The responses to bidder inquiries, unless incorporated into a formal addendum to the contract,
are not part of the contract and are provided for the bidders’ convenience only. The responses
may be considered along with all other information furnished to prospective bidders for the
purpose of bidding on the project. The use of information provided in the responses to bidder
inquiries is not to be construed in any way as a waiver of the provisions nor excuse the contractor
from full compliance with the contract requirements. Bidders are cautioned that subsequent
responses or contract addenda may affect or vary a response previously given and any such
subsequent response or addenda should be taken into consideration when submitting a bid for
the project.
Bidder Inquiry No. 1
Addendum 2 causes us a great deal of grief, we are a small company, with limited bonding
capacity and we have 3 jobs that bid within a 24 hour period. By Renton holding off on reading
the bids a day after they are turned in, forces us to choose between bidding one job for Renton
and missing out on the other 2 or vice versa?
It seems to be a very uncommon approach to revealing the apparent low bidder and in effect
becomes a form of discrimination against small business enterprises and disadvantaged
businesses which we are both.
We hope Renton reconsiders this approach and reveals the apparent low bidder directly
following receiving all bids.
City of Renton Response to Bidder Inquiry No. 1
Per Section 1‐02.9, Delivery of Proposal, the UDBE Written Confirmation Document and the
Good Faith Effort Documentation requirement shall be received either with the Bid Proposal or
as a supplement to the Bid. They can be received no later than 24 hours after the time for
delivery of the Bid Proposal. In order to verify that all of the required documentation has been
submitted, we have to allow for the 24 hours after the Bid Proposal are due to for these
documents to be received. There is no advantage to opening bids until all documents have been
received. Furthermore, once we verify all the documents have been submitted the next step
will be to make a determination if the bid is responsive and the contractor responsible.
