
Proposed Hauling/Transportation Routes
The site fronts on Elma Ave NE, which is well connected to Duvall Ave NE via either NE 1st Place and NE
1st Street. Duvall Avenue is a main north‐south thoroughfare. Duvall Avenue first connects with NE 4th
Street to the north, which provides access into the north Renton downtown area. Further north, Duvall
Avenue intersects Sunset Boulevard NE, which provides direct connection to I‐405 for regional north‐
south transportation. Site earthwork is expected to mostly balance with no significant import or export
operations.
Mitigation Measures
A stabilized construction entrance will be implemented to minimize track out of mud during wet period
and to minimize dust during dry periods. Street sweeping and sprinkling with water will be employed to
minimize mud and dust migration. No mass import/export operations are anticipated that would cause
traffic impacts. Construction operations will be done during the City’s permitted work hours to mitigate
noise and other noxious characteristics.
Special Hours
No special hours outside of standard City of Renton construction hours are anticipated.
Preliminary Traffic Control Plan
Project construction will only take place within Elma Ave NE. Most work will be limited to curb, sidewalk
and driveway modifications. Sidewalks are present on the opposite side of the street, so “use other
side” signage will likely be implemented. Two utility connections (water and sewer) are planned for the
driving lane in Elma Avenue. These connections will cause only short term interruptions during the
middle of the day. If necessary work areas will be plated so that
traffic will not be impeded during the evening hours or over night.
This segment of Elma Avenue is a quite street. Traffic control may
be limited to “one lane road ahead” type warning. A detailed
traffic control plan will be prepared by the contractor, based on
their specific schedule and plan of operations.
