Zayo proposes to install a new replacement 144-count overlash fiber connection on existing Puget Sound Energy (PSE) power poles along SE 192nd Street beginning on the northeast corner of 19201 108th Ave SE. The new fiber connection will extend west approximately 106 lineal feet to the northwest corner of 19201 108th Ave SE. ANALYSIS: The City has considered the request for an exemption from RMC 4-6-090(D)(1)(g). Ordinance 5497 grants Zayo Bandwidth Northwest, Inc., the right to construct, operate, maintain, repair, alter , remove and repair one or more fiber optics communications facilities together with all equipment, support structures, conduit, cables and appurtenances of Zayo’s systems, under, along, over, below and through certain public right of ways and other public lands within the City of Renton. The proposal would utilize existing poles and attach to the existing aerial path for a replacement line between two poles of just over one hundred lineal feet. A minimum vertical height clearance of 15’-6” would need to be provided for; therefore, staff recommends this as a condition of approval. Therefore, the staff recommends that the City grant an exemption with conditions, per RMC 4-6-090(D)(1)(g) which allows a replacement of overhead facilities for a distance of three (3) or fewer spans (four (4) poles) or five hundred feet (500’). DECISION: The requested exemption from underground utility installation requirements RMC4-6-090 (C) as requested by the applicant for the Project Reach is approved with conditions subject to the conditions below as the request complies with exemption criteria of RMC 4-6-090(D)(1)(g).
