Assignment:
I was contacted by Mr. Jassu Dhaliwal and subsequently contracted to develop a tree inventory and
arborist report for a proposed development project in Renton at 19805 108th Ave. SE. I received a
topographic survey prepared by Centre Pointe, dated March 15, 2018. I visited the site on May 11, 2018.
I inspected 95 trees in total, 74 trees located on the parcel, plus 21 right-of-way and off site trees with
overhanging branches, which are the subject of this report. This update is based on a new site plan
provided by Pacific Engineering Design, LLC.
Summary:
Regulated trees, retention requirements and replacement tree calculations are defined by Renton
Municipal Code, (4-4-130 TREE RETENTION AND LAND CLEARING REGULATIONS).

Introduction
This report establishes the condition of all regulated trees on site and provides guidelines for tree
protection measures on retained trees prior to, during and following construction proposed for the
property.
The trees on the property are a mix of evergreen and deciduous species, predominantly native
Cottonwood trees. The significant trees are located throughout the property. In addition, there are 21
significant trees in right-of-way and neighboring properties with branches that overhang the subject
parcel, including a row of Western red cedar trees to the north, which may be impacted by
construction.
Limitations and Use of this Report
This tree report establishes, via the most practical means available, the existing conditions of the trees
on the subject properties. Ratings for health and structure, as well as any recommendations are valid
only through the development and construction process. This report is based solely on what is readily
visible and observable, without any invasive means.
There are several factors that can affect a tree’s condition, which may be pre-existing and
indeterminable with only a visual analysis. No attempt was made to establish the presence of hidden
or concealed conditions which may contribute to the risk or failure potential of trees on the site. These
conditions include root and stem (trunk) rot, internal cracks, structural defects or construction damage
to roots, which may be hidden beneath the soil. In addition, construction and post-construction
circumstances can cause a relatively rapid deterioration of a tree’s condition.

Tree Inspection
I marked each regulated tree with a 1 x 3.5 inch aluminum tag indicating the tree number. I
attempted to mark all off-site trees that have overhanging branches with lettered tags, but there is
some cross-over with letter and numbers because property boundaries were unclear.
I visually inspected each tree from the ground. I performed a Level 1 tree risk assessment.1 This is the
standard assessment for populations of trees near specified targets, conducted in order to identify
obvious defects or specified conditions such as a pre-development inventory. This is a limited visual
assessment focused on identifying trees with imminent and/or probable likelihood of failure, and/or
other visible conditions that will affect tree retention.
I recorded tree species and size (DBH). I estimated the dripline of each tree by measuring in the
direction of any future development, i.e. toward the center of the site.
I rated the condition of each tree, for both health and structure. It is important to consider that high-
risk trees can appear healthy, sometimes with a dense, green canopy. This may occur when there is
sufficient sapwood or adventitious roots present to maintain tree health, but inadequate strength for
structural support. On the other hand, trees in poor health may, or may not be stable structurally.
Tree decline due to root disease, for example, is likely to compromise a tree’s structure, while decline
due to drought or insect attack may not. Tree health and structure are linked in that healthy trees are
more capable of compensating for any structural defects. A healthy tree often develops adaptive
growth that adds strength to parts weakened by decay, cracks, and wounds.
The intent of this report is to identify any unhealthy trees based on existing health conditions and
tree structure, and to specify which trees are most suitable for retention.2 No invasive procedures
were performed on any trees. The results of this inspection are based on what was visible at the time
of the inspection.
The attached inventory summarizes my inspection results and provides the following information for
each tree:
• Tree number or letter – As shown on tag in the field, and on both attached Site Exhibit and
Tree Retention Plan.

• Proposed Action – Indicates if a tree is proposed to be removed or retained.
• Tree Species – Common name and Latin name.
• DBH – Stem diameter in inches measured 4.5 feet from the ground. Multiple-stemmed trees
are reported as individual stems in a group and as quadratic mean, a common practice used
by certified arborists and regional municipalities where each stem is squared, then all are
added and expressed as a square root measurement.
• Dripline – Branch extension from the trunk measured as radius in feet, equal to the farthest
extent of the tree’s crown, toward the center of the property where construction activity is
proposed.
• Tree type – Whether a tree is coniferous (C) or deciduous (D), which includes all non-conifers.
• Health and Structure ratings – ‘1’ indicates none to minor visible health-related problems or
structural defects, ‘2’ indicates moderate to major visible problems or defects that may require
attention if the tree is retained, and ‘3’ indicates significant visible problems or defects and
tree removal is recommended.
• Tree category as defined by municipal code. (TREE: A woody perennial usually having one
dominant trunk, or, for certain species, a multi-stemmed trunk system, with a potential
minimum height of ten feet (10’) at maturity. Any trees listed on the Complete King County
Weed List shall not qualify as a tree.)
Dangerous: Any tree that has been certified, in a written report, as dead, terminally
diseased, damaged, or otherwise dangerous to persons or property by a licensed
landscape architect, or certified arborist.
Significant: A tree with a caliper of at least six inches (6”), or an alder or cottonwood tree of
at least eight inches (8"). Trees qualified as dangerous shall not be considered significant.
Trees planted within the most recent ten (10) years shall qualify as significant trees,
regardless of the actual caliper.
Landmark: A tree with a caliper of thirty inches (30”) or greater. (Average multiple stems
and report single integer.)

• Tree Protection Zone (TPZ) – defined by the edge of a tree’s dripline.
• Limits of disturbance (LOD) – when construction activity requires crossing the TPZ, this is the
minimum line of protection based on root plate and trunk diameter, following ISA Best
Management Practices.
• Replacement trees – The number of replacement trees required and placement will be
presented by a licensed landscape architect.
• Notes on health and structure – Obvious structural defects, pests or diseases visible at time of
inspection, including:
Asymmetric canopy – unbalanced canopy due to space and light competition from
adjacent trees.
Decay – a substance undergoing decomposition or a process of degradation by
microorganisms.
Dog leg – trunk with a bow or defective bend often half way or higher up. It is sometimes
corrected further up the trunk. Failure can be a concern if not corrected.
Included bark – an inclusion of bark at the attachment of multiple leaders that prevents a
wood-to-wood attachment.
Lean – Angle of the trunk from vertical.
Multiple leaders – the tree has multiple stem attachments, which may lead to tree failure
and require maintenance or monitoring over time.
Sweep – characterized by a lower leaning trunk and a more upright top.
• Viability – A determination by the arborist whether the tree is viable for retention.
Retention Priority Criteria – Indicates if tree is Landmark, >60 feet tall, part of a continuous
canopy, >18 inches DBH (priority one), or is native or non-native (priority two).

Limits of Disturbance
Limits of Disturbance (LOD) are calculated for all the retained significant trees (and for trees on
adjoining parcels with overhanging driplines). They are listed below as radii in feet from the trunk for
the side of the tree to be impacted by construction. They are determined using rootplate 3 and trunk
diameter,4,5 and ISA Best Management Practices.6 These are the minimum distances for any soil
disturbance, and represent the area to be protected during construction to ensure stability of the
tree. These LOD measurements are malleable and may be adjusted during the design and
construction process. The following table lists the limits of disturbance of each tree.

Note: On Tree # 55, 56 and 57, where the building pad crosses inside the dripline and potentially
across the LOD line, construction plans shall consider long-term impacts on tree stability. All
construction activities shall follow Best Management Practices (BMPs) as defined by the International
Society of Arboriculture (ISA). Any construction activity inside the tree protection zones shall be
approved by the project arborist or city staff. The project arborist shall be on site to monitor
excavation and root pruning within the dripline areas.
If large equipment is used in any demolition or construction, all tracks and/or tires shall remain
outside the LOD as much as possible. Any demolition debris or grading of soils shall be lifted off in a
direction that is up and away from the trunk and branches of the nearest tree, in order to protect their
health and structure. Any pruning conducted prior to construction to avoid damage during
construction, such as limbing up or tip pruning, shall be overseen by the project arborist and follow
BMPs as defined by the ISA.

Note: On all off-site trees on north property line where new road construction and utility installation
crosses into the driplines and across LOD lines, all design and construction plans shall consider long-
term impacts on tree stability. Excavation and fill should be kept to a minimum and road construction
focused at the soil surface, avoiding cuts across the root plates of all trees as much as possible. The

project arborist shall be on site to monitor excavation and root pruning within the dripline areas.
Hand and manual excavation should be utilized, restricted to 4 to 6 inches. If more excavation is
required within the LOD areas, removal of additional trees should be considered. Location of sewer
and water lines shall be placed outside of LOD to the fullest extent possible.
Impact of necessary tree removal
It is likely that all retained trees will not be impacted by removal of those proposed. Annual
monitoring of all retained trees for a period of at least five years is recommended.
Supplemental Trees
No replacement trees are required with 43% retention. Glenn Takagi, a landscape architect has
developed preliminary landscape plans for the project.
T ree Retention Priority Criteria
Trees are indicated according to Priority Two criteria as provided in RMC 4-4-130H.1.b. in the
attached inventory.
Tree Retention and Land Clearing Regulations
4.4.130 §H.9. Protection Measures During Construction: Protection measures in this subsection shall
apply for all trees that are to be retained. All of the following tree protection measures shall apply:
a. Construction Storage Prohibited: The applicant may not fill, excavate, stack or store any
equipment, dispose of any materials, supplies or fluids, operate any equipment, install
impervious surfaces, or compact the earth in any way within the area defined by the drip line of
any tree to be retained.
b. Fenced Protection Area Required: Prior to development activities, the applicant shall erect and
maintain six-foot (6') high chain link temporary construction fencing around the drip lines of all
retained trees or at a distance surrounding the tree equal to one and one-quarter feet (1.25')
for every one inch (1") of trunk caliper, whichever is greater, or along the perimeter of a tree
protection tract. Placards shall be placed on fencing every fifty feet (50') indicating the words,
“NO TRESPASSING – Protected Trees,” or on each side of the fencing if less than fifty feet

(50'). Site access to individually protected trees or groups of trees shall be fenced and signed.
Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide
supervision whenever equipment or trucks are moving near trees.
c. Protection from Grade Changes: If the grade level adjoining to a tree to be retained is to be raised,
the applicant shall construct a dry rock wall or rock well around the tree. The diameter of this
wall or well must be equal to the tree’s drip line.
d. Impervious Surfaces Prohibited within the Drip Line: The applicant may not install impervious
surface material within the area defined by the drip line of any tree to be retained.
e. Restrictions on Grading within the Drip Lines of Retained Trees: The grade level around any tree to
be retained may not be lowered within the greater of the following areas: (i) the area defined
by the drip line of the tree, or (ii) an area around the tree equal to one and one-half feet (1-1/2')
in diameter for each one inch (1") of tree caliper. A larger tree protection zone based on tree
size, species, soil, or other conditions may be required. (Ord. 5676, 12-3-2012)
f. Mulch Layer Required: All areas within the required fencing shall be covered completely and evenly
with a minimum of three inches (3") of bark mulch prior to installation of the protective fencing.
Exceptions may be approved if the mulch will adversely affect protected ground cover plants.

g. Monitoring Required during Construction: The applicant shall retain a certified arborist or licensed
landscape architect to ensure trees are protected from development activities and/or to prune
branches and roots, fertilize, and water as appropriate for any trees and ground cover that are
to be retained.
h. Alternative Protection: Alternative safeguards may be used if determined to provide equal or
greater tree protection. (Ord. 5676, 12-3-2012)

1. A field examination of the site was conducted on May 23, 2018. All observations and conclusions in
this report are as of that date.
2. Care has been taken to obtain all information from reliable sources. All data has been verified insofar
as possible; however, the consultant/arborist can neither guarantee nor be responsible for the
11accuracy of information provided by others.
3. Unless stated otherwise: 1) information contained in this report covers only those trees that
were examined and reflects the condition of those trees at the time of inspection; and 2) the
inspection is limited to visual examination of the subject trees without dissection,
excavation, probing, or coring. There is no warranty or guarantee, expressed or implied that
problems or deficiencies of the subject trees may not arise in the future.
4. The consultant does not assume any liability for the subject trees and does not represent the transfer
of such for any risks associated with the tree from the landowner to the consultant.
5. This report and any values or opinions expressed represent the opinion of the consultant and the
consultant’s fee is in no way contingent upon the reporting of a specified value, a stipulated result,
the occurrence of a subsequent event, nor upon any finding to be reported.
6. Loss or alternation of any part of this report invalidates the entire report.
7. Risk management is solely the responsibility of the landowner.
8. Construction activities can impact trees in unpredictable ways. All retained trees, and all right-of-way
and off site trees located near construction activities, should be inspected at the completion of
construction, and regularly thereafter as part of ongoing maintenance.
9. Trees are biological systems and change over time; future inspections are required and are the
responsibility of the property owner to initiate.
