I have been asked to prepare this Technical e-mail to respond to the City Traffic Comments contained in the notes
from the Pre-Application meeting dated July 12, 2018, copy attached.
The pertinent comments are noted below including item #39 from the City’s standard checklist that was not
checked NA:
My understanding is the proposal is to replace (6) at 8’x40’, 1,920 square feet, of existing temporary trailer box
freezers (the attached Site Aerial depicts 4-trailer box freezers) with ~6,386 sf of freezer storage space. The ITE Trip
Generation 10th Edition provides traffic generation for a variety of Land Use Codes. Storage space is LUC 150; and
per ITE data the trip generation rate for this LUC is 0.19 PM peak hour trips per 1,000 sf. The freezer addition is
projected to add maybe one PM peak hour trip. No new accesses to the City street grid is proposed, inspection of
the existing driveways shows excellent sight lines. Based on my Traffic Review no Traffic Study should be needed.

The City identified a TIF rate of $1.29 per sf based on mini-warehouse, this LUC has a comparable trip generation to
warehouse/storage being proposed. The City’s TIF’s are based on a Rate Study for Impact Fees for Transportation,
Parks and Fire Protection dated August 26, 2011 prepared by Henderson Young and Company. The City’s Rate
Study trip generation data is based on the 9th Edition of the Trip Generation. Table 8 in the Rate Study, pertinent
section, is depicted below:
The Trip Generation rate for Warehouse/Storage in the 10th Edition is 0.19 PM peak hour trips per 1,000 sf. The
City’s TIF for a mini-warehouse is based on a TG rate of 0.26. Thus pro-rating to reflect the 10th Edition data the
appropriate TIF rate for the proposed use is $0.94 per sf (0.19/0.26 x $1.29). The net added sf of Freezer Storage
space, 4,466 sf (6,386 sf – 1,920 sf) calculated TIF is $4,198.
The existing street frontage to the site is improved with cgs and thus a request for a street modification is warranted.
Summarizing:
This Technical e-mail provides response to the City Traffic Comments on this project.
The proposed project to add ~6,386 sf of freezer storage space (replace 1,920 sf of existing trailer freezer space)
would have negligible traffic impact, per ITE data maybe one additional PM peak hour trip. No new access to the
street grid is proposed and the existing accesses have good sight lines. No Traffic Study per City item #39 is
warranted. Further, the City TIF is based on the out of date 9th Edition of the Trip Generation. The pro-rated TIF rate
for the proposed addition is $0.94 per sf. Additionally, I understand that the applicant will be requesting a street
modification to keep the existing cgs improvements in place that is reasonable.
