RENTON MUNICIPAL ARTS COMMISSION MINUTES

Call to Order: Meeting was called to order by RMAC Chair, Neil Sheesley at 6:00 pm.
Introduction of Guests:
Kennvdale Water Tower Proiect: Abdoul presented the water tower project in Kennydale and explained that art
on the tank is required by code and Public Works is seeking support from the Arts Commission to select the art
and help shape the concept of the design. With feedback from the Arts Commission, Public Works will publish
an RFP to solicit designs from artists and select two artists to create 3 options each that will be presented to the
public and the Arts Commission for selection. Tower construction is scheduled to begin in January 2019. The
art will be applied (tentatively) near the end of 2019.
Vi�or Fitness mural—Artist, Alexander Codd, approach the Arts Commission seeking guidance for the design of
the mural for the Vigor Fitness Building located at 332 Burnett Ave S. The theme of the mural was originally
designed to reflect community with the adage, "stronger together."The Commissioners requested a budget for
the project and a few concepts (and scopes)to select from. Alexander will prepare a couple of concepts for
review by mid-October. The painting of the mural is projected to take place in spring of 2019.
Approval of Minutes:The August 2018 minutes were read and approved. MSC(Mary/Kim)
Correspondence and Announcements:
• Reminder: Local Arts Agencies September meeting will be held at the Renton History Museum on
Thursday, September 28, 2018 beginning at 9:30am. Sam and Evelyn have agreed to help with the
hosting/breakfast service.
• Art in Sunset Park—Community Services (Leslie Betlach) responded to the letter from the Arts
Commission stating the intent to assist with the selection of art for the park using the funds
generated for the 1%for Art fund from the project budget and making the request to house the
Turtle in the park. Community Services expressed the need to find a different home for the turtle
(which they believe does not have a place in the adopted Master Plan for Sunset Park) and their
eagerness to work with the Commission to incorporate art in the Park. Next steps: Mary, Marsha,

Dave and Neil would like to be a part of a continued conversation with Community Services. A
meeting will be set up in the upcoming weeks.
• Elizabeth announced that this will be her last Arts Commission meeting as the Liaison. She will
continue to serve as a support for the Arts Commission and help in the transition as she moves
closer to retirement.
Budget:
• The 2019/2020 budget process is still under review.
• An inter-department meeting including Public Works, Community Services, CED and Finance was held
to discuss the 1%for Art collection process. Finance has created a process by which the 1%
contributions will be collected from each department based on a 3, 5 or 10 year average of eligible
project costs. The code is currently being re-defined to simplify the process and make the collection
more efficient.
General Business:
• Artech has been contacted to propose maintenance solutions for several pieces of outdoor art in the
City's inventory. The next step is to meet with Facilities to determine timeline and budget for these
projects.
• Elizabeth is conducting a survey of the City's art inventory and updating the record with accurate
images and current locations.
Galvanizin�Art Prolects:
New Business:
• Renton's Own Rock Show—Dave Samek presented on a concert to celebrate and showcase the new seats
and marquee at the Renton Civic Theatre. The proposed event is scheduled for November 3rd between 7
and 10pm and will feature two local bands (the Kennydales and the Disco Cowboys) and a live artist
demonstration by Kevin Ducoing. The ask to the Arts Commission is to support the project with $3,500 to
cover the cost of venue staffing, marketing, bands and sound services. A motion was made and approved
to support the proposed event and budget as presented. MSC(Evelyn/Marsha)
• Wine Walk—A call for artists has gone out offering free exhibit space on the evening of the wine walk,
September 28. Space will be available at Merrill Gardens and the Pavilion for artists to display, demonstrate
and sell their work.
• Olde Fashioned Halloween Event&Scarecrow Competition—The Arts Commission is sponsoring(through
an awarded 4Culture grant to the Renton Downtown Partnership) a scarecrow completion on October 27,
2018. Businesses and the public have been invited to build scarecrows to display downtown forjudging
during the Halloween Party between 1 and 4pm. The Arts Commission is invited to host an activity on the
day of the event in Main Street Square.
• New Year'S Eve Concert—Neil proposed the third annual New Year's Concert at the Civic Theatre which
will feature 2 bands (including Exit 266 and a second band TBD). The proposed budget is $5,000 to cover
the venue, band fees, lodging for the bands, marketing and party favors. A motion was made and approved
to support the proposed event and budget as presented. MSC(Kim/Dave)
Old Business:
• Pop-up PARK(ing) Day—The event this year is Friday, September 21 between 4 and 8pm. Sam and Susan
have volunteered to help the day of the event, but no one has stepped up to design and construct a

parklet. Evelyn and Neil have offered to serve as judges to select the best parklet. An invitation to the next
PARK(ing) Day planning meeting will be sent to the Commission.
• Creative Community Landscape Masterclass—Kim presented on the success of the free community
painting class that was held on Sept 1 at the MLK Baptist Church in the Highlands. Two sessions were
offered and hosted by local artists, Ned Mueller and Donald Leonard. Each session had 15 people and the
event exceeded its goal to break down barriers to art education and bring the community together to enjoy
and celebrate in the creation of art.
• South Renton Neighborhood—A call for artists has gone out for the fire hydrant painting project in South
Renton.The deadline to submit your application/interest in the project is September 28. The plan is to
paint 20 hydrants before the end of October.
• Utility Box wraps in Sunset(update)—The artist has submitted two design concepts created from the
children's art at the Sunset Summer camp and is working on the third. The goal is to have all three utility
wraps completed by the end of the year.
• City Center Parking Garage Display Cabinets (update)—The artist has completed the five unique designs
(presented to the Commission) and the City is currently working with the vinyl installers to schedule a date
for installation.
• Boone Kirkman mural (update)—The initial concept was presented to the Commission for review. A few
concerns the Commissioners had were with the placement of the mural in proximity to the business sign on
the side of the building.
• Dragon Update—Marsha is working closely with Western Neon to build out the head of the dragon.The
goal for installation remains October 27, but it is possible the tail and wings will need to come at a later
date. The possibility of organizing a naming contest for the dragon was brought up.
Committee Reports:
Grants:
• The 4Culture grant was re-opened to receive applications, but nothing new was received. The
remaining$3,500 will be used to fund remaining 2018 Arts Commission GAP projects.
• Elizabeth will complete the application for the 2019/2020 4Culture Sustaining Art Grant due October
17.The Commissioners have requested an emphasis be placed on using art to increase public safety
and create placemaking opportunities in the community.
