SECTION I – PROJECT OVERVIEW
General Description:
The proposed Renton Commons project is located at 215 Whitworth Avenue in Renton
Washington (See Figure 1 for vicinity map). The project consists of the demolition of an
existing single-family house and associated hardscape, and the construction of a new
low income residential building comprising five stories with parking located within the
building, on the ground floor. The proposed project also involves the creation of new
hardscape walkways and landscaped areas, as well as a small outdoor play area. The
proposed redevelopment is designed to meet the requirements of the 2017 Renton
Surface Water Design Manual. A summary of the project data is provided in the TIR
worksheet (see Figure 2).
Predeveloped Conditions:
The existing site comprises a 0.32-acre (13,914 SF) parcel and its frontage.
Approximately .04 acres of the site comprises the existing single-family home, and 0.03
acres comprises the frontage sidewalk area, while the remaining area is comprised of
grass. The underlying soils are silt and silty sand with gravel. (See Figure 3 for soil map).
Topography on the majority of the site is characterized by moderately sloping surfaces
with slopes ranging from 1-4%.
It is surmised that existing roof drainage is collected via roof downspouts and conveyed
to the existing PSS in Whitworth Ave S. Runoff from landscaped areas appears to sheet
flow off the site; no formal site drainage collection or conveyance system is evident.
For a detailed description of the downstream stormwater system see Section III of this
report. The predeveloped conditions described above are presented graphically in
Figure 4.
Developed Conditions:
The areas of proposed redevelopment account for 0.35 acres that comprise the 0.32-
acre parcel and frontage area. The proposed site will include a new low-income housing
building, landscaping, walkways, and a small play area. See Figure 5 for proposed
developed surfaces.
Stormwater runoff from the proposed improvements will be collected via roof drains,
catch basins, and area drains. Runoff will be routed to a duplex pump chamber and will
be discharged to the existing storm main in the SPU ROW to the north of the project
site. Per Core Requirement #4 of RSWDM, the proposed conveyance system has been
designed to convey runoff resulting from the peak rates resulting from the 100-year
storm event.

SECTION II – CONDITIONS AND REQUIREMENTS SUMMARY
Core and Special Requirements are listed below along with a discussion of their
applicability to this project.
Core Requirements:
Req. #1 Discharge at Natural Location:
The discharge location will be maintained to the public storm drain.
Req. #2 Offsite Analysis:

Req. #3 Flow Control:
Flow control is not required as the project will create less than a 0.15 cfs increase
in the existing site condition’s 100 year peak flow. WWHM results are provided
in Appendix B.
Req. #4 Conveyance System:
The new conveyance system has been designed to provide capacity for the 100
year peak flow. Calculations are provided in Appendix A.
Req. #5 Erosion and Sediment Control:
Construction BMPs will be implemented to meet this requirement. See Section
VIII.

A Declaration of Covenant for flow control BMPs has been provided in Appendix
D.
Req. #7 Financial Guarantees:
A financial guarantee may be necessary for this project. A bond quantity

Task 1 – Study Area Definition and Maps
The Study Area extends approximately 1 mile downstream from the site and is shown in
Figure 6 below. The map below was obtained via King County iMap.

The following resources were reviewed for existing/potential problems in the study
area:

Task 3 – Field Inspection
A Level 1 downstream analysis was performed to a point a point located approximately
1/4-mile downstream of the site.
The following is a summary of the field inspection:
•Investigate any problems reported or observed during the resource review.
There were no problems reported or observed during the resource review.
•Locate all existing/potential constrictions or lack of capacity in the existing
drainage system.
There are no known or observed existing/potential constrictions or lack of capacity
in the existing drainage system.
•Identify all existing/potential downstream drainage problems as defined in Section
1.2.2.1
There are no known or observed existing/potential drainage problems downstream
of the site.
•Identify existing/potential overtopping, scouring, bank sloughing, or
sedimentation.
There was no existing/potential overtopping, scouring, bank sloughing, or
sedimentation observed downstream of the site.
•Identify significant destruction of aquatic habitat or organisms (e.g., severe
siltation, bank erosion, or incision in a stream).
There were no observed signs of destruction of aquatic habitat or organisms.
•Collect qualitative data on features such as land use, impervious surfaces,
topography, and soil types.
Qualitative data on features such as land use, impervious surfaces, and topography
observed during the field inspection are summarized in Section 1 of this report.
•Collect information on pipe sizes, channel characteristics, drainage structures, and
relevant critical areas (e.g., wetlands, streams, steep slopes).
Information on pipe routes, channel characteristics, drainage structures, and
relevant critical areas were obtained from the City of Renton GIS maps and record
drawings to establish the downstream conveyance route and potential issues.
•Verify tributary basins delineated in Task 1.
Basins delineated in Task 1 were confirmed to be consistent with conditions
observed during field investigation.
•Note the date and weather conditions at the time of the inspection.
The Level 1 downstream analysis was performed on the morning of May 25, 2016.
Weather conditions consisted of partially cloudy skies and temperatures in the mid-
50s.

Task 4 – Drainage System Description and Problem Description
There are no known problems with the downstream system.
Task 5 – Mitigation of Existing or Potential Problems
Based on the observations made during the field inspection and the requirements that
are being met for the design of the proposed drainage systems, no negative impacts to
the systems downstream are anticipated from the proposed project. No existing
problems were identified.
SECTION IV – FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND DESIGN
Flow Control:
Flow control is not required as the project’s proposed condition’s 100-year peak flow
will create less than a 0.15 cfs increase in the existing site condition’s 100-year peak
flow with a 15-minute time step. WWHM results are provided in Appendix B and a
tabular summary can be found below.

Flow Control BMPs:
The site to be redeveloped is approximately 15,075 SF. This project must therefore
address the small lot BMP requirements listed in section C.1.3.1 of the 2017 City of
Renton Surface Water Design Manual. A feasibility review is provided below:
•C1.3.1.1 Full Dispersion – Not feasible due to flow path limitations.
•C1.3.1.2 Full Infiltration of Roof Runoff – Site soils are not coarse sands/cobbles,
or medium sands and therefore infiltration is not feasible.
•C1.3.1.3 Full or Limited Infiltration – Site soils are not coarse sands/cobbles, or
medium sands and therefore infiltration is not feasible.
•C1.3.1.3 Rain Gardens and Bioretention – Rain gardens and bioretention are
infeasible as there is a lack of usable space in this redevelopment project, and
therefore insufficient area on site to accommodate them.

•C1.3.1.3 Permeable Pavement – Infiltration testing by the Geotechnical Engineer
resulted in a design infiltration rate exceeding 0.3”/hour. Therefore, permeable
pavement will be used to mitigate all on site at grade impervious surfaces except
the driveway, which results in 1,515 SF of permeable pavement. Surface
collection will also be provided for these permeable pavement areas via catch
basins and area drains. The driveway is proposed to be part of the play area.
Therefore, permeable pavement is not proposed as it would not be suitable as a
playable surface for children. Permeable pavement is infeasible for the ROW
sidewalk due to zoning requirements regarding finish.
•C1.3.4 Basic Dispersion – Not feasible due to flow path limitations.
Per Section C1.3.1.5, BMP’s must be implemented to mitigate target surfaces equal to a
20% of the site, at a minimum. A feasibility review of remaining BMP’s is provided
below:
•Reduced Impervious Surface Credit: All techniques are infeasible due to the
project program and proposed use of site areas.
•Native Growth Retention Credit: There is no native growth on site.
•Tree Retention Credit: There are no existing trees on site that can feasibly be
retained.
•Vegetated Roof: Vegetated roof will be used to mitigate 1,333 SF of targeted
impervious surface.
The project is implementing BMPs to mitigate 2,848 SF of target surfaces (1,515 SF of
permeable pavement surfacing and 1,333 SF of vegetated roof). This is equal to 20.5% of
the site area (13,914 SF) and is therefore meeting the required 20% minimum mitigated
area.
Water Quality
Water quality treatment is not required per COR code, as the project will create
approximately 1,003 SF of new and replaced PGIS, which is comprised of the new
driveway surface.
Regardless, NEPA conditions imposed on the project included a requirement to provide
treatment for the driveway in the form of a single cartridge Stormfilter catch basin. The
plans reflect the inclusion of this treatment unit. An email is provided in Appendix B
from Contech indicating the Stormfilter unit can treat up to 0.0167 CFS; the driveway
flow is 0.0037 CFS.

SECTION V – CONVEYANCE SYSTEM DESIGN AND ANAYLYSIS
Surface water runoff from the proposed surfaces will be collected via a system of
proposed area drains, catch basins, and patio drains and will be conveyed to a duplex
storm drain pump station located on the north side of the site. The pump discharge line
will connect to a new gravity service line that connects to the City of Renton 12” storm
main located in the Seattle ROW north of the site.
Per section 4.2.3.1 of the 2017 City of Renton Surface Water Design Manual:
•The pump station is privately owned.
•The pump is a duplex system with alternating service and external alarm light
and horn.
•Each pump has individual capacity to convey the 100 year flow from the site.
•Pump cycle at peak 100 year flow is 3 pump on cycles per hour, with a minimum
run time of 5 minutes.
•Overflow in the case of pump system failure will be via a gravity overflow pipe
connection from the pump station to the City of Renton storm main in the SPU
ROW.
•The pump controller is equipped with manual transfer switch to allow for
connection of an on site gas powered portable generator for emergency power.
See Appendix A for conveyance and pump calculations. See Appendix G for pump
station emergency response plan.
SECTION VI – SPECIAL REPORTS AND STUDIES
A geotechnical report for the site was completed and is included in Appendix E.
SECTION VII – OTHER PERMITS
A building permit will be required for construction of the proposed project.
SECTION VIII – CSWPPP ANALYSIS AND DESIGN
Part A: ESC Measures will be addressed as follows:
•Clearing Limits: Clearing limits will be delineated by perimeter silt fencing and
chain link fencing.
•Cover Measures: Temporary cover will be installed if an area is to remain
unworked for more than seven days during the dry season (May 1 to September
30) or for more than two consecutive working days during the wet season

(October 1 to April 30). Any area to remain unworked for more than 30 days
shall be seeded, sodded, or protected with plastic covering.
•Perimeter Protection: Perimeter protection will be implemented by installing silt
fencing around the site perimeter where drainage paths require.
•Traffic Area Stabilization: A stabilized construction entrance will be provided for
construction traffic.
•Sediment Retention: Catch basin protection and a sediment trap will be
provided. The sediment trap calculation is provided in Appendix A.
•Surface Water Control: Surface water will be collected and conveyed via swales
as necessary. Check dams are not warranted as grades are relatively flat.
•Dust Control: Dust control, if required, will be provided through the limited use
of water trucks.
Part B: Anticipated SWPP Activities and the BMPs used to address them are indicated
below. The contractor (to be determined later) will be required to provide and maintain
a detailed SWPPP on site that will be maintained by the contractor’s CESCL.

Grantor(s), the owner(s) in fee of that Property, hereby covenants(covenant) with the City of Renton, a
political subdivision of the state of Washington, that he/she(they) will observe, consent to, and abide by
the conditions and obligations set forth and described in Paragraphs 1 through 9 below with regard to the
Property, and hereby grants(grant) an easement as described in Paragraphs 2 and 3. Grantor(s) hereby
grants(grant), covenants(covenant), and agrees(agree) as follows:
1. The Grantor(s) or his/her(their) successors in interest and assigns ("Owners ") shall at their
own cost, operate, maintain, and keep in good repair, the Property's drainage facilities constructed as
required in the approved construction plans and specifications __________ on file with the City of
Renton and submitted to the City of Renton for the review and approval of permit(s)
_____________________________. The property's drainage facilities are shown and/or listed on Exhibit
A. The property’s drainage facilities shall be maintained in compliance with the operation and
maintenance schedule included and attached herein as Exhibit B. Drainage facilities include pipes,
channels, flow control facilities, water quality facilities, on-site best management practices (BMPs) and
other engineered structures designed to manage and/or treat stormwater on the Property. On-site BMPs
include dispersion and infiltration devices, bioretention, permeable pavements, rainwater harvesting
systems, tree retention credit, reduced impervious surface footprint, vegetated roofs and other measures
designed to mimic pre-developed hydrology and minimize stormwater runoff on the Property.
2. City of Renton shall have the right to ingress and egress over those portions of the Property
necessary to perform inspections of the stormwater facilities and BMPs and conduct maintenance
activities specified in this Declaration of Covenant and in accordance with the Renton Municipal Code.
City of Renton shall provide at least 30 days written notice to the Owners that entry on the Property is
Lots 1,2 and the north 20.0 feet of lot 3,block 4,smithers sixth addition to the town of Renton,
according to the plat thereof recorded in volume 26 of the plats,page 47,in King County,Washington.

planned for the inspection of drainage facilities. After the 30 days, the Owners shall allow the City of
Renton to enter for the sole purpose of inspecting drainage facilities. In lieu of inspection by the City, the
Owners may elect to engage a licensed civil engineer registered in the state of Washington who has
expertise in drainage to inspect the drainage facilities and provide a written report describing their
condition. If the engineer option is chosen, the Owners shall provide written notice to the City of Renton
within fifteen days of receiving the City’s notice of inspection. Within 30 days of giving this notice, the
Owners, or engineer on behalf of the Owners, shall provide the engineer’s report to the City of Renton. If
the report is not provided in a timely manner as specified above, the City of Renton may inspect the
drainage facilities without further notice.
3. If City of Renton determines from its inspection, or from an engineer’s report provided in
accordance with Paragraph 2, that maintenance, repair, restoration, and/or mitigation work is required to
be done to any of the drainage facilities, City of Renton shall notify the Owners of the specific
maintenance, repair, restoration, and/or mitigation work (Work) required pursuant to the Renton
Municipal Code. The City shall also set a reasonable deadline for the Owners to complete the Work, or to
provide an engineer’s report that verifies completion of the Work. After the deadline has passed, the
Owners shall allow the City access to re-inspect the drainage facilities unless an engineer’s report has
been provided verifying completion of the Work. If the Work is not completed within the time frame set
by the City, the City may initiate an enforcement action and/or perform the required maintenance, repair,
restoration, and/or mitigation work and hereby is given access to the Property for such purposes. Written
notice will be sent to the Owners stating the City’s intention to perform such work. This work will not
commence until at least seven (7) days after such notice is mailed. If, within the sole discretion of the
City, there exists an imminent or present danger, the seven (7) day notice period will be waived and
maintenance and/or repair work will begin immediately.
4. The Owners shall assume all responsibility for the cost of any maintenance, repair work, or
any measures taken by the City to address conditions as described in Paragraph 3. Such responsibility
shall include reimbursement to the City within thirty (30) days of the receipt of the invoice for any such
work performed. Overdue payments will require payment of interest at the maximum legal rate allowed
by RCW 19.52.020 (currently twelve percent (12%)). If the City initiates legal action to enforce this
agreement, the prevailing party in such action is entitled to recover reasonable litigation costs and
attorney’s fees.
5. The Owners are required to obtain written approval from City of Renton prior to filling,
piping, cutting, or removing vegetation (except in routine landscape maintenance) in open vegetated
stormwater facilities (such as swales, channels, ditches, ponds, etc.), or performing any alterations or
modifications to the drainage facilities referenced in this Declaration of Covenant.
6. Any notice or consent required to be given or otherwise provided for by the provisions of this
Agreement shall be effective upon personal delivery, or three (3) days after mailing by Certified Mail,
return receipt requested.
7. With regard to the matters addressed herein, this agreement constitutes the entire agreement
between the parties, and supersedes all prior discussions, negotiations, and all agreements whatsoever
whether oral or written.
8. This Declaration of Covenant is intended to protect the value and desirability and promote
efficient and effective management of surface water drainage of the real property described above, and
shall inure to the benefit of all the citizens of the City of Renton and its successors and assigns. This

Declaration of Covenant shall run with the land and be binding upon Grantor(s), and Grantor's(s')
successors in interest, and assigns.
9. This Declaration of Covenant may be terminated by execution of a written agreement by the
Owners and the City that is recorded by King County in its real property records.

STORM DRAIN PUMPS
Regular preventive maintenance will help ensure longer pump life and more reliable operation. It is recommended
that pumps in intermittent operation be inspected twice a year and pumps in continuous operation be inspected
every 1,000 hours. The following is a listing of required inspection and maintenance items.
If any of the problems described in the following list exists stop operating the pump to
avoid damage or personal injury.
1. CABLE ENTRY
Make sure that the cable entry flange and strain relief clamp are tight. If the cable entry is showing signs of
leakage remove cable from entry, remove grommet, cut a piece of cable off so that the grommet seats on a new
portion of the cable, replace grommet, and reinstall cable assembly, into the top of the motor.Note: Explosion
Proof cables are sealed with a Factory Mutual Approved potting compound. Please consult factory for instruction.
2. CABLES
Inspect the cable for cuts, scrapes or sharp bends. If the outer jacket is damaged, replace the cable. Do notattempt splices within wet wells.
3. MOTOR INSULATION RESISTANCE
Megger the insulation between the phases and between any phase and ground. Resistance values should be
greater than 1 M ohm. If abnormal readings are obtained, contact authorized service center immediately.
4. EXTERNAL PARTS ON PUMP
Make sure that all screws, bolts and nuts are tight. Check the condition of pump lifting eyes and replace ifdamaged or worn. Replace any external part that appears worn or damaged.
5. SEAL CHAMBER OIL
Caution seal chamber may be pressurized
Note: Use extreme care when removing the seal chamber plug, as the chamber may become pressurized if seal
failure has occurred.Check the condition of the oil to see if any water leakage has occurred. Lay the pump on its
side with the plug facing upward and remove the oil fill plug. Drain the oil from the seal chamber into a transparent
container. Check for impurities and emulsification (oil is cream-like). If water intrusion has occurred check lowermechanical seal and replace if necessary. Refill seal chamber with fresh oil. Refer to shop manual for type and
quantity of oil.
6. IMPELLER
Periodically inspect impeller by turning pump on its side, remove suction strainer nuts and strainer to expose
impeller and relocate position of adjusting plate (suction cover) as needed. Replace the impeller if it is damaged
or worn.
7. PROFILE SEAL
When pump is removed for any service, carefully inspect the profile seal for signs of damage or improper sealing.
Be sure the contact patch is fully around seal face.
SPARE PARTS
In order to obtain spare parts contact an authorized pump manufacturer representative with the parts required
and the pump serial number.
RECOMMENDED TOOLS AND SUPPLIES
In addition to ordinary, standard tools and lifting devices, ensure that complete set of metric Allen wrenches, dead
blow hammer, impeller puller, Loctite 242 (Blue) thread locking compound, petroleum jelly and Anti-seize
compound are on hand.

Megger the insulation between the phases and between any phase and ground.Resistance values should begreaterthan1Mohm.If abnormal readings are obtained,contact authorized service center immediately.
4.EXTERNAL PARTS ON PUMP
Make sure that all screws,bolts and nuts are tight.Check the condition of pump lifting eyes and replace ifdamagedorworn.Replace any external part that appears worn or damaged.
5.SEAL CHAMBER OIL
Caution seal chamber may be pressurizedNote:Use extreme care when removing the seal chamber plug,as the chamber may become pressurized if seal
failure has occurred.Check the condition of the oil to see if any water leakage has occurred.Lay the pump on itssidewiththeplugfacingupwardandremovetheoilfillplug.Drain the oil from the seal chamber into a transparent
container.Check for impurities and emulsification (oil is cream-like).If water intrusion has occurred check lowermechanicalsealandreplaceifnecessary.Refill seal chamber with fresh oil.Refer to shop manual for type and
quantity of oil.
6.IMPELLERPeriodicallyinspect impeller by turning pump on its side,remove suction strainer nuts and strainer to expose
impeller and relocate position of adjusting plate (suction cover)as needed.Replace the impeller if it is damagedorworn.
7.PROFILE SEAL
When pump is removed for any service,carefully inspect the profile seal for signs of damage or improper sealing.Be sure the contact patch is fully around seal face.
SPARE PARTS
In order to obtain spare parts contact an authorized pump manufacturer representative with the parts requiredandthepumpserialnumber.
RECOMMENDED TOOLS AND SUPPLIES
In addition to ordinary,standard tools and lifting devices,ensure that complete set of metric Allen wrenches,deadblowhammer,impeller puller,Loctite 242 (Blue)thread locking compound,petroleum jelly and Anti-seize
compound are on hand.

EMERGENCY RESPONSE PLAN
Backup Power:Backup power will be provided to the pump system through the use of a gas powered
generator that is stored on site.
Connection of Backup Power:Gas powered generator will be wheeled to the pump station control panel
and connected through the Manual Transfer Switch.
Pump Mechanical Failure Response:The storm drain pump system is a duplex (two pump) system. Each
pump individually has capacity to convey the 100 year storm flow from the site, and the pumps alternate
service. If a pump fails, the pump controller will automatically indicate pump failure with an alarm, and
will utilize the remaining pump until repairs can be made. Pump repair will be effected by contacting the
pump supplier.
