Attached are letters we received from private developers who intend to develop
properties within the proposed Revitalization Areas which are proposed as part of the
City's potential pursuit of Local Revitalization Financing. We also received several letters
of support from other major property owners in the areas and the Renton Chamber of
Commerce, which are also attached.

As the principal developer of the Hawk's Landing project in Renton, I am writing to extend my
enthusiastic support for the City's pursuit of Local Revitalization Funding under SSB 5045—
Chapter 270, Laws of 2009.
As you know, Hawk's Landing is a planned mixed-use development located on an eight acre
parcel perched just above Lake Washington, within the proposed Port Quendall Revitalization
Area. We are working on an exciting redevelopment plan that, in its first phase, will result in
construction of a 173-room hotel. Future phases will include several hundred housing units, as
much as 600,000-square feet of professional office space, as well as associated retail and
restaurants. When completed, thousands of people will stay, live, work and shop at Hawk's
Landing and the project will generate millions of dollars a year in new tax revenue for the City of
Renton and the State of Washington.
While our vision for Hawk's Landing is exciting, there is a significant amount of public
infrastructure necessary to facilitate this redevelopment. Public investment in this area is
essential if we are to move forward. To that end, I welcome the City's pursuit of Local
Revitalization Funding and pledge my full support to working with you and your team to bring
about redevelopment of Hawk's Landing.

As the re-development representative for Altino Properties and J.H. Baxter, owners of the
Quendall Terminals property in Renton, I am writing to extend their enthusiastic support for the
City's pursuit of Local Revitalization Funding, under SSB 5045—Chapter 270,Laws of 2009.
As you know,the Quendall Terminals property is approximately 20 acres in size and is located
on the eastern shores of Lake Washington, within the proposed Port Quendall Revitalization
Area. For more than 20 years, our clients and the entire Renton community have envisioned
redevelopment of the Port Quendall area. Previous decades of industrial activity have resulted in
the United States Environmental Protection Agency ("EPA") designating the property as a
Superfund site. The owners are now working with the EPA to design a clean-up plan. It is our
hope that this clean-up plan could be implemented simultaneously with redevelopment.
However, the cost of cleanup and the lack of necessary public infrastructure in the area have
been significant hurdles in our efforts to bring this parcel to the marketplace.
We are currently working on an exciting re-development plan that would result in more than 650
units of new waterfront multi-family housing, more than 200,000-square feet of office space,
associated retail and restaurant space, as well as several acres of shoreline restoration and public
waterfront access. Essentially, we will be enabling the creation of an entirely new waterfront
community—one with housing,jobs, and recreational activity—on property that lies fenced and
fallow today. As soon as construction begins and for every year thereafter, the redeveloped
Quendall Terminals will generate millions of dollars in new tax revenue to the City of Renton
and the State of Washington.
While the owners' vision for Quendall Terminals is exciting,there are many challenges to
realizing this vision. Public investment in the development of infrastructure in and around the

As the owner and developer of the Southport project, I am writing to extend my
enthusiastic support for the City of Renton's pursuit of Local Revitalization Funding,
under SSB 5045—Chapter 270, Laws of 2009.
As you know, Southport is a planned mixed-use development located on Lake
Washington,within the proposed South Lake Washington Revitalization Area. We have
already developed 400 multi-family units as the first and second phases of this project.
But, we have been working since 1999 to realize the project's full build out, which will
also include 750,000-square feet of professional office space and a 350-room waterfront
hotel. Once completed, Southport will be a wonderful home to hundreds of people,an
exciting place of work for thousands more, and a destination for tourists for many years to
come. In addition, Southport will generate millions of dollars a year in new tax revenue
for the City of Renton and the State of Washington.
While our vision for Southport is exciting, there is a significant amount of public
infrastructure necessary to facilitate this redevelopment. Public investment in this

Washington. What was once a brownfield site under the jurisdiction of the State of Washington
Department of Ecology,has become an iconic symbol of revitalization in the Port Quendall area.

ORDINANCE NO. 5482
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, DESIGNATING THE
PORT QUENDALL AREA OF THE CITY OF RENTON AS A REVITALIZATION AREA
AND SPECIFYING PROPOSED PUBLIC IMPROVEMENTS TO BE MADE WITH
LOCAL REVITALIZATION FINANCING.
WHEREAS, the Washington State Legislature recently passed second substitute Senate
Bill 5045, which provides limited amounts of state funding to help finance the cost of public
infrastructure improvements through the Local Revitalization Financing ("LRF") program; and
WHEREAS, the City of Renton ("City") concurs with the State legislature's position that
investment in public infrastructure promotes community and economic development in that it
stimulates business activity and the redevelopment of brownfields and blighted areas, creates
jobs and promotes efficient land use; and
WHEREAS, the City concurs with the State legislature that there is a public interest in
investing in these projects; and
WHEREAS, the City of Renton ("City") anticipates that the LRF program will both
improve the viability of existing businesses within the designated Revitalization Area and attract
new businesses to the designated Revitalization Area; and
WHEREAS, development in the designated Revitalization Area would not likely occur
without the assistance of the LRF program; and
WHEREAS, the improvement projects proposed through the LRF program, listed below,
will increase employment opportunities and private investment within the Revitalization Area,
and generate sufficient local revenues that will equal or exceed state and local contributions;
and

WHEREAS, the City does not intend to use the LRF program for the purpose of
relocating an in-state business from outside the Revitalization Area; and
WHEREAS, the City will consider dedicating a portion of its excise tax and property tax
allocation revenues needed, together with other resources, for a period not to exceed twenty-
five (25) years to match the amount of LRF funding awarded from the State to finance the listed
public improvements; and
WHEREAS, the City desires to submit an application under the LRF program to seek state
funding for certain public infrastructure improvements within certain areas in the City and has
accordingly taken all the requisite steps in pursuit of this effort; and
WHEREAS, requisite notice was given to all taxing districts and local governments with
geographic boundaries within the Port Quendall area of the City of Renton, which has been
identified as a specific area to be designated as a Revitalization Area; and
WHEREAS, said notice identified the Port Quendall area as an intended Revitalization
Area and provided information regarding the date for a public hearing and the anticipated date
of action to adopt the proposed revitalization area along with contact information of the City of
Renton; and
WHEREAS, a public hearing was duly noticed and held on August 10, 2009, and all
parties having been heard appearing in support or in opposition to the proposed action; and
WHEREAS, this matter was duly referred to the Committee of the Whole for
investigation and study;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
ORDAIN AS FOLLOWS:

SECTION I. All the recitals set forth above and all attachments to this Ordinance are
hereby incorporated by reference as if fully set forth.
SECTION II. The proposed improvement projects and their respective estimated costs
are:
• reconstruction and signalization improvements on Lake Washington Boulevard
and NE 44th [approximately Seven Million Dollars ($7,000,000)];
• frontage improvements along Seahawks Way and Lake Washington Boulevard,
including an extension of May Creek Trail [approximately Five Million Dollars
($5,000,000)];
• new reservoir and water and sewer system improvements [approximately Nine
Million Dollars ($9,000,000)];
• reclaimed water facility [approximately Six Million Dollars ($6,000,000)]; and
• public amenities, including the potential for as much as 3-5 acres of waterfront
habitat restoration, public open space, trails, and potential plaza(s), and funding
for maintenance of these areas [approximately Forty Million Dollars
($40,000,000)].
SECTION III. The following described area of Port Quendall in the City of Renton as
depicted in "Attachment A" is hereby designated as a Revitalization Area.
[Said property, is generally located between Lake Washington to the West, the
City of Renton boundary to the east, SE 76th Street (if extended) to the north and
North 40th Street (if extended) to the south.]
SECTION IV. Approximately twenty-five percent (25%) of the listed public
improvements costs is anticipated to be financed by the LRF program, if awarded by the State,
with the remainder to be funded by project developers, together with potential grants and
other public/private funding sources.
SECTION V. The estimated time during which local excise tax allocation revenues,
local property tax allocation revenues, and other revenues from local public sources are to be

used as part of local revitalization financing for the Port Quendall Revitalization Areas is
approximately twenty-five (25) years.
SECTION VI. The estimated time when the use of local property tax allocation
revenues will commence is the second calendar year following the creation of Port Quendall
Revitalization Area.
SECTION VII. The City has met all of the requirements in Section 103 of second
substitute Senate Bill 5045.
SECTION VIII. The anticipated rate of sales and use tax if awarded a LRF state
contribution would be .00030.
SECTION IX. The anticipated date that the sales and use tax will be imposed will be
July 1, 2014; and the anticipated year in which the criteria for the sales and use tax in section
601 of second substitute Senate Bill 5045 will be met is 2013.
SECTION X. The Chief Administrative Officer and/or designee shall be authorized to
carry out the necessary and appropriate steps to effectuate and implement the terms of this
ordinance and to pursue the LRF program.
SECTION Xl. This ordinance shall be effective upon passage, approval and thirty (30)
days after publication.

• Lake Washington Boulevard corridor improvements [approximately Five Million
Dollars ($5,000,000));
• water and sewer system upgrades [approximately Two Million Five Hundred
Thousand Dollars ($2,500,000)]; and
• Bus Rapid Transit facilities and 700-stall transit-related parking garage
[approximately Thirty-five Million Dollars ($35,000,000)].
SECTION III. The following described area of South Lake Washington in the City of
Renton as depicted in "Attachment A" is hereby designated as a Revitalization Area.
[Said property, is generally located between the southern boundary of Gene
Coulon Memorial Beach Park to the northeast, Lake Washington to the north,
Logan Avenue North to the west, North 6th and North 7th Streets to the south
and Garden Avenue North to the east.]
SECTION IV. Approximately twenty-five percent (25%) of the listed public
improvements costs is anticipated to be financed by the LRF program, if awarded by the State,
with the remainder to be funded by project developers, together with potential grants and
other public/private funding sources.

ordinance and to pursue the LRF program.
SECTION XI. This ordinance shall be effective upon passage, approval and thirty (30)
days after publication.

Local Revitalization Financing Demonstration Project Application Now
Available
Olympia, Wash., July 2, 2009 Application forms are now available for seven Local
Revitalization Financing demonstration projects authorized by the Legislature.
The seven projects, which are eligible for awards totaling $2.25 million annually up to 25
years, are in Bremerton, Auburn, University Place, Spokane, Whitman County, Tacoma, and
Vancouver. In order to receive the money, the jurisdictions still have to complete certain steps
outlined in the application, which is available at
http:/idor.wa.gov/C:ontent/DoingBusiness/LocalRevitalizationFinancing.aspx. The completed
applications must be filed by Sept. 1.
The requirements outlined in the application also can serve as a model for other local
governments that are expected to submit their own proposals for a second, first-come, first-served
phase of the awards, project administrator James Petit said.
Second Substitute Senate Bill 5045 allocated an additional $2.5 million to be made available
annually, with maximum individual grants of$500,000. Applicants cannot apply for these awards
until Sept. 1, and formal application for this phase is scheduled to be available Aug. 15.
The Local Revitalization Financing(LRF) program authorizes cities and counties to create
"revitalization areas" and allows the state to contribute toward the payment of bonds issued for
financing local public improvements within the revitalization area.

Community and Economic Development Administrator Alex Pietsch remarked
that it is important during challenging economic times to look for innovative
ways to bolster the City's economy and to take advantage of opportunities as
they arise. He introduced Economic Development Director Suzanne Dale Estey.
Ms. Dale Estey reported that the City has established a local LRF team
consisting of staff from the Economic Development, Finance, Public Works,and
the Community Services departments. She stated that in addition to City staff,
consultants Jay Rogers of Berk&Associates, and Doug Levy of Outcomes by
Levy are also included on the team.
Ms. Dale Estey announced that a new state law entitled the Second Substitute
Senate Bill 5045 was authorized this session. She stated that the intent and
purpose of the legislation is to stimulate business activity, create jobs, promote
efficient land use, and lower the cost of housing. She remarked that the
legislation is additionally intended to assist local governments in financing local
infrastructure as a catalyst for new development and future private investment.
Ms. Dale Estey explained that LRF is a form of tax increment financing that
estimates the growth of certain state and local tax revenues in a specific area.

She stated that these areas are referred to as revitalization areas or"RAs". She
noted that LRF estimates the growth of revenues as a result of the local public
improvements that have been made in that particular area. She stated that it
also provides a limited amount of state funding to pay for those local public
improvements as long as there is a local match, and as long as the anticipated
growth in state revenues equals or exceeds the state contribution. Ms. Dale
Estey also noted that the public improvements must encourage private
development and generate enough increase in state and local sales and use
taxes,or property taxes,to meet the particular funding mechanism
requirement.
Ms. Dale Estey stated that the types of public improvements that can be
financed using the economic development tool are roads, bridges, streetlights,
sidewalks,water and sewer infrastructure upgrades, parking facilities and
environmental remediation. She noted that environmental remediation may
be beneficial to Renton if funding for the Quendall Terminals area is pursued.
Continuing, Ms. Dale Estey reported that applications are reviewed on a first-
come first-served basis and the deadline for submitting applications is
9/1/2009. She noted that$2.25 million was set aside for seven demonstration
projects and$2.5 million for local governments,with awards to be in the range
of$200,000 to$500,000. She estimated that with an award of$500,000, per
year per project, approximately$12.5 to$15 million could be garnered through
financing. She also noted that there may be a state-shared LRF tax imposed
beginning 7/1/2011 for as long as the general obligation bonds have been
issued. She clarified that this is not a new tax.
Ms. Dale Estey outlined the steps taken prior to applying for the LRF tool as 1)
develop boundaries for the revitalization areas, 2)develop a list of proposed
public improvements for each revitalization area, 3) publish public notice,4)
hold a public hearing, 5) provide notice to other local governments and taxing
districts and provide them an opportunity to opt out,6) obtain letters of intent
from interested developers, 7) estimate the State and local incremental tax
revenues resulting from the public and private development, 8)determine the
LRF rate that is needed, and 9) adopt ordinances designating revitalization
areas and specifying the proposed improvements within each area.
Ms. Dale Estey stated that the City has received opt-out notifications from all of
the affected jurisdictions in the proposed revitalization areas. She also noted
that the City has received numerous letters of support from property owners
and developers. Ms. Dale Estey clarified that the revitalization areas must
have contiguous lots, parcels, or parcels of land without creating islands, and
that all of the proposed improvements must be located within the boundaries
of the revitalization area. She also clarified that the areas cannot comprise
more than 25 percent of the total assessed value for the entire city, and that
the boundaries cannot be changed for the duration of the financing for the
projects.
Ms. Dale Estey reported that the state-shared LRF tax is an authority to impose
new local sales and use tax that is credited against state sales and use tax. She
emphasized that it is not an additional tax on top of the 9.5 percent sales tax.
She stated that it is the use of an increment of that tax that the local
government can match and then issue bonds off for a number of years.

She remarked that the LRF tax will cease on the earlier of when the bonds will
retire or 25 years from when the tax was first imposed. She stated that the City
will have to adopt an ordinance to establish the tax rate and the effective rate
of that particular increment. Ms. Dale Estey pointed out that the state
contribution is the lesser of$500,000 or the local match and the rate of the tax
can be no greater than 6.5 percent. She noted that certain items will reduce
the rate including subtracting the rates of all other local taxes credited against
the state sales and use tax within the revitalization area (such as stadium taxes
or lodging tax), and a .16 percentage required for performance audits.
Ms. Dale Estey reported that two areas within Renton are being recommended
as potential revitalization areas. She stated that one area is the South Lake
Washington Area which includes the Southport/Seco Development,The
Landing, Boeing surplus property just south of The Landing, and a few
commercial arterial (CA) zoned areas. She stated that the other area is the Port
Quendall area which includes the Hawks Landing/Pan Abode property, Barbee
Mill, and the Quendall Terminals site situated between the Seahawks
headquarters and Barbee Mill.
For the South Lake Washington revitalization area, Ms. Dale Estey reported that
the proposed public improvements include an extension of Park Ave. N.from
The Landing to Southport, improvements on Garden Ave., completion of The
Highlands to The Landing trail, corridor improvements along Lake Washington
Blvd. N., water and sewer system upgrades, a potential parking garage, and a
large project that involves bus rapid transit facilities.
For the Port Quendall revitalization area, Ms. Dale Estey reported that the
proposed public improvements include reconstruction and signalization
improvements on Lake Washington Blvd. N. and NE 44th St.,frontage
improvements along Seahawks Way and Lake Washington Blvd. N., extending
the May Creek Trail, a potential new reservoir and water and sewer
improvements, a potential reclaimed water facility, and three to five acres of
waterfront habitat restoration, public open spaces,trails, and plaza proposals
along the water front at Quendall Terminals.
Concluding, Ms. Dale Estey reemphasized that this involves no new taxes from
a taxpayer's standpoint, and that there will be additional public process
involving City residents, property owners, and local stakeholders. She
remarked that pursuing economic development requires significant public
infrastructure that the City cannot fund on its own.
Email correspondence was acknowledged from Aaron Belenky(Renton). Mayor
Law noted that Mr. Belenky was in the audience and had signed up to speak
during the public comments portion of the hearing.
Correspondence in support of the revitalization areas was acknowledged from
Alpert International (Seattle), Century Pacific, LP (Seattle),Seco Development
(Renton),Seattle Seahawks Virginia Mason Athletic Center(Renton),The
Landing(Dallas,TX), Conner Homes(Bellevue), and the Renton Chamber of
Commerce(Renton).
Public comment was invited.
Dan Mitzel (Mount Vernon)explained that he is on the development team for
the Hawk's Landing project and expressed support for the Port Quendall
revitalization area. He remarked that improving infrastructure will promote

redevelopment and new development within the area. Mr. Mitzel cited the
Virginia Mason Athletic Center and the Barbee Mill projects as excellent
examples of new development in the area. He noted that the Pan Abode site
faces significant infrastructure challenges including transportation and
signalization improvements, and rebuilding the freeway interchange with a goal
of providing required capacity for new development. He opined that this
incremental financing tool, with the cooperation of the private sector, is the
key to making redevelopment occur in this area.
Lawrence Reymann (Renton) expressed support for the Port Quendall
revitalization area. He explained that he is very involved with the May Creek
watershed, and serves on many local boards in an effort to promote and teach
environmental stewardship. He stated that building the May Creek Trail would
enhance an essential wildlife corridor, create educational opportunities, and
spur economic growth in the area. He remarked that there are runs of wild
Chinook, Coho, and Sockeye salmon in the creek and opined that this could be a
once in a lifetime opportunity to connect habitat from Cougar Mountain to
Lake Washington. He urged Council to focus on the May Creek corridor, and to
take advantage of an opportunity that may not be available in the future.
Aaron Belenky(Renton) remarked that he is the president of a homeowners'
association that is located just outside the boundaries of the Port Quendall
revitalization area. He stated that he disagrees with portions of the proposal,
noting that there has been a number of car break-ins in his neighborhood, and
it is also in need of road maintenance, streetlights, and other safety
enhancements. He expressed concern over a proposed $40 million park that is
to be located near$3 million homes and requested that the boundary be
adjusted to include his condominium complex, so the needed improvements in
his area could be covered by the proposed plan.
Responding to Council President Corman's inquiry, Ms. Dale Estey stated that
the revitalization area boundary cannot be altered once it has been established
and other taxing jurisdictions have been notified. She also indicated that any
improvements must be made within the boundary, and the 1-405 interchange
at NE 44th St. was accounted for within the Port Quendall revitalization area.

Campbell Mathewson (Seattle), Development Manager for Century Pacific,
expressed support for the City's efforts to obtain local revitalization financing
for the Port Quendall revitalization area. He noted that the Quendall Terminals
site is currently an EPA Superfund site, and remarked that it is Century Pacific's
hope to run the prospective clean-up plan concurrently with any development
opportunities that may arise. He indicated that the preliminary redevelopment
plan for the site includes 650 residential units, 200,000 square feet of office
space, 20,000 square feet of retail space,and a couple of restaurants. Mr.
Mathewson cited Carillon Point, the Riverfront in Portland, and the
redeveloped Tacoma waterfront as examples of what could be developed at
the Quendall Terminals site. He stated that in this economic environment this
new economic tool is the kind of impetus necessary to spur development in the
area.

Rich Wagner(Renton) remarked he is a Fellow in the American Institute of
Architects, was a long-term member of the American Planning Association, and
is a City resident. He stated that he lives in between the two proposed
revitalization areas and his remarks are not site specific. He encouraged
Council to take advantage of the new local revitalization financing tool. He also
urged Council to be stewards of the money the City receives, noting that most
of it comes from taxpayers. Mr. Wagner also remarked that these particular
sites have property owners, key stakeholders, and residents that are excited
about the redevelopment opportunities. He opined that without citizen
support the redevelopment projects are just theories.

ADMINISTRATIVE REPORT Chief Administrative Officer Covington reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs
adopted as part of its business plan for 2009 and beyond. Items noted
included:
Several members of the City Council and staff met with representatives
from the Washington State Auditor's Office on 8/7/2009 to receive the
results of their audit. The audit found no findings and no management
letters, and the report will be posted on the City's website when it is
finalized.
Last week the City Council was presented with information regarding the
City's second quarter financial report and preliminary revenue estimates
for 2010. As a reminder,the negotiations between the City and its unions
are ongoing and any 2010 salary and benefit increases are unknown at this
time.
AUDIENCE COMMENT Arland "Buzz"Johnson (Renton) displayed a photograph of a hanging flower
Citizen Comment:Johnson- basket taken in Lake Oswego, Oregon. He commended the City for taking steps
Hanging Flower Baskets to reduce the budget, but remarked that flowers are a way to attract people
and businesses to the City. He also suggested that the City encourage
merchants to pay for their own flower baskets.

I want to give you a preview of some of the comments I'll be making at tonight's meeting.
In brief, I am opposed to the Port Quendall area as drafted because the area is tailored to provide improvements
to multi-million dollar homes, while neglecting basic city functions of a nearby middle-class neighborhood.
My draft comments:
The R.A. proposal for Port Quendall has two significant issues.
The first is at the South-East corner of the proposed area where Lincoln Ave separates from Monterey Pl.
This section of the map is just barely outside the proposed R.A., and is a middle-class neighborhood with mid-
priced condos and modest single family homes. The area has a school bus stop, and sees many pedestrians,
dog-walkers and bicyclists during the day. It also has an uncontrolled intersection and several sharp corners in
the road which has contributed to some serious accidents and many near misses. The road also has a single, dim
streetlight, and despite ample and convenient street parking, many of my neighbors will not park their cars here
due to frequent car prowlers and break ins. This area is in need of traffic and safety improvements, such as stop
signs, lamp posts, and road work, but appears to have been specifically gerry-mandered out of the Revitalization
Area plan.
The second area that concerns me is the Barbee Mill development at the South-West corner of the R.A. area.
This brand new development advertises high end luxury houses between $1 and $3 million dollars, and
describes itself as "sophisticated lakefront living". This area is in NO need of revitalization, yet is inexplicably
included in the Revitalization Area.
The original bill, 5045, describes "creating jobs, stimulating the redevelopment of brownfields and blighted
areas, lowering the cost of housing, and promoting efficient land use." The Barbee Mill area meets absolutely
NONE of these criteria. This is high end luxury housing, and this R.A. proposal appears to be a clear attempt to
use public dollars to add luxury improvements to millionaire housing, while neglecting basic traffic and safety
improvements of a nearby middle-class neighborhood.
I am specifically asking that the R.A. be extended to cover Williamsburg Condos, located at 1800 NE 40th St,
and the nearby roads, to provide basic services here, and that the costs of these improvements can be more than
covered by excluding the millionaire neighborhood of Barbee Mill.

As the re-development representative for Altino Properties and J.H. Baxter, owners of the
Quendall Terminals property in Renton, I am writing to extend their enthusiastic support for the

As you know,the Quendall Terminals property is approximately 20 acres in size and is located
on the eastern shores of Lake Washington, within the proposed Port Quendall Revitalization
Area. For more than 20 years, our clients and the entire Renton community have envisioned
redevelopment of the Port Quendall area. Previous decades of industrial activity have resulted in
the United States Environmental Protection Agency ("EPA") designating the property as a
Superfund site. The owners are now working with the EPA to design a clean-up plan. It is our
hope that this clean-up plan could be implemented simultaneously with redevelopment.
However, the cost of cleanup and the lack of necessary public infrastructure in the area have
been significant hurdles in our efforts to bring this parcel to the marketplace.
We are currently working on an exciting re-development plan that would result in more than 650
units of new waterfront multi-family housing, more than 200,000-square feet of office space,
associated retail and restaurant space, as well as several acres of shoreline restoration and public
waterfront access. Essentially, we will be enabling the creation of an entirely new waterfront
community—one with housing,jobs, and recreational activity—on property that lies fenced and
fallow today. As soon as construction begins and for every year thereafter, the redeveloped
Quendall Terminals will generate millions of dollars in new tax revenue to the City of Renton
and the State of Washington.
While the owners' vision for Quendall Terminals is exciting,there are many challenges to

For the South Lake Washington area,the City is contemplating the following public improvements,with
corresponding preliminary cost estimates:
• extension of Park Avenue north from The Landing to the Southport development(approximately$5
million)
• channelization and other roadway improvements on Garden Avenue South at Park Avenue
(approximately$3 million)
• Highlands to The Landing Trail (approximately$2 million)
• Lake Washington Boulevard corridor improvements(approximately$5 million)
• water and sewer system upgrades (approximately$2.5 million)
• Bus Rapid Transit facilities and 700-stall transit-related parking garage(approximately$35 million)
For the Port Quendall area,the City is contemplating the following public improvements, with corresponding
preliminary cost estimates:
• reconstruction and signalization improvements on Lake Washington Boulevard and NE 44th
(approximately$7 million)
• frontage improvements along Seahawks Way and Lake Washington Boulevard, including an extension of
May Creek Trail (approximately$5 million)
• new reservoir and water and sewer system improvements(approximately$9 million)
• reclaimed water facility(approximately$6 million)
• public amenities,including the potential for as much as 3-5 acres of waterfront habitat restoration,
public open space,trails,and potential plaza(s),and funding for maintenance of these areas
(approximately$40 million).
The City anticipates that approximately twenty-five(25%)of the above-mentioned public improvement costs will be
financed by the Local Revitalization Financing(LRF)program, if awarded by the State,with the remainder to be
funded by the project developers,together with potential grants,and other public/private funding sources.
The City will consider dedicating a portion of excise tax and property tax allocation revenues needed, together with
other resources,for a period not to exceed twenty-five years to match the amount of LRF funding awarded from the
State to finance the above proposed improvements.

7 A. King County has received notification from the city of Renton of the city's
8 intent to create a Revitalization Area as recently authorized under Chapter 270, Laws of
9 Washington 2009.
10 B. As set forth in Chapter 270, Laws of Washington 2009, local taxing
11 jurisdictions that levy regular property or local sales and use taxes in the proposed
12 Revitalization Area are automatic participants in the revitalization areas unless contrary
13 notification is provided to the initiating jurisdiction before formal action by the initiating
14 jurisdiction to create the Revitalization Area. The city of Renton indicates that formal
15 action will be taken on August 17, 2009.

16 C. Automatic local jurisdiction participants pledge seventy-five percent of
17 regular property tax increases resulting from new construction in the Revitalization Area
18 to repayment of debt issued to fund public improvements in the area.
19 D. King County's general fund faces substantial budget shortfalls for the
20 foreseeable future. Allowing the diversion of property and sales tax revenues during this
21 budget crisis would exacerbate the current funding crisis. Given the limited time for the
22 county to notify the city of its intent to opt out of the South Lake Washington
23 Revitalization Area, a declaration of an emergency is warranted.
24 SECTION 2. Through this ordinance, King County removes itself as a
25 participating taxing district for the South Lake Washington Revitalization Area. By this
26 action,King County removes the county regular property tax levy, the road district levy,
27 the conservation futures levy, the transit levy and the emergency medical services levy
28 from the South Lake Washington Revitalization Area and will not pledge any King
29 County local property tax allocation revenues to the South Lake Washington
30 Revitalization Area.
31 SECTION 3. Through this ordinance,King County will not participate as a local
32 government in the South Lake Washington Revitalization Area. By this action, King
33 County will not allow the use of any local sales and use tax imposed by King County to
34 be used for the South Lake Washington Revitalization Area.
35 SECTION 4. Notification to city of Renton of withdrawal from Revitalization
36 Area. The clerk of the council is hereby directed to send a notice to Ms. Bonnie Walton,
37 the Renton City Clerk, that King County has removed all King County taxing districts as

For the Port Quendall area, the City is contemplating the following public
improvements, with corresponding preliminary cost estimates:
• reconstruction and signalization improvements on Lake Washington Boulevard
and NE 44th (approximately$7 million)
• frontage improvements along Seahawks Way and Lake Washington Boulevard,
including an extension of May Creek Trail (approximately$5 million)
• new reservoir and water and sewer system improvements (approximately$9
million)
• reclaimed water facility(approximately$6 million)
• public amenities, including the potential for as much as 3-5 acres of waterfront
habitat restoration,public open space, trails, and potential plaza(s), and funding
for maintenance of these areas (approximately$40 million).
The City anticipates that approximately twenty-five(25%) of the above-mentioned public
improvement costs will be financed by the Local Revitalization Financing(LRF) program, if
awarded by the State, with the remainder to be funded by the project developers, together with
potential grants, and other public/private funding sources.
The City will consider dedicating a portion of excise tax and property tax allocation revenues
needed, together with other resources, for a period not to exceed twenty-five years to match the
amount of LRF funding awarded from the State to finance the above proposed improvements.

UNFINISHED BUSINESS Council President Corman presented a report regarding the future of the
Committee of the Whole Renton Libraries. The Committee reviewed the draft interlocal agreement with
Library: King County Library the King County Library System (KCLS)that defines the rights and obligations of
System Interlocal Agreement the City and KCLS in the event annexation of the City into KCLS is approved by
the registered voters of the City in a special election held prior to 12/31/2010.
The Committee of the Whole recommended that:
• The interlocal agreement with the King County Library System be approved
and the Mayor and City Clerk be authorized to sign;
• The resolution recording this matter be presented for adoption; and
• The administration prepare an ordinance stating that it is in the best
interest of the City to join KCLS to be forwarded, upon passage,to the City
of Renton Library Board for their review and recommendation, and to KCLS
Board of Directors for their concurrence.

SUMMARY OF ACTION: In response to the State Legislature's recent passage of 2nd Substitute Senate
Bill 5045 authorizing local governments to create "revitalization areas"(RAs) and leverage State funds
for local revitalization financing, the City has identified two potential areas it would like to assess for
potential LRF consideration: South Lake Washington and Port Quendall. State law requires that a public
hearing be held prior to the adoption of an ordinance establishing an RA.
STAFF RECOMMENDATION: Set a public hearing date of August 10, 2009 to consider the potential
establishment of as many as two Revitalization Areas.
