A Hearing Examiner Conditional Use Permit is required. However, this use is typically prohibited if located within three hundred feet(300') of an RC, R-1, R-4, R-8, R-10, or R-14 Zone, unless the Development Services Division determines that all residentially zoned property within three hundred feet(300')of the proposed facility is undevelopable due to critical areas regulations(RMC 4-3-050), in which case the new wireless support structure can be reviewed as a Hearing Examiner Conditional Use Permit. 11 ORDINANCE NO. 5 2 41 SECTION V. Section 4-4-140.F of Chapter 4, Property Development Standards, of Title IV(Development Regulations) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows: F. STANDARDS AND REQUIREMENTS FOR ALL TYPES OF WIRELESS COMMUNICATIONS FACILITIES: 1. Equipment Shelters or Cabinets: a) Location: Accessory equipment facilities used to house wireless communication equipment and associated cabling should be located within buildings or placed underground when possible. However, in those cases where it can be demonstrated by the applicant to the reviewing official that the equipment cannot be located in buildings or underground, equipment shelters or cabinets shall be screened and/or landscaped to the satisfaction of the reviewing official. b) Landscaping and Screening: Landscaping, for accessory equipment located on private property shall include a minimum fifteen foot(15') sight obscuring landscape buffer around the accessory equipment facility. Accessory equipment facilities located on the roof of any building need not be landscaped but shall be enclosed so as to be shielded from view. Accessory equipment located on public right of way shall be screened and/or landscaped as determined by the reviewing official through the Conditional Use Permit Process. Accessory equipment facilities may not be enclosed with exposed metal surfaces. c) Size: The applicant must provide documentation to the reviewing official that the size of any accessory equipment is the minimum possible necessary to meet the provider's service needs. 12 ORDINANCE NO. 5 2 41 2. Visual Impact: Site location and development shall preserve the pre-existing character of the surrounding buildings and land uses and the zone district to the extent consistent with the function of the communications equipment. Wireless communication towers shall be integrated through location and design to blend in with the existing characteristics of the site to the extent practical. Existing on-site vegetation shall be preserved or improved, and disturbance of the existing topography shall be minimized, unless such disturbance would result in less visual impact of the site to the surrounding area. 3. Maximum Noise Levels: No equipment shall be operated so as to produce noise in levels above forty five(45) dB as measured from the nearest property line on which the attached wireless communication facility is located. Operation of a back-up power generator in the event of power failure or the testing of a back-up generator between 8 a.m. and 9 p.m. are exempt from this standard. No testing of back-up generators shall occur between the hours of 9 p.m. and 8 a.m. 4. Fencing: Security fencing, if used, shall be painted or coated with non- reflective color. Fencing shall comply with the requirements listed in RMC 4-4-040, Fences and Hedges. 5. Lighting: Towers shall not be artificially lighted, unless required by the FAA or other applicable authority. If lighting is required, the governing authority may review the available lighting alternatives and approve the design that would cause the least disturbance to the surrounding views. Security lighting for the equipment shelters or cabinets and other on-the-ground ancillary equipment is also permitted, as long as it is appropriately down shielded to keep light within the boundaries of the site. 13 `tiW ORDINANCE NO. 5 2 41 ` 0 6. Advertising Prohibited: No lettering, symbols, images, or trademarks large enough to be legible to occupants of vehicular traffic on any adjacent roadway shall be placed on or affixed to any part of a telecommunications tower, antenna array or antenna, other than as required by FCC regulations regarding tower registration or other applicable law. Antenna arrays may be located on previously approved signs or billboards without alteration of the existing advertising or sign. 7.Building Standards: Wireless communication support structures shall be constructed so as to meet or exceed the most recent Electronic Industries Association/Telecommunications Industries Association(EIA/TIA)222 Revision F Standard entitled: "Structural Standards for Steel Antenna Towers and Antenna Supporting Structures" (or equivalent), as it may be updated or amended. Prior to issuance of a building permit the Building Official shall be provided with an engineer's certification that the support structure's design meets or exceeds those standards. 8.Radio Frequency Standards: The applicant shall ensure that the WCF will not cause localized interference with the reception of area television or radio broadcasts. If on review the City finds that the WCF interferes with such reception, and if such interference is not remedied within thirty(30)days, the City may revoke or modify the permit. 9. Special Requirements for Equipment Shelters/Cabinets within the Public Right-of-Way: All equipment and cabinets within public right-of-way are subject to the approval of the Development Services Division and shall be as small and unobtrusive as is practicable. 14 ... ORDINANCE NO. 5 2 41 —r SECTION VI. AUDIENCE COMMENT John Cowan, 1830 NE 24th St., Renton, 98056, speaking on the subject of the Citizen Comment: Cowan- rezone of the upper Kennydale area, indicated that he attended the related public 2006 Comprehensive Plan hearings and addressed the Planning Commission on the matter. He explained Amendments,Upper that he owns a 0.5 acre property in the area, which lacks wetlands, and is Kennydale Area adjacently located to four higher density developments. He questioned why the Planning Commission's recommendation not to rezone the area was reversed by the Council's Planning and Development Committee. Pointing out that the members of the Planning Commission are volunteers, Mr. Cowan expressed concern that their recommendations do not carry much weight and can be arbitrarily reversed. Stating that the Planning Commission is an advisory board,Mayor Keolker explained that the decision authority rests with the City Council who can choose to accept or reject recommendations from the Planning Commission or any other board and commission. AUDIENCE COMMENT Inez Petersen, PO Box 1295, Renton, 98057, inquired as to which fund the$1.5 Citizen Comment: Petersen - million set aside for Highlands study area infrastructure improvements is in. Various Regarding the Comprehensive Plan amendment concerning the upper Kennydale area, Ms. Petersen expressed concern that citizens were not given the opportunity to speak publicly on the matter and the decision to adopt R-4 zoning was a result of a staff recommendation. Councilman Clawson clarified that the decision was based on more than the staff recommendation, and he pointed out that public hearings were held on the matter. Continuing, Ms. Petersen inquired as to how Highlands Community Association events such as the upcoming Christmas dance can be City-sponsored. On another topic, Ms. Petersen stated that City staff did not grant Jeff Colee a fence height variance, and he must remove the fence he erected to keep cats out of his backyard. Noting that Mr. Colee is wheelchair-bound, she pointed out that the ADA (Americans with Disabilities Act)requires cities to modify their zoning to accommodate the disabled. Stating that he read the staff decision, City Attorney Larry Warren explained that staff has criteria on when a variance may be granted that has been established by the Council. He indicated that the fence did not meet the standards as established by City Code, and that the original reason for Mr. Colee to build the over-height fence no longer exists, as the adjacent neighbor who was responsible for the cat problem has now moved. Citizen Comment: Lorenz- Stephanie Lorenz, 13515 SE Maple Valley Rd., Renton, 98058, expressed Tree Hazard, Maple Valley concern that cottonwood trees growing on the sloughing slope along Maple Hwy Valley Hwy., west of Riverview Park and east of the former Stoneway Concrete Plant site, may fall across the road and hurt someone. Citizen Comment: McOmber- Howard McOmber,475 Olympia Ave.NE, Renton, 98056, asked that the City Various review Jeff Colee's fence situation(discussed by previous speaker Petersen),as the problem does not seem to be totally solved. Mr. McOmber also issued an invitation to the Highlands Community Association's Christmas party, which will be held on December 16. Councilman Clawson pointed out that Jeff Colee can appeal the staffs decision. H:1Division.s\Develop.ser\Dev&plan.ing\SGeiser\Issue Papers\WirelessAgendaBill.doc ti`sY O PLANNING/BUILDING/PUBLIC WORKS us ♦ DEPARTMENT :r3 MEMORANDUM DATE: October 24, 2006 TO: Randy Corman, Council President Members of the Renton City Council CC: ,Kathy Keolker, Mayor 1 FROM: Gregg Zimmermandministrator STAFF CONTACT: Jennifer Henning, Current Planning Manager, ext. 7286 SUBJECT: Wireless Communication Ordinance ISSUE: Should the City of Renton permit wireless communication facilities and their associated equipment cabinets within residential zones? RECOMMENDATION: Staff believes that changes to existing City regulations are necessary in order to improve cellular service for the Renton community. Staff recommends that Council approve the ordinance. BACKGROUND SUMMARY: The City's existing wireless regulations were adopted in 1997. Since this time, use of cellular phones has significantly increased. The wireless service carriers have reported capacity problems due to the limited number of existing wireless towers and the amount of calls these existing towers can handle. Wireless service providers have requested a number of code amendments that would allow the wireless network to better function by allowing the replacement of existing power poles or light standards with taller poles on a limited basis in order to accommodate wireless antennas. These limited pole replacements would only be allowed if the need is clearly demonstrated by the service provider, and phone coverage cannot be provided using other permitted antenna locations. Problems identified by the wireless industry include: • Inadequate coverage in residential neighborhoods: Some residents don't have "in-home coverage" at all. In some cases, where there is in-home coverage, dropped calls can also be a problem (e.g. a call is lost when walking down to the basement). Page 2 of 2 '4110, '' • October 24,2006 • Overall capacity issues: During times of peak use (e.g. when there is a traffic jam on I-405), the wireless network may become overloaded. If additional smaller scale facilities can be added to supplement the existing tower(monopole) system, the number of"system busy"or other error messages and dropped calls will be reduced. Currently, calls may be lost during the hand off from one large tower to another. The proposed amendments would allow wireless communication antennas of up to 16 feet to be placed on existing power poles (subject to approval of Puget Sound Energy) and/or on existing City street light standards. The amendments would also allow replacement of existing power poles (subject to the approval of Puget Sound Energy) and/or replacement of existing City street lights with taller support structures in order to allow the installation of antennas up to 16 feet in height. In addition, the regulations would permit new antennas greater than 10 feet in height, or pole replacement for use as a monopole, only when it is demonstrated by the service provider that no practical alternative is available to provide the same level of phone service. A public hearing was conducted before the Renton City Council on the proposed amendments September 13, 2004. Council directed staff and the City Attorney to draft the ordinance allowing the amendments. Drafting of the ordinance was delayed in order to ensure accuracy and to avoid conflict with zoning code changes that were underway at the same time. The City Attorney has now completed work on the amendments. CONCLUSION: The Council should approve the ordinance allowing wireless communication antennas and their associated equipment cabinets within residential zones in order to improve cellular service for the Renton community. h:\division.s\develop.ser\dev&plan.ing\sgeiser\issue papers\wirelessissuepaper draft.doc CITY OF RENTON, WASHINGTON ORDINANCE NO. PUBLIC HEARINGS This being the date set and proper notices having been posted and published in Development Services: accordance with local and State laws,Mayor Keolker-Wheeler reopened the Wireless Communication public hearing continued from 9/13/2004 to consider the proposed City Code Facilities in Residential Zones amendments to permit wireless communication facilities in residential zones. ' -- Jennifer Henning,Principal Planner, explained that the proposed amendments will allow wireless antennas to be attached to existing street standards or light poles,or allow the changing out of those poles for taller ones to accommodate the antennas. She noted that in both instances, an administrative conditional use permit is required. Ms. Henning stated that the proposal received a determination of non-significance from the Environmental Review Committee, and no appeals were filed during the appeal period that ended on October 15th. Ms. Henning addressed the five concerns expressed at the previous public hearing, as follows: 1. Ability to contact wireless providers in the event of any problems. The building permit application form will be changed to request a 24-hour contact phone number. 2. Interference with public safety radio communications. Existing City Code language pertaining to interference with localized television and radio broadcasts will be amended to also address interference with public safety communications. 3. Removal of graffiti from equipment cabinets. Existing City Code language concerning prohibition of advertisements or logos on equipment cabinets will be amended to also include graffiti. 9 October 18,2004 Renton City Council Minutes Page 357 4. Long-term maintenance of landscaping around equipment cabinets. According to City Code, any existing landscaping must be maintained. 5. View obstruction. The wireless facilities have a unique set of criteria that must be met before an administrative conditional use permit is granted. The criteria address the design of the tower, surrounding topography and tree cover, relationship to residential structures, and compatibility with Comprehensive Plan and zoning. Annexation: Johnson, 142nd This being the date set and proper notices having been posted and published in Ave SE accordance with local and State laws,Mayor Keolker-Wheeler opened the public hearing to consider the proposed annexation and R-8 zoning of 18.24 acres, including the abutting street right-of-way, located east of 142nd Ave. SE and south of NE 9th St.,if extended(Johnson Annexation). Don Erickson, Senior Planner, reported that this is the second of two public hearings, and the King County Boundary Review Board approved the proposal effective 8/16/2004. The essentially flat site (with slight slope) contains eight single-family dwellings, and is paralleled by Honey Creek on its eastern boundary. Reviewing the public services,Mr. Erickson indicated that the area is served by Fire District#25,Water District#90,Renton sewer, and the Renton School District. Mr.Erickson stated that current King County zoning is R-4 (four dwelling units per gross acre). The Renton Comprehensive Plan designates this site as Residential Single Family, for which R-8 (eight dwelling units per net acre) zoning is recommended. He noted that on a typical ten-acre site,Renton's R-8 zoning allows approximately 66 units and King County's R-4 zoning, with bonuses, allows 60 units. Continuing,Mr. Erickson reviewed the fiscal impact analysis, assuming a new home value of$300,000 and an increase to 106 single-family homes at full development. The City will realize a deficit of$948 at current development, and a surplus of$44 at full development. In conclusion,Mr.Erickson said the proposed annexation is consistent with City annexation policies, furthers City ' business goals, and serves the best interests and general welfare of the City. Public comment was invited. There being none, it was MOVED BY LAW, SECONDED BY NELSON,COUNCIL CLOSE THE PUBLIC HEARING. CARRIED. (See page 361 for ordinances.) rSY Ufa 0 • -cvNTo City of Renton PUBLIC INFORMATION HANDOUT October 18, 2004 Wireless Communication Facilities Code RevMI isions For additional information, please contact: Jennifer Henning, Project Manager; City of Renton Development Services Division; (425)430-7286 ISSUE: Current City Code does not permit monopoles or extension of existing utility poles for cellular/wireless antennas in residentially zoned neighborhoods. Wireless/cellular companies are having difficulty providing good phone coverage in certain Renton neighborhoods as a result of this restriction. Staff have developed draft amendments to Chapter 4 of Title 4 during review of the existing Wireless Regulations. These recommended amendments respond to the expressed needs of the wireless purveyors, allowing the replacement of existing power poles or light standards with taller poles on a limited basis in order to accommodate wireless antennas. These limited pole replacements would only be allowed if the need is clearly demonstrated by the service provider, and phone coverage cannot be provided using other permitted antenna locations. RECOMMENDATION: The Development Services Division recommends amending the Wireless Regulations. The amendments would: 1. Allow wireless communication antennas (of up to 16 feet) to be placed on existing power poles (subject to approval of Puget Sound Energy) and/or existing City street light standards. 2. Allow replacement of existing power poles (subject to the approval of Puget Sound Energy) and/or replacement of existing City street lights with taller support structures in order to allow the installation of antennas up to 16 feet in height. 3. Permit new antenna greater than 10 feet in height, or pole replacement for use as a monopole, only when it is demonstrated by the service provider that no practical alternative is available to provide the same level of phone service. 4. Allow the installation of associated equipment cabinets within public street right-of- way or on abutting residentially zoned properties. These structures would be required to be located underground, or in suitable locations with appropriate screening. n 4 i J A• `r' `' 0 o ..) • m y;"y 7O7-'tgy q,d -2"a dp•a• p `:"^ ct c6 G o o d • a 6 a o s °rn Elw r a ° a °yo 0 D+ 0 m , ,, 6 te a `' a)'° u, > a 2 [cc a cc a co Z 0 U5 bp. m CDMH ° ° OaaVg10o0• .li' to W cd p".a 0 oE , .b. 5 . c g i*U o a N , ON a4449'4 o009t7 5 o .) Pointing out that the resource center is on the cutting edge of prevention and information for sexual assault services, she detailed the services and programs the agency provides. Ms. Hart concluded by expressing her appreciation for the community's support of the agency. Larry Johnson, 14308 165th Pl. SE, Renton, 98059,representing Lutheran Community Services Northwest, expressed his appreciation for the funding recommendation. Mr. Johnson said the capital funding will go towards the development of a South King County community service facility, which will provide senior housing, childcare, immigrant and refugee services, elderly and disabled services, counseling, and family support. He emphasized that this new facility is possible because of the partnership of the cities, businesses, and individuals in South King County. Celia Forrest, 1010 S. 2nd St.,Renton, 98055, spoke on behalf of the YWCA, and noted how difficult it is becoming for private non-profit organizations, as expenses continue to increase and the income decreases. Stating that the YWCA serves people whose lives are in danger, Ms. Forrest stressed that the organization responds to the community's emerging needs, such as for the victims of domestic violence. She indicated that as the economy gets worse, all human services are being affected. Ms.Forrest stated that the YWCA serves a wide variety of people with a diverse staff, and needs help to figure out how to continue this necessary work. Correspondence was read from Susan Richards,Executive Director for Community in Schools of Renton, 300 SW 7th St., Renton, 98055,expressing disappointment in the decreased funding recommendation, saying that the percentage of the decrease was very high for Communities in Schools when compared to the other agency funding cuts. She asked that the funding be more equitably allocated to all eligible agencies. Ms. Richards also requested that the Contingency Plan prioritize allocating additional funds to restore funding to agencies that have received decreases, rather than being applied proportionately to all. Correspondence was read from Del Mead, Renton Clothes Bank Board President, 1025 S. 3rd St.,Renton,98055,expressing gratitude for Renton's continued funding support of the clothes bank. She stated that the recommended$8,000 in funding covers most of the operating costs and additional funding is received from service clubs, businesses, and citizens. Detailing the needs that are served by the clothes bank,Ms. Mead noted that in August,457 families were served-seventy-five percent of who were children. Development Services: This being the date set and proper notices having been posted and published in Wireless Communication accordance with local and State laws,Mayor Keolker-Wheeler opened the Facilities in Residential Zones public hearing to consider the proposed City Code amendments to permit wireless communication facilities in residential neighborhoods. September 13,2004 Renton City Council Minutes `"'' Page 302 Jennifer Henning, Principal Planner, explained that City Code does not allow monopoles or extensions of existing utility poles for wireless antennas in residentially zoned neighborhoods, and wireless providers find it difficult to provide good coverage. The problems are the lack of in-home coverage, dropped calls, and overall capacity issues, such as the wireless network becoming overloaded during peak usage times. Ms. Henning stated that staff recommends changes to the City's existing wireless regulations to allow for new monopoles in residential neighborhoods on a very limited basis, as follows: • Allow wireless communication antennas on existing power poles and/or existing street lights; • Allow replacement of existing power poles and/or replacement of existing city street lights with taller support structures; • Allow antennas greater than ten feet only if applicant demonstrates that no practical alternative is available to provide the same level of service; and • Allow the installation of equipment cabinets within public street rights-of- way or on abutting residentially zoned properties. These structures must be located underground,or in a suitable location with appropriate screening. Council President Persson stated his concerns regarding being able to contact the wireless providers in the event of any problems, the possibility that the towers will interfere with public safety radio communications, the need to remove graffiti from the equipment cabinets in a timely manner, and the long- term maintenance of landscaping. Councilman Corman expressed his concern about view obstruction, and recommended that the poles be sited so that no one bears a disproportionate impact. Public comment was invited. Development Services: Ken Lyons, Cingular Wireless, 14042 NE 8th St., Suite 210,Bellevue,98007, Wireless Communication was invited to comment on the topic of wireless communication facilities in Facilities in Residential Zones residential zones. He explained that Puget Sound Energy requires a safety clearance between their power lines and the antennas on their poles, and the Federal Communications Commission does not allow any antennas to be placed lower than ten meters(approximately 33 feet). Therefore, most utility poles in residential areas are not available for antenna placement. In regards to the issue of interference with emergency radio communications that use the 800 megahertz bandwidth,Mr. Lyons pointed out that with the exception of Nextel, most wireless providers use the 1900 megahertz frequency. He indicated that this issue is being addressed at the national level. In conclusion, he noted the difficulty of addressing view obstruction issues, and suggested that the intent be clearly stated in the City Code. September 13,2004 `""° Renton City Council Minutes ',ft.., Page 303 Councilman Corman suggested that staff consider limits by distance when evaluating the view obstruction issues. ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative REPORT report summarizing the City's recent progress towards goals and work programs adopted as part of its business plan for 2004 and beyond. Items noted included: * The King Conservation District Board of Supervisors recently awarded the Renton Parks Division the 2004 Local Government Conservation Award for the division's initiative and support on habitat enhancement work at the Black River Riparian Forest. * A new ordinance related to motorized foot scooters is now in effect in Renton. The ordinance requires scooter users to be age 13 years or older; obey all rules of the road; wear helmets; and affix a muffler or modified muffling device to the scooter. They are not allowed in any park, trail, or sidewalk, or on streets with a speed limit above 25 miles per hour. Additionally, scooters may not be operated from one-half hour after sunset to one-half hour before sunrise. * Renton residents will see a change in the day their garbage, recycling, and yard waste are collected beginning October 4th. Customers will soon receive printed information about the change in their collection day. CONSENT AGENDA Items on the consent agenda are adopted by one motion which follows the listing. ( Y ♦ B 'NTU City of Renton PUBLIC INFORMATION HANDOUT September 13, 2004 Wireless Communication Facilities Code Revisions For additional information, please contact: Jennifer Henning, Project Manager; City of Renton Development Services Division; (425)430-7286 ISSUE: Current City Code does not permit monopoles or extension of existing utility poles for cellular/wireless antennas in residentially zoned neighborhoods. These structures would be required to be located underground, or in suitable locations with appropriate screening. ,....r r o ct CZ o ECI) 1..... Rentonnetlagnbill/ bh • CITY OF RENTON PLANNINGBUILDING/PUBLIC WORKS MEMORANDUM DATE: March 10, 2004 TO: Don Persson, Council President Members of the Renton City Council VIA: Mayor Kathy Keolker-Wheeler /111)4 FROM: Gregg Zimmerm4,Zministrator STAN'N CONTACT: Neil Watts, Development Services Director, x-7218 Laureen Nicolay, Senior Planner, x-7294 SUBJECT: Wireless Communication Facilities in Residential Neighborhoods ISSUE: The City of Renton Municipal Code does not currently permit monopoles or extensions of existing utility poles for cellular antennas in residentially zoned neighborhoods. Cellular phone companies are having difficulties providing good phone coverage in certain Renton neighborhoods as a result of this restriction. RECOMMENDATION: Staff recommends approval of changes to the City's existing wireless regulations to allow for new monopoles in residential neighborhoods, on a very limited basis. New monopoles in residential neighborhoods would be limited to replacing existing power poles or light standards with taller poles. These limited pole replacements would only be allowed if the need is clearly demonstrated by the service provider, and phone coverage cannot be provided using other permitted antenna locations. BACKGROUND SUMMARY: The City's existing wireless regulations were adopted in 1997. The regulations are protective of residential neighborhoods, and do not allow for new monopoles, including replacing existing power poles to install cellular antennas. Since that time, use of cellular phones has significantly increased. The wireless service carriers have reported capacity problems due to the limited number of existing wireless towers and the amount of calls these existing towers can handle. Wireless service providers have requested code amendments that would allow the wireless network to better function. Problems identified by the wireless industry include: Evaluation of Wireless Comm cation Facilities January 26, 2004 460 Page 2 • Inadequate coverage in residential neighborhoods: Some residents don't have "in- home coverage" at all. In some cases, where there is in-home coverage, dropped calls can also be a problem (e.g. a call is lost when walking down to the basement). • Overall capacity issues: During times of peak use (e.g. when there is a traffic jam on I-405), the wireless network may become overloaded. If additional, smaller scale facilities can be added to supplement the existing tower(monopole) system, the number of "system busy"/error messages and dropped calls will be reduced. Currently, calls may be lost during the hand off from one large tower to another. CONCLUSION: We request the Council refer this code amendment request to the Planning and Development Committee to evaluate the feasibility of amending the wireless regulations per staff's recommendation. The Committee is requested to review and approve code changes to address the following issues: Within residential areas: 1. Allow wireless communication antennas (of up to 16 feet) to be placed on existing power poles (subject to approval of Puget Sound Energy) and/or existing City street lights. 2. Allow replacement of existing power poles (subject to approval of Puget Sound Energy) and/or replacement of existing City street lights with taller support structures in order to allow the installation of antennas up to 16 feet in height. 3. Any new antenna greater than 10 feet in height, or any pole replacement for use as a monopole, would only be allowed if it were demonstrated by the service provider that no practical alternative is available to provide the same level of phone service. 4. Allow the installation of associated equipment cabinets within public street right-of-way or on abutting residentially zoned properties. These structures would be required to be located underground, or to be in a suitable location with appropriate screening.
