Project: Northwest Gourmet Freezer Addition, AHBL No. 2160966.10
Subject: Street Frontage Improvements Deviation Request
Dear City of Renton:
I am the Civil Engineer for the Northwest Gourmet Freezer Addition project located at 600 SW
7th Street, Renton, Washington. Detailed frontage improvement requirements for the project
were provided in the Pre-Application Conference Summary letter dated July 12, 2018. This
summary identifies SW 7th Street as a minor arterial street with an available right-of-way width
of 80 feet. Per RMC 4-6-060, the minimum right-of-way width required on a minor arterial is
91 feet with four lanes totaling 54 feet and street improvem ents. Street improvements include
an 8-foot sidewalk, a 0.5-foot curb, and an 8-foot planter strip. This would require 5.5 feet of
right-of-way dedication along the frontage.
In accordance with the City of Renton Submittal Requirements Modifications packet, I
respectfully request permission to deviate from the aforementioned street frontage
improvement requirements because they would not be harmonious with existing street
improvements located adjacent to the subject property. Instead, I request permission to
maintain the existing curb and gutter, 8-foot wide landscape planter, and sidewalk. No right-of-
way dedication would be required. The proposed frontage substantially implements the policy
and objectives of the Comprehensive Plan Land Use Element and Community Design Element
and would be harmonious to the surrounding area, while conforming to the original intent of the
code. Based on engineering judgement, the existing pavement, curb, and sidewalk are safe,
functional, environmentally protective, easily maintainable, and maintain the appearance of the
surrounding parcels. The proposed improvements will not be injurious or create adverse
impacts to other properties in the vicinit y since almost all property located on SW 7th Street has
similar frontage improvements. There is no indication that the storm drainage system or
lighting located at SW 7th Street needs to be improved.
