HomeMy WebLinkAboutRES 4370 CITY OF RENTON, WASHINGTON RESOLUTION NO. 4370 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, DECLARING AN EMERGENCY. WHEREAS, the City of Renton, State of Washington, empowers the Mayor to proclaim the existence or threatened existence of a local emergency in the City, when the City is affected or likely to be affected by a major emergency or natural disaster; and WHEREAS, Governor Jay Inslee is anticipated to proclaim a state of emergency due to significant wind/snow storms in Western Washington; and WHEREAS, the City of Renton has experienced significant impacts from a continuing series of snow and wind storms;these storms are expected to continue for the next week; staff from multiple department have shifted to emergency operations and will continue to respond until the storm series has concluded; the potential exists for significant impacts to life and property in the city; and WHEREAS, Mayor Denis Law and the City Council are requested by the Emergency Management Director to proclaim the existence of a local emergency therein; and WHEREAS, on February 8, 2019, the Mayor declared an emergency, attached hereto as Exhibit A. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION I. The above recitals are adopted as findings. 1 RESOLUTION NO. 4370 SECTION II. An emergency did exist at the time of the declaration of emergency by Mayor Denis Law. By these written recitals and findings, the City Council does hereby ratify and approve the Mayor's emergency declaration, attached hereto as Exhibit A. Denis Law, Mayor Approved as to form: � .�`�`� omits, Shane Moloney, City ttorney ' e co, Q Date of Publication: 2/15/2019 (summary) �,�Se'`��\\\\` Clb 677 2 RESOLUTION NO. 4370 EXHIBIT A DECLARATION OF EMERGENCY 3 City of Renton Declaration of Emergency WHEREAS, the City of Renton, State of Washington, empowers the Mayor to proclaim the existence or threatened existence of a local emergency in the City, when the City is affected or likely to be affected by a major emergency or natural disaster; and WHEREAS, Governor Jay Inslee is anticipated to proclaim a state of emergency due to significant wind/snow storms in Western Washington; and WHEREAS,the City of Renton has experienced significant impacts from a continuing series of snow and wind storms; these storms are expected to continue for the next week; staff from multiple department have shifted to emergency operations and will continue to respond until the storm series has concluded; the potential exists for significant impacts to life and property in the city; and WHEREAS, Acting Incident Commander George Stahl,with the support of Maintenance Services Director Mike Stenhouse, recommends that an emergency be proclaimed in the City of Renton; and WHEREAS, Mayor Denis Law and the City Council are requested by the Emergency Management Director to proclaim the existence of a local emergency therein; and WHEREAS, the Mayor finds that conditions of peril to the safety of persons and property have arisen within the City, caused by the continuing series of snow and wind storms starting on February 3, 2019 and escalating on the February 8, 2019 and anticipated to continue for an unknown number of days. NOW THEREFORE, I, Denis Law, Mayor of the City of Renton, declare/proclaim that an emergency exists in the City of Renton and declare/proclaim as follows: 1. The above recitals are found to be true and correct in all respect. 2. The proclamations of emergency anticipated to be proclaimed by the Governor(*if applicable) and the Incident Commander are approved, confirmed and adopted by the City. 3. It is hereby proclaimed that during the existence of said local emergency, the powers, functions, and duties necessary to stabilize and control said incident are hereby given to the Public Works Incident Commander George Stahl, and his successors. 4. Each City of Renton Department is authorized to exercise powers vested under this declaration/proclamation in light of the exigencies of an extreme emergency situation, Emergency Declaration Page 1 of 2 including but not limited to seeking aid, staffing needs, accommodations and operations. 5. City Public Works and Community Services are authorized pursuant to the provisions of RCW 39.04.280 and Renton Policy and Procedure 250-02, paragraph 6.10,and authorize Gregg Zimmerman, Public Works Administrator, and Kelly Beymer, Community Services Administrator to waive competitive bidding requirements and award all necessary contracts on behalf of the City of Renton to address the emergency situation and those that may arise as a result of it. In emergency situations, RCW 39.04.280 requires that a written finding of the existence of an emergency be made and entered into the public record no later than two weeks following the award of the contract. 6. Provide appropriate emergency assistance to the victims of such disaster. 7. This local emergency shall be deemed to continue for a period of 30 days unless extended by the Mayor and City Council.
