The City of Renton invites you to respond to a Request for Proposal (RFP) for brokerage services for our self-funded health insurance plan and ancillary employee benefit plans. This document includes brief information about the City's benefits, instructions and deadlines for submitting a proposal, and an RFP questionnaire. About our Plans The City is pleased to provide a comprehensive and affordable benefits program to 550 eligible employees working 20 or more hours a week. The City offers a self-funded medical, prescription, dental, and vision plan, currently administered through Health Management Administrators (HMA) and Envision Rx. The individual stop loss is currently set at $250,000. The Plan is "grandfathered" under the Affordable Care Act. The health plan has no deductible, a $30 copay for office visits with comparable copays for other services, and out of pocket maximum of$500/Individual and $875/Family. The plan uses the Regence network, with a small cost difference to the member for using out-of-network providers. The plan has been self-funded for over 25 years, and is run on a calendar year. Employees may choose to participate in Kaiser Permanente as an alternative to the self-funded plan. Less than 5% of employees currently elect Kaiser. Ancillary benefit plans include Life and Disability plans currently through Standard Insurance, Flexible Spending Accounts currently through Benefit Administration Company, and an Employee Assistance Program currently through First Choice.The health plan is governed by the Renton Employee Health Plan Board, with the strong involvement of union representatives. 2019 Employee monthly premiums for self-funded medical, prescription, dental, and vision plans: Employee cost is based on hours scheduled to work per week Coverage Tier 40 hours (8%cost share) 30-35 hours 25-30 hours 20-25 hours Employee $59.22 $185.06 $277.58 $370.08 Employee and 1 Child $99.78 $692.12 $784.64 $877.14 Employee and Two or More Children $132.18 $1,096.92 $1,189.44 $1,281.96 Employee and Spouse $134.42 $1,125.30 $1,217.82 $1,310.32 Employee,Spouse,and 1 Child $175.00 $1,632.38 $1,724.90 $1,817.40 Full Family $207.40 $2,037.20 $2,129.72 $2,222.22 The City also provides a separate self-funded health insurance plan, or a Kaiser Permanente alternative to police and fire fighter retirees who are members of the Law Enforcement and Fire Fighters Plan 1 (LEOFF 1). The self-funded plan is currently administered through HMA. There are no premiums, deductibles or copays for this plan. No questions will be accepted verbally or in written format other than email. If you would like to receive a copy of all questions and responses, please provide your contact information before the final date to submit questions. B. Preparation of Proposal: Responses are due bv January 25, 2019 at 5:00 pm. Respondents must submit one electronic copy (either flash drive or email), and five paper copies of their proposal. Proposal must be received at the address above on or before the deadline. C. Services and Prices: The pricing should be based on the minimum scope of work included in your fixed pricing. We understand that you may have additional and desirable services that are outside of the scope of the "standard services." Please include or highlight those services separately. D. Interviews: The City will conduct finalist interviews with those selected. The tentative schedule for interviews which will be conducted City Hall is outlined below. Additionally, the City may request a site visit to meet teams prior to final selection. E. Contract Negotiations: Upon completion of the evaluation and selection process, contract negotiations will commence to ensure that both parties have a clear understanding of the relationship. F. Award:The City reserves the right to reject any Proposal,which is in anyway incomplete or irregular. In making a decision to award a contract, the City may consider any and all factors and information which the City feels has bearing on the decision. G. Disclosure of Proposal Contents: All proposals will be held in confidence during the process. However, as a government agency, the City may be required to disclose material sent to us based on a Public Records Request. It is our practice to inform you prior to the release of such information. H. Timeline: The City reserves the right to modify these dates. Your Company We would like to learn about your firm. 1. Describe your company including local environment, organizational structure, and number and type of consultants. 2. Tell us about the profile of your clientele for the local office. i. How many employers are small under 200, mid-market 200-2500, and large? ii. How many are self-insured and fully insured? iii. How many are public sector and private sector? 3. Who are the top three health plan carriers or networks that you use and what percent of your clients are in each. B. Consulting Team Tell us about the team proposed to handle our account. 1. Please provide the bios and experience of the team. 2. Provide the profile of accounts that are handled by this team. 3. How do you handle turnover or replacement of service team members? 4. What is your firm's process for ensuring customer satisfaction? C. Strategic Planning What is your model for strategic planning? 1. Tell us about your approach to forecasting and setting rates and funding levels. 2. Describe your approach to building strategies based on cost and employee satisfaction. 3. Describe your recommended approach for evaluating and managing high cost claims. D. Compliance Tell us how you help in our obligations to be compliant with State and Federal requirements, including your experience related to requirements for government employers in Washington. 1. How do you provide compliance information, examples are helpful. 2. Does your firm have in-house legal counsel or contract for such services? 3. Do you perform compliance audits of our plans? 4. Do you provide a review of plan documents independent of carriers? 5. How do you assist clients with HIPAA awareness and compliance? 6. Do you provide service or support with 1095 reporting? E. Annual Renewals Describe your process for annual renewals, including timelines. 1. How do you assist in selecting the proper risk profile with regard to stop loss? 2. Reporting Tell us about your reporting methods and frequency. 1. Provide samples of monthly, quarterly, and/or annual reports. 2. Would your analysis include actuarial review of our utilization? 3. Do you have benchmark data to assist us in understanding our utilization patterns? What is the source of this data and how is it used? G. Participant Advocacy Plan Participants occasionally have difficulty understanding coverage or claim payments, and errors do occur. The City has a strong commitment to ensuring our employees receive excellent customer service and support in claims advocacy. 1. Do you provide direct participant customer service? 2.
