The responses to bidder inquiries, unless incorporated into a formal addendum to the contract,
are not part of the contract and are provided for the bidders’ convenience only. The responses
may be considered along with all other information furnished to prospective bidders for the
purpose of bidding on the project. The use of information provided in the responses to bidder
inquiries is not to be construed in any way as a waiver of the provisions nor excuse the contractor
from full compliance with the contract requirements. Bidders are cautioned that subsequent
responses or contract addenda may affect or vary a response previously given and any such
subsequent response or addenda should be taken into consideration when submitting a bid for
the project.

Bidder Inquiry No. 2
Special Provisions 8‐20.1(3) paragraph (5) states that, “The contractor shall furnish an off‐duty
police officer for traffic control for conditions as required per section 1‐10.3(3)M of these
special provisions.” This section cannot be found, please clarify.

Bidder Inquiry No. 3
Special Provisions 9‐30.4 paragraph (7‐8) states as a supplement to 8‐21.3 that, “Relocated
signs shall be installed on new painted schedule 40 galvanized steel poles per the detail shown
in the plans.” And that, “Steel sign poles shall be powder coated and color per section 6‐07.2,
painting.” This does not agree with detail provided on plan sheets 38/CH‐6, please clarify.

Site preparation note (12) on sheet 4/TE‐1 – 8/TE‐5 does not have any corresponding callouts
on plan sheets. Can you identify the station and offset where this work will take place?

Could you please look at the 310 CY quantity given for Bid Item Number (A12)? It seems
significantly low, considering the language in SP2‐03.5 Paragraph (5).

The quantity was checked and is correct.
Bidder Inquiry No. 6
Special Provisions 5‐04.3(4)C paragraph (2) states, “Unless otherwise shown in the plans or
determined by the engineer excavate to a depth of 1.0 feet.” Paragraph (1) says, “Backfill these
with HMA in accordance with the details shown in the plans.” There is no specific detail for
pavement repair, however, pavement repair is referred to in the detail for Pedestrian Refuge
Island and Traffic Island Median on 20/RD‐6 where it says Pavement Repair Section per COR
Standard Plan – 103, see sheet 23/RD‐9. This detail is a Curb and Gutter Replacement detail, it
shows matching the existing asphalt thickness and placing 6” of crushed rock under pavement.
If using the special provision is the intent, then should we assume you would not be using the
6” of crushed rock? Are the special provisions or the plans correct?

Bidder Inquiry No. 7
Special Provisions 7‐05.3(1) paragraph (7) states, “Class 3000 or commercial Portland cement
concrete shall be placed so that the entire volume of the excavation is replaced up to, but not
to exceed 2 inches.” It goes on to say, inlets, monuments and valve box castings shall be
adjusted in the same manner. This contradicts the typical Utility Cover Adjustment for
Pavement or Overlay standard plan – 106, detail provided on sheet 22/RD‐8 in the plan
set. Which is correct?

Bidder Inquiry No. 8
Special Provisions 7‐05.3(2)A paragraph (1) and Special Provisions 7‐09.3(27) reference a
cement‐based grout (Control Density Fill) shall be used to fill the void of the abandoned storm
sewer pipe and abandoned water pipe. Neither payment section indicates this work is
incidental to storm drain or water system work. Does this work get paid under Bid Item Number
A16 – Controlled Density Fill? Also, Special Provisions 7‐09.5(16) says plugging existing pipe is to
be paid per EA. There is no bid item for this in the proposal.

Yes, the Controlled Density Fill will be paid for under Bid Item A16. The storm pipe to be
abandoned is shown on the site preparation plans. Furthermore, no water pipe is noted to be
plugged with concrete on the project.
Bidder Inquiry No. 9
Bid Item B108 calls for 2 EA, but there are 3 EA shown in the plans. Water plan notes (1) on plan
sheet 10/WP‐1, which says furnish and install Fire Hydrant Assembly and Hydrant Marker per
City of Renton Standard Plan 310.1 and 310.3; See Sheet 12/WD‐2. Could you please verify the
quantity?

Bidder Inquiry No. 10
Bid Item B109 calls for 5 EA, but the plans show 4 EA. Water plan notes (2) on plan sheet
10/WP‐1 says furnish and install 1” Water Service. Could you please verify quantity?

There are five parcels fronting the improvements and it is anticipated that there may be one
more water service needed.
Bidder Inquiry No. 11
Bid Item B104 calls for 2 EA, but the plans show 1 EA. Call out on plan sheet 10/WP‐1 for a
connect to existing 10” water main at Station 41+02.8 17.8” Left. There is no other callout for a
connection to existing water main. Please identity the other station and offset.

There is one connection at the Fire Hydrant Assembly at S 130th St and one at Taylor Avenue
NW and Renton Avenue S.
Bidder Inquiry No. 12
Bid Item B104 – There appear to be (2) connections, as listed on the bid form. However, both
also appear to be a hot tap (Tapping Sleeve and Valve Assemblies).

The fire hydrant connection is not a hot tap. We are connecting to the existing water main on
the existing tee for the existing fire hydrant assembly. The connection at Taylor Avenue NW is a
hot tap per sheet 10/WP‐1.

04.5 Payment in the Special Provisions.
Bidder Inquiry No. 15
Special Provisions 6‐07.2 Powder Coating Paint System reference the AAMA 605.2 for the signal
and light poles and fixtures. Would it be possible to change the painting procedure for the
signal and lighting to the standard WSDOT two coat system for the poles and fixtures? Or if
intent is to keep the special provision as it is under Renton Avenue South Resurfacing D&O
#17534, then please clarify an acceptable paint.
