DEPARTMENTOFCOMMUNITY-w-CITYOFANDECONOMICDEVELOPMENT—————“R4entonEPlanningDivisionI1055SouthGradyWay,6thFloorIRenton,WA98057425-430-7200Website:rentonwa.govTRENCHRESTORATIONANDSTREETOVERLAYREQUIREMENTSPublished:2/15/2018Itistheintentofthefollowingpolicies,proceduresandspecificationstoobtainsatisfactoryworkwithaminimumofdelaytoallpartiesconcernedwhenperformingtrenchrestorationsorstreetoverlays.PURPOSEThepurposeofthisCodeSectionistoestablishguidelinesfortherestorationofCitystreetsdisturbedbyinstallationofutilitiesandotherconstructionactivities.Anypublicorprivateutilities,generalcontractors,orotherspermittedtoworkinthepublicright-of-waywilladheretotheproceduressetforthinthispolicy.DEFINITIONEngineer:Theterm“engineer”shalldenotetheCityprojectmanager,inspectorand/orplanreviewer,ortheirdesignatedrepresentative.APPLICATIONThefollowingstandardsinthisSectionshallbefollowedwhendoingtrenchorexcavationworkwithinthepavedportionofanyCityofRentonright-of-way.ModificationsorexemptionstothesestandardsmaybeauthorizedbytheCommunityandEconomicDevelopmentAdministrator,orauthorizedrepresentative,uponwrittenrequestbythepermittee,thepermittee’scontractororengineer,anddemonstrationofanequivalentalternative.HOURSOFOPERATIONSHoursforworkwithintheroadwayforasphaltoverlaysortrenchrestorationshallbeasdirectedbytheTrafficControlPlanrequirementsandtheTrafficOperationsEngineer.INSPECTIONTheEngineermaydetermineinthefieldthatafullstreet-width(edge-of-pavementtoedge-of-pavement)overlayisrequiredduetochangesinthepermitconditionssuchas,butnotlimitedtothefollowing:1.Therehasbeendamagetotheexistingasphaltsurfaceduetothecontractor’sequipment.2.Thetrenchwidthwasincreasedsignificantlyortheexistingpavementisunderminedordamaged.3.Anyotherconstructionrelatedactivitiesthatrequireadditionalpavementrestoration.Page1of10Published:2/16/2018 IITRENCHRESTORATIONANDSTREETOVERLAYREQUIREMENTS(C0NT’D)I(3)Iftheoutsideofthetrenchingiswithinthreefeet(3’)ofanyadjacentlaneline,theentireadjacenttraveledlandaffectedwillbeoverlaid.(4)Ifthetrenchingisgreaterthanorequalto30%oflaneperblock(660footmaximumblocklength),orifthetotalpatchesexceed12perblock,thenthelanesaffectedwillbeoverlaid.Minimumoverlayshallincludeallpatcheswithintheblocksection.(5)Theentiretraveledlanewidthforthelengthofthetrenchandanadditionaltenfeet(10’)ateachendofthetrenchwillbegrounddowntoadepthoftwoinches(2”).Atwo-inch(2”)overlayofClassBwillbeappliedperCitystandards.c.Potholing:Potholingshallmeetthesamerequirementsastrenchingandpavementrestoration.Potholingshallbeaminimumofonefoot(1’)beyondtheexcavation.Allaffectedlaneswillbegrounddowntoadepthoftwoinches(2”)andpavednotlessthansixandonehalffeet(6.5’)widefortheentirewidthofthelane.Potholesgreaterthanfivefeet(5’)inlength,widthordiametershallberestoredtotrenchrestorationstandards.InallcasespotholesshallberepairedperRentonStandardPlans.RestorationrequirementsutilizingvactorequipmentwillbedeterminedbytheEngineer.4.PavementRemovalinLieuofGrinding:Thecontractorinallcasescanremovethepavementinthereplacementareainsteadofgrindingoutthespecifiedtwoinches(2”)ofasphalt.Fullpavementreplacementtomeetorexceedtheexistingpavementdepthwillberequiredfortheareaofpavementremoval.PatchingofperviousconcreteshallfollowAmericanConcreteInstitute(ACI)522.1-13.Porousasphaltshallbespecifiedonaproject-by-projectbasisbytheengineer.Permeablematerialsshouldbereplacedin-kindwherefeasible.Patchingporousasphaltwithconventionalasphaltisacceptableifitisnomorethantenpercent(10%)ofthetotalfacilityareaordoesnotimpacttheoverallfacilityfunction.Appropriateprecautionsshallbetakenduringpavementrepairandreplacementeffortstopreventcloggingofadjacentsurfaces.5.TrenchBackfillandRestorationConstructionRequirements:a.Trenchrestorationshallbeeitherbyapatchoroverlaymethod,asrequiredandindicatedonCityofRentonStandardPlans.b.Alltrenchandpavementcuts,whichwillnotbeoverlaid,shallbemadebysawcutorgrinding.Sawcutsshallbeaminimumoftwofeet(2’)outsidetheexcavatedtrenchwidth.c.Alltrenchingwithinthetopfourfeet(4’)shallbebackfilledwithcrushedsurfacingmaterialsconformingtoSection4-04oftheStandardSpecifications.Anytrenchingoverfourfeet(4’)indepthmayusematerialsapprovedbytheEngineerorMaterialsLabforbackfillingbelowthefour-foot(4’)depth.d.litheexistingmaterial(orothermaterial)isdeterminedbytheEngineertobesuitableforbackfill,thecontractormayusethenativematerialexceptthatthetopsixinches(6”)shallbecrushedsurfacingtopcoursematerial.e.Thetrenchshallbecompactedtoaminimumninety-fivepercent(95%)density,asdescribedinSection2-03oftheStandardSpecifications.Inthetopsixfeet(6’)ofanytrench,backfillcompactionshallbeperformedineight(8)totwelve-inch(12”)lifts.Anytrenchdeeperthansixfeet(6’)maybecompactedinPage3of10Published:2/16/2018 RESTORATIONANDSTREETOVERLAYREQUIREMENTSfC0NT’D)Itwenty-fourinch(24’)lifts,uptothetopsix-foot(6’)zone.Alltrenchbackfillshallbefirmandunyieldingbutinnocaseshallbecompactedtomorethanninety-twopercent(92%)ofmaximumdensityinpermeablepavementareas.f.Allcompactionshallbeperformedbymechanicalmethods.Thecompactiontestsmaybeperformedinfour-foot(4’)verticalincrementsmaximum.ThetestresultsshallbegiventotheEngineerforreviewandapprovalpriortopaving.ThenumberandlocationoftestsrequiredshallbedeterminedbytheEngineer.d.TemporaryrestorationoftrenchesforovernightuseshallbeaccomplishedbyusingMCmix(coldmix),AsphaltTreatedBase(ATB),orsteelplates,asapprovedbytheEngineer.ATBusedfortemporaryrestorationmaybedumpeddirectlyintothetrench,bladedoutandrolled.Afterrolling,thetrenchmustbefilledflushwithasphalttoprovideasmoothridingsurface.lithetemporarytrenchrestorationdoesnotholdup,thecontractorshallrepairthepatchwithineighthoursofbeingnotifiedoftheproblembytheCity.Thisrequirementapplies24hoursperday,sevendaysperweek.IntheeventthattheCitydeterminestorepairthetemporarypatch,thecontractorshallreimbursetheCityinanamountthatisdoubletheCity’scostsinrepairingthepatch,withthesecondhalfofthereimbursementtorepresentCityoverheadandhiddencosts.e.AsphaltConcreteClassEorClassBshallbeplacedtothecompacteddepthasrequiredandindicatedonCityofRentonStandardPlansorasdirectedbytheEngineer.ThegradeofasphaltshallbeAR-4000W.ThematerialsshallbemadeinconformancewithSection9-02.1(4)oftheStandardSpecifications.f.TackcoatshallbeappliedtotheexistingpavementatedgeofsawcutsandshallbeemulsifiedasphaltgradeCSS-1,asspecifiedinSection9-02.1(6)oftheStandardSpecifications.TackshallbeappliedasspecifiedinSection5-04oftheStandardSpecifications.g.AsphaltConcreteClassEorClassBshallbeplacedinaccordancewithSection5-04oftheStandardSpecifications;exceptthoselongitudinaljointsbetweensuccessivelayersofasphaltconcreteshallbedisplacedlaterallyaminimumoftwelveinches(12”),unlessotherwiseapprovedbytheEngineer.FineandcoarseaggregateshallbeinaccordancewithSection9-03.8oftheStandardSpecifications.Allstreetsurfaces,walksordrivewayswithinthestreettrenchingareasshallbefeatheredandshimmedtoanextentthatprovidesasmooth-ridingconnectionandexpeditiousdrainageflowforthenewlypavedsurface.Featheringandshimmingshallnotdecreasetheminimumverticalcurbdepthbelowfourinches(4”)forstormwaterflow.TheEngineermayrequireadditionalgrindingtoincreasethecurbdepthavailableforstormwaterflowinareasthatareinadequate.ShimmingandfeatheringasrequiredbytheEngineershallbeaccomplishedbyrakingouttheoversizedaggregatesfromtheClassBmixasappropriate.SurfacesmoothnessshallbeperSection5-04.3(13)oftheStandardSpecifications.Thepavingshallbecorrectedbyremovalandrepavingofthetrenchonly.Asphaltpatchdepthswillvarybaseduponthestreetsbeingtrenched.TheactualdepthsofasphaltandtheworktobeperformedshallbeasrequiredandindicatedonCityofRentonStandardPlans.Compactionofallliftsofasphaltshallbeaminimumninety-twopercent(92%)ofdensityasdeterminedbyWSDOTTestMethod705.ThenumberoftestsrequiredshallbedeterminedbytheEngineer.Page4of10Published:2/16/2018
